Larick, Jamie Leeseberg, Michael Schnetzer Kimberly Banning, CMC, Clerk of Council Monday, October 26, 2015 7:00 PM Council Committee Rooms CALL TO ORDER Chair Renner called the meeting to order at 7:00 p.m. Additional Attendees: Rob Priestas, Dottie Franey, Niel Jurist, Diana Redman, Troy Euton, Mayor Stinchcomb, Anthony Jones, Chief Dennis Murphy, Jennifer Teal, Rory Gaydos, Chief Fred Kauser, Nancy McGregor. Present 6 - Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Karen J. Angelou, Michael Schnetzer, and Stephen A. Renner Absent 1 - Ryan P. Jolley UPDATES FROM THE FIRE DEPARTMENTS 1. Mifflin Township Fire Department Kauser said total incidents were up a little bit; the flu season has begun; auto accidents remain consistent through August and September; will see a short spike with a change in weather; entering the high risk period for structure and residential fire due to fireplaces and furnaces; continuing to put out education on the topic; have a property on Agler Road, just east of N Stygler; live fire training Sunday, November 15; should be done by 3:00 p.m.; usually takes 3-4 months of planning; in the process of notifying adjacent property owners; prevailing winds should move the smoke away from the site; should not impact homes in the area; working with the service staff and police department; want to make the community aware; Leeseberg suggested a panel near 62 and Stygler so people are not calling the police when they see the smoke; Franey said will talk with the streets department and arrange the signs if they are available; Kauser said they can cancel up to the day of the event; Jefferson Township and Plain Township and some of Columbus will be participating that day; Station 134 was scheduled for roof repairs; made decision to replace roof due to recent weather damage; a MECC consortium is being set up with a government board; just had first meeting; will give an update as we have that information; City of Gahanna Page 1 Committee of the Whole Meeting Minutes October 26, 2015 monitoring each day the impact of traffic on service delivery in reference to the Hamilton Road widening project; currently transporting with Mifflin Township ambulances; rare we are using mutual aid ambulances; understood there was a question about the EPA in the industrial park; Redman said her question was answered; said she was not aware we had hazardous materials stored in Gahanna; Kauser said they were in violation as we are not supposed to have those materials stored in the City; they've now been put on further notice; EPA and the fire department can and will do follow up inspections; Redman said the company has filed to get rid of the rest of the containers and do final inspection; provided that information to Service; Kauser said they are permitted to issue citations for such violations; said their response plan is up to date and was recently reviewed. 2. Jefferson Township Fire Department Chief Shull was unable to attend and give an update. 2015-0255 Mifflin Township Fire Update ITEMS FROM THE CITY ENGINEER 1. Supervisory Control and Data Acquisition System Software Upgrade Contract Priestas said this is a request for an ordinance; currently utilize this system to monitor our water distribution system as well as portions of our sanitary sewer collection system; notified by IT that the operating system that houses the software will no longer be supported; as a result it was investigated if we wanted to stay on the physical server and purchase new or move to a virtual server; it was determined that the additional server was the best option; current software we have is not capable of being supported in a virtual environment; reviewed many options in regards to vendors and agreements; chose Engineered Midwest Solutions as offering the best product and support; request legislation to authorize the Mayor to enter into agreement; request emergency legislation be added so it can be completed by the end of the year; funds have already been appropriated. RECOMMENDATION: Adopt as Emergency, Consent Agenda. 2. Foxwood Section 3 ST 831 & SA 832 – Accept Infrastructure Priestas said this is a single family subdivision; developer requested appurtenances be accepted; requesting an Ordinance to accept City of Gahanna Page 2 Committee of the Whole Meeting Minutes October 26, 2015 infrastructure; developer requested waiver and emergency so they can begin the process before winter and as soon as possible. RECOMMENDATION: Waiver of Second Reading, Adopt as Emergency, Consent Agenda. 2015-0227 City Engineer Supporting Documents ITEMS FROM THE DIRECTOR OF PARKS & RECREATION 1. AT&T Utility Strip Easement Euton said these are routine easements for the Big Walnut Trail Section 5; need to grant an easement to AT&T; will facilitate a space for AT&T to relocate their pole line; is out of the normal right-of-way which is why an easement is requested; Larick asked if things can be buried during this process; Euton said we can at our expense, which is several hundred thousand dollars; they are relocating this at their expense but will not bury it at their expense; said they had no interest in burying because of the expense of the underground work; the pole line services all their customers and not necessarily just to our facility; Leeseberg said this is a non-exclusive easement; Euton said currently it is just them; would use it for our own use or dedicated to someone else as we permit. RECOMMENDATION: Consent Agenda. 2. AEP Utility Pole Easement Euton said this is a similar situation but with AEP; near the Mccorkle park soccer field; realignment of the trail that requires a pole to be moved from the east side; they are requesting additional easement; Kneeland asked if there is any underground work we need to do for the project; Euton said there is some; some storm work but no utility underground work; nothing significant; said all of that work is already complete; project is almost near completion. RECOMMENDATION: Consent Agenda. 2015-0238 Parks & Recreation Supporting Documents DISCUSSION Leeseberg said just an update: Franklin County Soil and Water had a conference; said Gahanna was mentioned several times; impressed that our City was mentioned numerous times.
