A. CALL MEETING TO ORDER - Roll Call
Gahanna City Council met in Special Session on Monday, December 19,
2022, in Council Chambers. President of Council Stephen A. Renner called
the meeting to order at 6:05 p.m. The agenda for this meeting was published
on December 16, 2022 and republished on December 18, 2022 with an
updated time and Executive Session reason.
Present 6 - Karen J. Angelou, Merisa K. Bowers, Nancy R. McGregor, Kaylee Padova,
Trenton I. Weaver, and Stephen A. Renner
Absent 1 - Michael Schnetzer
B. EXECUTIVE SESSION:

A motion was made by Padova, seconded by Weaver, to 1) go into Executive
Session under authority of Section 5.40(d) of the Council Rules of Procedure
to prepare for, conducting, or reviewing negotiations or bargaining sessions
with public employees concerning their compensation or other terms and
conditions of their employment AND 2) To consider confidential information
related to the marketing plans, specific business strategy, production
techniques, trade secrets, or personal financial statements of an applicant for
economic development assistance, or to negotiations with other political
subdivisions respecting requests for economic development assistance,
provided that both of the following conditions apply:
1. that involves public infrastructure improvements or the extension of utility
services that are directly related to an economic development project.
2. A unanimous quorum of the public body determines, by a roll call vote,
that the executive session is necessary to protect the interests of the
applicant or the possible investment or expenditure of public funds to be
made in connection with the economic development project.
The motion carried by the following vote:
Yes: 6- Angelou, Bowers, McGregor, Padova, Weaver and Renner
Absent: 1- Schnetzer
President Renner announced that the Council would meet in the
Committee Room for Executive session with no action to follow. Mayor
Jadwin and Miranda Vollmer, Director of Administrative Services were
invited to attend the executive session. Vollmer participated in the first
part. Sean McCarter, outside legal counsel, participated in the second
part. Attorney Mularski was not available to attend the Executive Session.
Council rose to report to Executive Session at 6:08 p.m.
Councilmember Schnetzer arrived at approximately 6:12 p.m. and joined
the Executive Session.
Council rose to report from Executive Session at 7:02 p.m. with no further
action.
C. ADJOURNMENT:
With no further business before the Council, President Renner adjourned the
meeting at 7:02 p.m.
