A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular session on Monday, February 21,
2022, in Council Chambers. President of Council Stephen Renner
called the meeting to order at 7:00 p.m. Vice President of Council
Merisa Bowers, delivered an Invocation followed by the Pledge of
Allegiance. Agenda for this meeting was published on February 18,
2022.
Present 7 - Nancy R. McGregor, Karen J. Angelou, Merisa K. Bowers, Trenton I.
Weaver, Kaylee Padova, Michael Schnetzer, and Stephen A. Renner
B. ADDITIONS OR CORRECTIONS TO THE AGENDA:
Angelou requested that under item H Representatives, Mid-Ohio Regional
Planning Commission (MORPC) - official liaison business - Angelou, the term
“official liaison business” be removed as she is the Chairman. Renner said
that change will be made, and he is trying to make it more distinguished from
the other since both items are appointed by the president of council. Angelou
stated that she appreciates it; however, the word "representatives” means
just that and there are only two representatives within the city, Mayor Jadwin
and herself. The other things are fine and are the people who are going to
volunteer maybe four times a year. Angelou said she has done this for 11
years and knows what she is talking about. Renner said when it comes to
MORPC he knows that, but he doesn't know that the word “representatives”
is as narrowly defined as maybe Angelou has it. The president of council
appointed individuals to serve in different ways. In an earlier conversation, he
did agree that he could add a new category on the agenda for something
called Communities and Outside Organizations. However, the president
doesn't have the authority to create agenda sections. That will be on the
discussion with the Council Rules of Procedure on February 28, 2022.

Angelou said other council members put things on the agenda that they are
doing, and it is not a problem. There must be some way to do this the correct
way. Angelou wants the people that are wanting to volunteer and be a part of
this great organization by being on a committee. Renner understands and
the narrow lens that they are looking at is “representatives from council”.
Renner is committed to exploring other ways to modify the agenda. Renner
stated for the public record, for the third time, that the role Angelou has is
different than the role Weaver has because Angelou's role is a voting position.
Angelou said it is a leadership position. Angelou wants Weaver to be able to
do this, it's not that, it's the fact that it's being done wrongly in this way.
Renner said they are going to have to agree to disagree on that point. Again,
as stated, he will be exploring other alternatives to how the agenda is done.
Angelou appreciates that.

G. CORRESPONDENCE AND ACTIONS:

H. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Renner, Weaver
Weaver shared that at the February 15, 2022 meeting, CIC received an
update on the Crescent Project. Good developments are underway and
additional announcements will be forthcoming.
Mid-Ohio Regional Planning Commission (MORPC), official liaison business -
Angelou
Angelou shared that Madison County and the Village of Buckeye Lake
are new members to MORPC. There are 76 communities involved in
MORPC. MORPC will be hosting a project briefing and listening session
regarding the Intel Project with community partners. MORPC State of the
Region is on March 16, 2022. MORPC has a lead abatement and health

homes grant program for homeowners in Franklin County. The US
Economic Development Administration approved the Columbus region's
Comprehensive Economic Development Strategy. This is an important
step for Central Ohio's competitiveness and means we can now apply to
be an economic development district to open access to more assistance
for the region's communities. MORPC's leadership was recently at the
National Association of Regional Councils in Washington, D.C. and met
with Federal Officials regarding policy priorities and infrastructure
funding. House Bill 51 which was passed by the House and Senate,
public bodies can meet remotely through June 30, 2022. The 56th
Annual National Association of Regional Councils Conference and
Exhibition will be June 12 - 15, 2022 in Columbus Ohio.
Mid-Ohio Regional Planning Commission (MORPC), Regional Policy
Roundtable - Weaver
Weaver shared that at the first meeting is scheduled for February 22,
2022.
Convention & Visitors Bureau (CVB) - Padova
Padova shared that the Visit Gahanna Annual Meeting is on Friday,
March 11, 2022. The speaker will be Jason Duff, the founder, and CEO
of Small Nation. There are upcoming classes at the Ohio Herb Center if
anyone would like to register.
School Board (SB) - Bowers
Bowers shared that the School Board voted on Option A, as the site plan for
the new high school. The plan will have an impact to the city campus and
conversations are ongoing with the schools and the city. It is Bowers
understanding that the next steps for the school board is that school
administration will be further engaging teachers and staff on further design
and use of space considerations.

I. OFFICIAL REPORTS:
Mayor
Jadwin shared that the Gahanna Area Chamber of Commerce will host their
Annual Meeting February 24, 2022. The keynote speaker will be Craig Turner
from the Edge. February 22, 2022 will be the next Facilities Workshop at the
Senior Center. The Franklin County Public Health will be running vaccination
clinics on February 24 and 25, 2022 at ARC Industries. The Franklin County
Auditor's Office Board of Revision will be at the Senior Center on Saturday,
February 26, 2022, assisting homeowners with filing property valuation
complaints. The State of the City is March 24, 2022 at the Peak at Edison.
The latest issue of Uniquely Gahanna magazine has been distributed.
Jadwin shared that administration will be meeting with the high schools
project team to review the city timelines and processes. The more
information the city can share and get everybody on the same page at the
outset, the more we can ensure that it runs as smoothly as possible for the
school district.

J. COUNCIL COMMENT
Weaver thanked the Mayor and Administration for the Facilities
Workshops; they have been very beneficial. He encourages the public to
attend.
Bowers shared that the Gahanna Education Foundation Gala/Auction is
on February 26, 2022. The Crafted Culture Brewery is the first
black-owned craft brewery in Central Ohio and is in Gahanna. They want
to extend their gratitude to the City and to the Economic Development
Department and Mayor Jadwin for all the support they have received.
Their doors are closed currently, there was a dispute over the location.
They want their supporters to know they very much want to be here and
are looking to remain in Gahanna and in Central Ohio. They appreciate

the amount of support they have received from the community. Bowers
welcomed Marlow's Philly Cheesesteak to the Creekside area.
K. EXECUTIVE SESSION

Rules of Procedure to consider the appointment, employment, dismissal,
discipline, promotion, demotion, or compensation of a public employee or
official, or the investigation of charges or complaints against a public
employee, official, licensee, or regulated individual, unless the public
employee, official, licensee, or regulated individual requests a public hearing.
A motion was made by Schnetzer, seconded by Weaver, to go into Executive
Session under authority of Section 5.40(a) of the Council Rules of Procedure to
consider the appointment, employment, dismissal, discipline, promotion,
demotion, or compensation of a public employee or official, or the
investigation of charges or complaints against a public employee, official,
licensee, or regulated individual, unless the public employee, official,
licensee, or regulated individual requests a public hearing.
Council rose to report to Executive Session at 7:43 p.m. Council rose to report
