Kneeland asked for any additional discussion on this item. There was
none.
RECOMMENDATION: 2nd reading, consent agenda.
ITEM - From City Attorney
2014-0018 High Street Lease DOCS
1. South High Street Lease Agreement
Ewald stated this came from last committee; it was brought to Parks
and Service Departments; landowner adjacent to this would like to
maintain this property south of High Street; south of the historical
area; drafted lease in conjunction with Service for your review.
Kneeland said this is a small piece of property. Ewald confirmed that
its intended use would be residential only.

RECOMMENDATION: 1st reading, no need to come back; 2nd reading, consent
agenda.
ITEMS - From Director of Finance
2014-0037 Finance Report
1. TIZ Real Estate Escrow Supplemental
Teal said both of these items are the result of us having a more
analytic eye in house now that we have Bury on staff; this operated
much like a typical home escrow mortgage fund to collect and pay
property taxes for the TIZ leased properties; properties under lease
would make a monthly payment to the City and we would pay taxes for
them; bills come in with hundreds of parcels listed; could locate no
error this tied to; will not happen again but do need to make it right;
there is only one property remaining on a lease in the TIZ; we are
requesting a supplemental appropriation in the amount of $69,900 and
authorization to transfer funds; one piece of legislation, 2 sections; at
least half of what went in, came back to the City.
RECOMMENDATION: 1st reading, no need to come back; 2nd reading, consent
agenda.
2. Police Duty Weapon Fund Advance
Teal said this is more clean up from a bookkeeping standpoint ; Police
Duty Weapons Fund was established to provide firearms to officers
who wish to purchase their own in lieu of accepting general issue
handguns; City will purchase and the participating officer will pay back
through payroll deduction over 26 pay periods; can lead to situation
with a negative balance; moving forward, we will incorporate a
mechanism so that this does not happen. Kneeland asked if there is a
limit on number of requests per year. Teal answered it is limited by the
amount appropriated; the Police Division estimates officers interested
and that is the number that goes into appropriations. Chief stated
priority goes to new guys; the fund is used very efficiently; after Sandy
Hook, the price of firearms skyrocketed. Leeseberg asked if this was
just beginning of the year. Teal said no. Chief stated we want officers
to have a handgun that fits their hand and they can use accurately.
Teal said usually just $5000/year; did a substantial supplemental last
year; got it to where it is today at $19,000.

ITEM - From Director of Development
2014-0031 Development Report
1. Final Plat Meadowbrooke Green
Jones said this is the final plat for Meadowbrooke Green subdivision;
received zoning change in 2013; residential overlay district plan was
used for Preliminary Plat; Council is required to act on Final Plat; after
staff review, the submitted final plat is consistent and conforms with
overlay district which serves as preliminary plat.
RECOMMENDATION: 1st reading, regular agenda.
ITEMS - From Director of Human Resources
2014-0033 Human Resources Report
1. Part-time Salary Ordinance - Add Position Classification
Wadley said in Finance Department there is a full time position that is
now vacant; the Finance Director is revising that position as part-time;
need to add a new classification to the part-time salary ordinance; this
will be an office worker 3; asking for waiver and emergency so we can
expedite process to fill position quickly; is currently vacant. Kneeland
asked about current full-time position; will it be defunded. Teal said we
will be coming forward at next committee meeting with budget transfer
to move funding from full-time line item to part-time line item.
RECOMMENDATION: 1st reading, consent agenda, waiver and emergency.
2. NeoGov Applicant Software Agreement
Wadley said this is in regards to employee software; the Human
Resources department currently uses PeopleAdmin software to
provide online employment application process; they were planning to
expand into the government sector; that did not happen; they are
more university oriented; asking to sever that agreement and enter
into agreement with NeoGov; they are the choice most municipalities
use in this area; they offer new efficiencies with Civil Service; currently
pay $5,700; would be $5,800 in first year to cover implementation and
training but would then would be less; would be $4,550/year; would

like this to be effective July 1 to get up by time first contract would
expire; asking for waiver; they do offer other services after first year
with a discount once relationship is established.
RECOMMENDATION: 1st reading, consent agenda, waiver.
3. Wage Adjustment for Non-Bargaining Unit Members
Wadley said Administration is asking Council for a wage adjustment
for non-bargaining unit members; taking all wages and inflation into
account, those employees are working for less money than what they
have in the past; asking for a 1% increase in salaries and 2% lump
sum effective first pay period in July. Larick asked about alternatives.
Teal said first mapped out what it would take to catch unclassified
employees up with cost of living; would have required 4% increase;
Steelworkers were most recently negotiated and that included the
combination of increase and lump sum; looked at every possible
permutation; this fits within 5 year sustainability plan; does not catch
unclassified folks up to inflation or classified employees. Wadley said
cost of health insurance has increased.
RECOMMENDATION: 1st reading , no need to come back; 2nd reading, consent
agenda.
