Larick, Jamie Leeseberg, and Michael Schnetzer ITEMS FROM THE CITY ENGINEER ORD-0052-2017 Spectrum/Three Creeks Senior Living Facility ST-1025 and SA-1026 Waterline and Sanitary Sewer Easements - Accept Deeds Priestas said request to accept easement deeds; ready for acceptance; requires an ordinance. RECOMMENDATION: Consent Agenda. ORD-0053-2017 Spectrum/Three Creeks Senior Living Facility ST -1025 and SA-1026 Waterline and Sanitary Sewer Infrastructure - Accept Infrastructure Priestas said this request is for accepting infrastructure; requesting an ordinance. RECOMMENDATION: Consent Agenda. ORD-0058-2017 Price Rd Phase II Sanitary Sewer SA-1032- Easement Acquisition Priestas said this is for sanitary sewer extension; project will require easements from seven property owners; necessity and intent was approved in 2016; Angelou asked if they will have to tie in; Priestas said they will be required to tie in per ORC; said capacity fees are around $8,500; they will be responsible for private construction; Schnetzer said there was a property or two that requested to be assessed over a period of time; Priestas said those are not for these properties; may be an option we consider offering to these property owners as well. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE ORD-0054-2017 Road Salt (2017-2018 Winter Season) - Award Contract Franey said each year we bid our road salt; requesting legislation to award to the chosen company; price per ton has reduced; price was high in 2015; Leeseberg asked if we requested the same amount; Franey said you are required to purchase at least 90% of what was requested; are storing that now; do not have to purchase amount requested with this new company; asked for the same amount but is not required to purchase. RECOMMENDATION: Consent Agenda. ORD-0055-2017 Snow and Ice Removal Services (2017-2018 Winter Season) Franey said we perform some snow and ice services for the City of Columbus; that amounts to just under 10 lane miles; they pay us $760/lane mile; was 2014 when we reevaluated the price; they pay that amount no matter what kind of winter we have; it is a good deal; Hines Road would be a good example. RECOMMENDATION: Consent Agenda. ORD-0056-2017 Solid Waste Authority of Central Ohio (SWACO) Solid Waste Management Plan (SWMP) Update Franey said every 5 years SWACO updates their waste management plan; that update is before us; in a 9 day public window; they asked communities to look at the update; hope communities will support via legislation; provided a summary document and the full version; if you would like a SWACO representative to answer questions, can have that; said basically they are trying to kick up education programs; trying to educate the public on recycling. RECOMMENDATION: Consent Agenda. ORD-0057-2017 Building and Zoning Fee Schedule Franey said we put this through for Building to make changes August 1; we had a flaw in an excel formula; the new construction and additions are based on square footage; the formula error when carried out to larger buildings, was going to cause a problem; no one has been charged the wrong amount; want to correct this error as soon as possible; asking for waiver and emergency, if possible to get it through before a request comes through. RECOMMENDATION: Consent Agenda, emergency and waiver. City of Gahanna Page 2 Committee of the Whole Meeting Minutes August 14, 2017 - Hamilton House Update Franey said wanted to provide an update on the Hamilton House; has asbestos in the home; fire department would like to use the building for training and possibly burning; Leeseberg clarified that it was budgeted for; Angelou said people who left that did not leave it in good condition; Franey said it got a lot of use and served a lot of purposes for Gahanna; McGregor asked who used it last; Franey said schools stopped by the end of 2013 and believe they were the last. Leeseberg asked when the lease is up for Lustron House; Franey said believe September and will likely renew for another year; said he does a good job and takes care of grass at Lustron and Hamilton House and keeps sidewalks clear. ITEMS FROM THE CLERK OF COUNCIL MR-0024-2017 Local Cantina Liquor Permit Banning said the Police Department had no objection; TREX application was approved in July. RECOMMENDATION: Consent Agenda. MR-0011-2017 MOTION RESOLUTION THAT THIS COUNCIL REQUEST A HEARING TO OBJECT TO THE NEW D5 LIQUOR PERMIT FOR BWR GAHANNA LLC, NWC OF BEECHER RD AND HAMILTON ROAD, GAHANNA, OH 43230. Banning said the next item is a passed motion resolution; this is the hearing that was requested for Beecher and Hamilton; Mr. Larick asked that it be put back on the agenda; would you like to continue with hearing; they said it can take up to two months to get a hearing date; ask is to withdraw or wait for hearing; Leeseberg said objection was based on BZBA and clerical filing; Banning said one was procedural and that was rectified; and the appeal that was not granted; McGregor asked if they can apply for a liquor license before, said that was done after; they were not in good standing when they applied; Ewald said they reviewed the argument and things were settled; that was the response we received; Larick asked about the request for a hearing; Ewald said it was broad enough; believe we have a hard time making a case; would have a hard time presenting evidence; Larick said there has to be grounds, what would those be; Ewald said whether it is compatible with the neighborhood and its location; probably our strongest argument but does not believe that will prevail; is a one way entrance into a housing development; residents will be impacted but not sure if that will be persuasive; next City of Gahanna Page 3 Committee of the Whole Meeting Minutes August 14, 2017 step is to withdraw request for a hearing if that is the choice; Schnetzer said stands with what was passed; this has never been done in his memory; request Mr. Ewald's opinion but do not want to make their mind up for them; would like to proceed with the hearing; Angelou concurred; Renner said believes this is a unique enough situation, agrees with Mr. Schnetzer; Ewald said will put together a response for the objection; will see that before it goes to the liquor permit; Angelou said objected to the liquor permit because of the procedural issue; Metzbower asked the current status of this project; Jones said cannot speak to final development plan; was not involved in Planning Commission side; believes it was two buildings; they had a far more intense office use initially.
