Present 7 - Stephen A. Renner, Brian Metzbower, Brian D. Larick, Nancy R. McGregor, Karen J. Angelou, Michael Schnetzer, and Jamie Leeseberg UPDATES FROM THE FIRE DEPARTMENT 1. Mifflin Township Fire Department Chief Kauser said he has last month's stats; auto-accidents are down; average 10-15 significant EMS runs; averaging between 8 and 10 structure fires a month; not exclusive to City of Gahanna; fire prevention month starts October 1; will push out public information announcements regarding events; currently recruiting fire fighters; program is proceeding as planned; graduating a group of 10 on December 2 at 6:30 p.m.; more to come on that; received and inspected 3 new ambulances; in final stages; working on the Creekside Festivals; Holiday Lights; thanked everyone for the public announcement proclamation; and also the VFW at the last Friday night football game; appreciates the recognition; Mayor Kneeland asked if they track overdoses on EMS runs; Chief Kauser said they have and have been tracking more frequently; Mayor Kneeland said would like those statistics; Larick asked about the time frame the ambulances are kept; Chief Kauser explained their recycling and replacement process; believes they are $200,000 assets. 2016-0305 9-26-16 Mifflin Township Update City of Gahanna Page 1 Committee of the Whole Meeting Minutes September 26, 2016 ITEMS FROM THE DIRECTOR OF HUMAN RESOURCES 1. Revisions to the Ordinance for the Supervisory Personnel of the City of Gahanna ORD-0101-2016 TO AMEND ORD-0140-2015, ORDINANCE FOR THE UNCLASSIFIED PERSONNEL OF THE CITY OF GAHANNA JANUARY 1, 2016 THROUGH DECEMBER 31, 2016. Cochran said the Department of Labor released a salary threshold for exemption; as of December 1st this threshold will change; have a few positions that someone will fall below that threshold; today have two employees below that threshold; in the unclassified is an administrative technician and in supervisory is aquatics supervisor; increases are for 1% and 2%; will come back with compensation study in the next month or so to discuss next year's goals; McGregor asked if one month is enough; Cochran said we are getting close to the end of the compensation study; hope to come back with recommendations; asking for these today will make the deadline; McGregor asked how much in dollars it is; Cochran said around $250-300 for the month of December. RECOMMENDATION: Consent Agenda. 2. Revisions to the Ordinance for the Unclassified Personnel of the City of Gahanna ORD-0102-2016 TO AMEND ORD-0143-2015, ORDINANCE FOR THE SUPERVISORY PERSONNEL OF THE CITY OF GAHANNA JANUARY 1, 2016 THROUGH DECEMBER 31, 2016. See discussion under ORD-0101-2016. RECOMMENDATION: Consent Agenda. ITEM FROM THE DIRECTOR OF PARKS & RECREATION 1. Comprehensive Landscape Plan - adopt ORD-0103-2016 TO ADOPT THE COMPREHENSIVE LANDSCAPE PLAN, DATED AUGUST 3, 2016, FOR THE CITY OF GAHANNA, OHIO. Euton said they review this every few years; with the passage of Chapter 914 recently, the tree protection requirements are different; wanted the plan to meet current best practices; is a matter of a diagram showing how to protect trees; Leeseberg asked if we updated City of Gahanna Page 2 Committee of the Whole Meeting Minutes September 26, 2016 the tree species; Euton said the next plan for that is 2017 and 2018 for adoption. RECOMMENDATION: Consent Agenda. ITEMS FROM THE CITY ENGINEER 1. ODOT Bridge Inspection Services ORD-0104-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO CONSENT LEGISLATION WITH THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) FOR BRIDGE INSPECTION PROGRAM SERVICES FUNDED BY THE STATE OF OHIO. Priestas said they will be performing bridge inspections; this is no cost to the City; Angelou asked how many bridges; Priestas said 20; Larick asked if we have 1 or 2 on deck; Priestas said 2 next summer; Larick asked how many this year; Priestas said 1; next year will be Pizzuro Park and Heil Drive; will expect one in 2018; Larick asked if we are on a cycle; Priestas said 3 structures are rated for replacement; the other is Larry Lane; would plan for 2018; Larick confirmed not on 5 year forecast; Teal said have level funding amount for years after this next. RECOMMENDATION: Consent Agenda. 2. ODOT FRA-270-31.70 ORD-0105-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO CONSENT LEGISLATION WITH THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) FOR BRIDGE INSPECTION PROGRAM SERVICES FUNDED BY THE STATE OF OHIO; AND TO DECLARE AN EMERGENCY. Priestas said this will widen the road; will resurface 670; raise bridge at Goshen Lane; requesting an Ordinance to consent to ODOT; requesting an emergency and waiver; McGregor said there is no intersection at Sunbury; Priestas said in that area; Larick asked about Hamilton Road, lowering or raising for more height; do not recall that being done; Priestas said that has not been done; forecast for that discussion and project is 2019. RECOMMENDATION: Consent Agenda with Emergency and Waiver. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE 1. Permission to Bid – Landscape of Municipal Gateways City of Gahanna Page 3 Committee of the Whole Meeting Minutes September 26, 2016 MR-0041-2016 MOTION RESOLUTION TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE PERMISSION TO BID THE LANDSCAPE OF MUNICIPAL GATEWAYS CONTRACT. Franey said we outsource the maintenance of the gateways; that contract expires in April 2017; has no more extensions left; asking for permission to bid; Larick asked when that work will occur; Franey said is done throughout the year. RECOMMENDATION: Consent Agenda. 2. Permission to Bid – Street Sweeping MR-0042-2016 MOTION RESOLUTION TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE PERMISSION TO BID THE STREET SWEEPING CONTRACT. Franey said this is something else we hire out; expires at the end of the year; asking to formally bid the contract; Larick asked how often we sweep; Franey said schedules based on the areas of town; used to sweep much more often; reduced that several years ago; possibly twice in residential areas; more often on main roads. RECOMMENDATION: Consent Agenda. 3. Snow & Ice Removal Contract (2016-2017 Winter Season) ORD-0106-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH THE CITY OF COLUMBUS FOR SNOW AND ICE REMOVAL FOR THE 2016-2017 WINTER SEASON; AND TO DECLARE AN EMERGENCY. Franey said the City of Columbus pays us to keep some of their roads clear of snow and ice; more efficient for us to clear them; they pay us per lane mile; we just received a contract from them; it has a start date of mid-October; we are asking for authorization for the Mayor to sign this; also asking for emergency and waiver. Angelou asked about paving north of Morse Road; Priestas said that was paid for by New Albany. RECOMMENDATION: Consent Agenda with emergency.
