CALL TO ORDER: Mayor Rebecca W. Stinchcomb The Gahanna Civil Service Commission met in Organizational Session on Tuesday, January 7, 2014 at Gahanna City Hall, 200 South Hamilton Road, Gahanna, Ohio. Mayor Rebecca W. Stinchcomb called the meeting to order at 6:30 p.m. Agenda for this meeting was published on January 2, 2014. B. SWEARING IN OF COMMISSION MEMBERS: Mayor Stinchcomb gave the oath of office to newly appointed member Beryl Piccolantonio. C. ROLL CALL. Present: Paul Bittner, Paul Leithart,, Stephen Patterson, Beryl Piccolantanio. Absent: Mark Foster D. ELECTION OF CHAIRMAN: A motion was made by Leithart, seconded by Patterson, to nominate Paul Bittner as Chairman. Bittner was elected unanimously. E. ELECTION OF VICE CHAIRMAN: Bittner took the Chair and asked for nominations for Vice Chairman. A motion was made by Leithart, seconded by Bittner, to nominate Stephen Patterson as Vice Chairman. Patterson was elected unanimously. F. ESTABLISH DAY AND TIME FOR REGULAR MEETINGS: A motion was made by Leithart, seconded by Patterson, to continue Regular Meetings to be held the 1st Tuesday of each month, as needed, at 6:30 p.m. Motion carried. G. ADOPT RULES OF PROCEDURE: Since there were no changes proposed for the Rules of Procedure, Bittner said the rules will stand as is. H. CALL REGULAR MEETING TO ORDER: Bittner called the meeting to order at 6:41 p.m. J. HEARING OF VISITORS K. NEW BUSINESS Proposed Changes to Civil Service Rules & Regulations: Wadley and Jernigan reviewed the proposed changes to the Rules & Regualtions; most are just housekeeping. The most significant is the language regarding military credit. Wadley said we asked Gen. Williams for advice on what should be needed to receive military credit; is what we are requiring enough; needed clarification on honorable discharge; we incorporated what he advised into the changes in the Rules & Regs.; also added new language in the section on Reserve credit for police officers and radio dispatchers . A motion was made by Leithart, seconded by Patterson, to recommend to Council revisions to the Civil Service Rules & Regulations dated 12/16/13. Motion carried. 8. OFFICIAL REPORTS a. Director of Human Resources Wadley provided a summary of last year's civil service functions by the Human Resources Department; showed vacated positions; positions tested for at National Testing Network, and there were no positions tested through the City Administration; do currently have an opening for Utility Billing Specialist, as Cheryl Gawel retired yesterday; said HR will be conducting tests for that position in the near future. Wadley and Mayor Stinchcomb said it is increasingly harder to get qualified candidates for police officer; candidates do not pass the physical fitness part of the test, and then many who go out of the running because of violation of hiring standards; everything is specified in the examination announcement so they know going in what is required of them; the number of sit ups, push ups, etc., and what the hiring standards are; if candidates are not already certified police officers then by the time they receive their training through OPOTA and can be on the streets by themselves it is an 18 month process. We are down to 44 or 45 officers and we have funds for 50 officers; it is not because of funding; are doing more recruiting than ever; sending officers out to various job fairs; candidates just cannot City of Gahanna Page 2 Civil Service Commission Meeting Minutes January 7, 2014 pass all parts of the process. Wadley said concerning the collective bargaining agreements , are currently working on the Steelworkers; did FOP and OPBA last year. b. Chairman 9. POLL COMMISSION FOR COMMENT Members welcomed Piccolantonio to the Commission. 10. ADJOURNMENT - 7:10 p.m.; Motion by Patterson. Donna L.
