Renner, Michael Schnetzer Kimberly McWilliams, CMC, Clerk of Council Monday, November 10, 2014 7:00 PM Council Committee Rooms PENDING LEGISLATION ORD-0147-2014 YEAR-END BUDGET ADJUSTMENTS - Supplementals/Transfers/Unappropriation of Funds Attachments: EXHIBIT A -Year-End Adjustments updated 10 29 14 v2 ORD-0147-2014-signed Teal reiterated discussion on these items began at the last committee meeting; included adjustment from the City Attorney on the general fund supplemental; will show up as $27,034 in the Special Council account for a request for reimbursements on expenses related to TIF and other economic developments throughout the year; Kneeland inquired if Council had questions; Kneeland inquired if Council was ok with first reading, no need to come back; McWilliams noted this legislation will be on as second reading. RECOMMENDATION: Consent Agenda; Amend by Substitution. ORD-0162-2014 TO AMEND CHAPTER 161, INCOME TAX, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Attachments: GCO 161.18 PROPOSED AMENDMENTS CHAPTER 161 18 Final Draft Ewald noted meetings over the past week with the public involved helpful discussion; met with Finance today to discuss eccentricities with Gahanna’s code; changes have been added and sent to outside counsel; intention is to have review back this week or next with draft, clean, and redline formats for Council’s review. Kneeland inquired when the first reading will be. Ewald stated first reading will be on track for next week; Council should plan for introduction and first reading on Monday; no need for emergency as this agenda item is not something we want to rush and make mistakes on. Angelou noted the intent in 1989; became confusing over the years when income taxes started raising from 1-2%; intent was always only partial credit no matter what. Ewald noted pulling newspaper articles from that time; was in line with Angelou’s comments; intent with the amended legislation is to be clearer; walking through the credit section today with Finance, it is more in City of Gahanna Page 1 Committee of the Whole Meeting Minutes November 10, 2014 line with other communities. Kneeland asked for additional questions. There were none. RECOMMENDATION: 1st Reading ITEMS - From Clerk of Council 2014-0171 Council Supporting Docs Attachments: Liquor Permit - Golf Course Liquor Permit - Scotch & Soda 1. Records Management Update McWilliams gave a brief update on records software; she is continuing to inventory on-site and off-site records to project costs of back-filing; discussion about five additional software licenses for the upcoming records software; with the number of departments involved, we may need more than five licenses; she will compile costs into a five-year projection. 2. Liquor Permit (New) - Golf Course McWilliams brought forth a new liquor permit for the golf course; application is for a D2 permit from an existing D1 permit; there is a small waiting list ahead of the City for wine and mixed drinks. Ewald clarified the permit is for wine and mixed drinks not to include spirituous liquor; lower proof liquor is permitted with this license; there was no objection from the Police Department for this permit. RECOMMENDATION: Motion Resolution, Consent Agenda. 3. Liquor Permit (Transfer) - Scotch & Soda McWilliams brought forth a liquor permit transfer of ownership for Scotch and Soda Patio from PD Smith, LLC dba Scotch and Soda Lounge & Patio to 316 S. Hamilton Rd., LLC, dba Scotch and Soda Lounge & Patio; there was no objection from the Police Department for this permit. RECOMMENDATION: Motion Resolution, Consent Agenda. City of Gahanna Page 2
