CALL TO ORDER: Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, May 2, 2022, in Council Chambers. President of Council Stephen Renner called the meeting to order at 7:04 p.m. Vice President of Council Merisa Bowers delivered an Invocation and led members in the Pledge of Allegiance. Renner B. ADDITIONS OR CORRECTIONS TO THE AGENDA: President Renner announced that under agenda item “E.” there is a motion for consideration of appointing Sylvia Kramarius to the Community Reinvestment Area Housing Council. C. HEARING OF VISITORS: Proclamation Presentations by Mayor Jadwin 2022-0144 Mayoral Proclamation - Gahanna Herb Week May 1-7, 2022 2022-0145 Mayoral Proclamation - National Travel and Tourism Week May 1-7, 2022 Mayor Jadwin invited Lori Kappes, Executive Director of the Gahanna Convention & Visitors Bureau, to the podium to receive two proclamations. Jadwin noted this week is a particularly busy week for observances and recognitions, as the week includes Air Quality Awareness Week, Small Business Week, National Travel & Tourism Week, and Herb Week. Jadwin presented a Proclamation declaring Gahanna Herb Week, May 1-7, 2022, to Kappes in celebration of Gahanna’s 50th anniversary as the Herb Capital of City of Gahanna Page 1 City Council Meeting Minutes May 2, 2022 Ohio. Jadwin said Visit Gahanna has a lot of events coming up, such as Herb Day, Herb-N-Restaurant Week, Herb-N-Arts Fair, and Herbal Cocktail Trails. Additionally, Jadwin presented a Proclamation declaring National Travel & Tourism Week, May 1-7, 2022, to Kappes in honor of Visit Gahanna’s role in economic development and promotion of small businesses in Gahanna. Kappes said she is thrilled to be able to present Herb Day in-person this year and that it will be a great celebration of Gahanna being Ohio’s Herb Capital for the 50th year. In addition, Kappes stated that recognizing Gahanna’s efforts with travel and tourism and Herb-N-Restaurant Week is unique. She noted the collaboration of local establishments that will create drinks, entrees, and appetizers with an herb flair. Next week, Gahanna will be presenting and promoting as a tourism destination on the Statehouse lawn for Statehouse Day. She invited all who might be in downtown Columbus on Wednesday, May 11, 2022, to visit Gahanna’s booth. Council Member Angelou reminded colleagues of the Certified Travel Ambassador (CTA) pins and the importance of being aware of what is going on in the region and specifically Franklin County. D. CONSENT AGENDA: 1. MOTIONS MT-0010-2022 A MOTION TO APPOINT SYLVIA KRAMARIUS TO THE COMMUNITY REINVESTMENT AREA HOUSING COUNCIL SEAT 4 FOR THE UNEXPIRED TERM ENDING DECEMBER 31, 2022 Vice President Bowers thanked Ms. Kramarius for attending and for her interest in serving the community. A motion was made by Bowers, seconded by Angelou, that the Motion be Approved. The motion carried by the following vote: Yes: 7- McGregor, Angelou, Bowers, Weaver, Padova, Schnetzer and Renner F. RESOLUTIONS RES-0013-2022 A RESOLUTION RECOGNIZING AND HONORING SMALL BUSINESSES IN GAHANNA Council Member Padova noted that this week is Small Business Week, recognizing the resiliency and tenacity of America’s entrepreneurs who are doing their part to power our nation’s historic economic comeback. Padova said it is worth taking a moment to recognize all the small businesses in Gahanna, visit them and ask them about their business. Owners here are some of the most passionate people around and have gotten into business because they truly care about what they do. Padova invited Brad Fisher, President of the Gahanna Area Chamber, to receive the presentational Resolution on behalf of Gahanna’s small business community. Fisher said that he began his role at the beginning of 2020, which coincided with COVID-19. He introduced Laurel Naegle, Operations Manager for the Chamber, also in attendance and noted they had held around 25 ribbon cuttings since he began. Fisher emphasized that Gahanna is still thriving and the Mayor can attest to the activity and ribbon cuttings. Gahanna is a place where businesses thrive. Fisher also spoke about the connectivity of the community, noting he has had personal conversations with all the Members of Council, and said how wonderful it was to go to a meeting and see Dion Manley, school board member, in attendance and a student from Gahanna Lincoln High School, Chief Spence, the Mayor and City Attorney also present, and know that he would run into these people out in the community. He said he knew that if he had a concern that the city leaders were going to listen, and this meant a lot. Fisher commended the Council on its work and thanked them for the Resolution. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner, Weaver City of Gahanna Page 4 City Council Meeting Minutes May 2, 2022 President Renner provided the following highlights: the board met April 19, 2022, at 8:00 a.m. The CIC Planning Committee reported that the Planning Commission has started the process and reviews for the new high school building with a Workshop Session. The Development Committee discussed new businesses coming to the city, highlighting uptick in activity due to the Intel impact. CIC has engaged with Geotechnical Consultants, Inc., to assist with the various reviews for CIC land banking needs. The Governance Committee reported the CIC bylaws have officially been changed. The City Development Director is now ex-officio and no longer a voting member of the board. This helps keep the CIC in compliance with Ohio Revised Code. The Real Estate Committee gave an update on rental properties through the CIC, noting that all properties are fully leased. The CIC considered a request from the Gahanna Farmers Market in City-owned lots at Creekside as well as the Kumon building. Use was approved conditionally if it did not violate any lease agreements. All of Council is invited to the June 21, 2022, CIC meeting from 7:30 to 9:00 a.m. at the City’s Golf Course Clubhouse. Renner noted this is the first time all of Council has been invited to a CIC meeting and applauded Betty Collins for taking the initiative on this. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Council Member Angelou said she will be attending the Executive Committee meeting this Thursday, May 5, 2022, at 1:30 p.m. Convention & Visitors Bureau (CVB) - Padova Council Member Padova added, in addition to what Ms. Kappes stated earlier, that this Saturday, May 7, 2022, is Herb Day and Herb-N-Arts Fair at Veterans Park from 10:00 a.m. to 4:00 p.m. School Board (SB) - Bowers Vice President Bowers noted the school superintendent search is underway. Finalists had been selected and there will be a final round of interviews this week. The selection will be made within the coming weeks. Bowers welcomed Dion Manley, school board member, to this evening’s meeting. The school district is in the process of engaging the community on equity and access feedback, which included a “community conversation” held two weeks ago and a feedback survey that was sent out. L. OFFICIAL REPORTS: Mayor Mayor Jadwin welcomed Kate, a student at Gahanna Lincoln High School, in attendance and provided remarks on the stream of government students that have been attending the Council meetings. She offered to stay after the meeting to answer any questions about local government. Jadwin also City of Gahanna Page 5 City Council Meeting Minutes May 2, 2022 thanked Ms. Kappes and Mr. Fisher for attending and commented on continued support for the small business community. Jadwin said that there is a long listing of businesses on the Gahanna.gov and Visit Gahanna websites offering specials and opportunities for shoppers and customers to support the local community. Small businesses encompass most of the business in Gahanna. The City’s mission is to foster an environment for businesses to grow and flourish. Jadwin noted that on May 24, 2022, the city will celebrate public service and recognize the dedicate men and women of the City of Gahanna, and all those working in local and state government to support residents. Jadwin noted that today is the first official day for Officer Kelie Moffitt as the City’s community liaison officer, a brand-new position. This is a position designed to act as a bridge between the Gahanna Division of Police and the community, residents, businesses, and community groups. The position will assist with longer term issues that officers encounter, such as residents in crisis, families dealing with mental health issues, addiction issues, homelessness, and provide a support and resource in dealing with those issues and a level of continuity in providing care and service. Jadwin said she could not imagine a better officer than Kelie Moffitt to serve in this role, as she’s been with Gahanna for a long time and has recently been appointed as a board member with GRIN. This will also help in furthering assistance to members of our community. Jadwin said the City will be celebrating Arbor Day on May 14, 2022, with the Parks & Recreation Department planting trees. Volunteers to plant trees are also being sought. Make Gahanna Yours will be working on the planters at Creekside. These are great opportunities to help beautify the City, celebrate Arbor Day, and recognize the City’s status as a Tree City for the 33rd year. Jadwin mentioned that the Economic Development event scheduled for May 12, 2022, has been postponed due to a conflict with the speaker. The City is working with the speaker to find a better date and more will be shared later. The City will have a booth at the Herb Day event with members of the Economic Development team. The City has been working on a Creekside redevelopment plan. Saturday’s booth presence will be the City’s first public engagement opportunity to begin to share with the public the work the City has been doing for 10 months. There will be conceptual renderings that Council saw in November of last year shared at the booth. The City will solicit feedback from the community to incorporate into the plan brought forward to Council once it is finalized. Jadwin encouraged residents and members of Council to come to the event. After the event, the City will share through the website and a communications plan being worked on through M&A Architects more conversation on redevelopment. Council Member Angelou asked where the event would be held. Jadwin confirmed the location as VFW Park. City Attorney Attorney Mularski noted that he would not be at the meeting on May 16, 2022, due to a trip. He said he would likely have someone else attend in his place. If Council has questions or comments, he requested those be emailed to him. City of Gahanna Page 6 City Council Meeting Minutes May 2, 2022 M. COUNCIL COMMENT Council Member Padova urged everyone to go find a new small business in Gahanna, visit them, and support them in honor of Small Business Week. She wished all mothers a Happy Mother’s Day. Council Member Weaver thanked all the visitors for attending tonight’s meeting and for Ms. Padova’s efforts on the Small Business Resolution. Weaver noted that it is food truck season and that in Ward 4, Gahanna Greens and Bryn Mawr Park, Amy Craft and Chris Ferrante have done a great job bringing neighborhoods together. This started with the onset of COVID-19 to bring community together. Weaver noted it is a good opportunity to meet people in the community and have a nice meal. He said that he and his wife were able to get out and walk over the weekend and reminded all to take a look at the Gahanna Parks & Recreation 2022 Summer Program Guide. Thanks to Director Ferrell, her team, and all those involved in the programming. Weaver also thanked Ms. Kramarius for wanting to get involved in serving the community. He asked the clerk whether there were any other outstanding vacancies on boards or commissions. Mr. VanMeter responded that the one Council appointed position remains open, the Local Board of Tax Review. Weaver encouraged anyone interested to find more information on the City’s website and to apply. Tomorrow is Election Day. Weaver encouraged all to get out and vote. Vice President Bowers said she submitted two constituent reports, including April and May, to be appended to the minutes, as they reflect contact and involvement over the two months with constituents. Bowers also thanked all those in attendance for coming. In addition to everything being recognized in May, Bowers said that May is also Pediatric Stroke Awareness Month. A Gahanna family is raising awareness about the issue, and Bowers wanted to do her part to share this as well. As Mother’s Day approaches, Bowers noted it is hitting some of our families hard with losses and this maybe being the first Mother’s Day with a loss of a mother or a child. Bowers sent her thoughts and good wishes that the day lands gently for everyone. President Renner thanked Mayor Jadwin and staff and Visit Gahanna for the City’s activities, especially in the Creekside area. He urged everyone to look at the calendar and participate in these things that are happening. Renner wished everyone a Happy Mother’s Day. He reiterated the importance of getting out and voting tomorrow. He recognized the state is working through how to do the district maps and that this would be the first part of Ohio’s Primary Election.
