UPDATE FROM THE DIRECTOR OF PUBLIC SAFETY 2017-0247 Safety Director Report for Nov 2017 Mark Thomas summarized the attached report; 923 traffic stops; 16 accidents on 270; have seen a reduction of accidents on 270 year to date; 5 mutual aid calls last month; 304 total mutual aid calls year to date; starting 2nd Citizens Police Academy in January; Larick asked the number of total calls Jefferson Township had; Thomas will follow-up; receive positive comments of seeing officers in the neighborhoods; Larick asked averages on opiates; Thomas said will be happy to get that information; McGregor asked if the Mayor's Court can do cases for the year; Teal said will follow-up on that; Thomas said have seen a reduction in cases in Mayor's Court. ITEMS FROM THE CLERK OF COUNCIL ORD-0103-2017 TO ACCEPT THE ANNEXATION OF 1.4+/- ACRES FROM JEFFERSON TOWNSHIP TO THE CITY OF GAHANNA, OHIO, LOCATED AT 4297 E JOHNSTOWN ROAD; PARCEL ID NO. 170-001499; FILED BY JACKSON B. REYNOLDS, III; J ERNEST City of Gahanna Page 1 Committee of the Whole Meeting Minutes November 27, 2017 WELLS, D.C., PROPERTY OWNER. Banning said we are here to accept the annexation; Mr. Reynolds is here to answer questions; Reynolds said this is on the west side of Johnstown Road; is 100% bounded by the City of Gahanna; was approved by the County Commissioners August 8th; will rezone LCC for a 6-7,000 square foot office building; a dentist will occupy 2/3rds of the building; will file the rezoning application this week; have been in front of the Area Commission; have their support to move forward; Larick requested regular agenda. RECOMMENDATION: Regular Agenda. MR-0034-2017 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION TO THE RENEWAL OF ANY LIQUOR PERMITS IN JANUARY 2018 FOR THOSE BUSINESSES CURRENTLY HOLDING LIQUOR PERMITS AND LOCATED WITHIN THE CITY LIMITS OF GAHANNA. Banning said the PD has no objection to the renewal of all liquor permits. RECOMMENDATION: Consent Agenda. MR-0035-2017 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION TO THE TRANSFER OF A C1, C2, D6 LIQUOR PERMIT FROM JB & B LLC TO ALPINE DRIVE THRU CORP, DBA ALPINE DRIVE THRU, 210 GRANVILLE STREET, GAHANNA, OH 43230. PD has no objections. RECOMMENDATION: Consent Agenda. - Update on Council Chambers AV Upgrade Banning said 20% will be paid for out of Court Fund; $30K is in Capital Needs; Craig Main, our IT Director is here to talk about the project; Main said focus is on audio side; not making changes to video or the monitors; all issues spear around the audio in meetings; have had several issues with recording devices; will be replacing that device; and upgrading how the controls are set; everything will be digital; will be an iPad type device to control volume; will focus on setting that room up to be multi-use; for large group meetings for the City, trainings, etc.; Banning said looking at the 3rd week in January to upgrade; should not be a delay in scheduling; Larick asked if there is a simple solution to eliminate the monitors from the dais; possibly display from iPads; something easier to see us; Main said we are also moving the nametags down; Main said will look and see what is out there; Metzbower asked how old the system is; Angelou said around 1994; Main said wiring for microphones was not upgraded when they were; changing the design of the microphones; will replace so sound is uni-directional; those microphones have a greater chance of feedback City of Gahanna Page 2 Committee of the Whole Meeting Minutes November 27, 2017 but should be able to control that. PENDING LEGISLATION FROM THE CITY ATTORNEY ORD-0098-2017 TO AUTHORIZE THE MAYOR TO ENTER INTO LEASE AGREEMENT FOR PERSONAL WIRELESS COMMUNICATION FACILITY LOCATED AT THE GAHANNA MUNICIPAL GOLF COURSE. Ewald asked if there were questions; Larick said questions the control of the end product; Ewald said will be an administrator review; can ask the Mayor to withhold the signing of the lease until application is filed; Larick said wants the ability to control the product and have something that makes sense; Angelou asked how many co-locators in the facility; Ewald said up to 4 total; McGregor said picture is not to scale; will be really tall; people do not expect to see a silo that is 120' tall; Ewald said hopefully that is addressed in the application phase; McGregor said likes the idea but will be narrow and tall; appreciates them trying to make it not look like a cell tower; Mayor Kneeland said they said they want this to be a show-piece and look well; they gave us a commitment that it will look good; this will eliminate them trying to put a tower on the church site, which is in the neighborhoods. Ewald added that we can see court cases for our court and not downtown; looking at a 15-16% reduction from 2015 to 2016. RECOMMENDATION: Second Reading - Regular Agenda. ITEM FROM THE DIRECTOR OF PLANNING & DEVELOPMENT MR-0036-2017 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION TO THE TREX D1 LIQUOR PERMIT FOR CHARLES PENZONE, INC., 1356 CHERRY WAY DRIVE, GAHANNA, OHIO 43230. Jones said we are overpopulated with liquor permits; this is a TREX application; Mr. Meyer with Charles Penzone is here to answer questions; Meyer explained the process for TREX applications; this is an Anderson's permit; Mr. Penzone has no intention of turning this into a restaurant or bar; is a matter of convenience; will also provide light sandwiches as a food option as required. RECOMMENDATION: Consent Agenda. ITEM FROM THE DIRECTOR OF FINANCE MR-0037-2017 MOTION RESOLUTION TO TRANSFER APPROPRIATIONS FOR YEAR-END PROJECTION OF SALARIES AND BENEFITS. ORD-0104-2017 SUPPLEMENTAL APPROPRIATIONS - PROJECTED LODGING TAX DISTRIBUTIONS FOR THE CONVENTION & VISITORS BUREAU (CVB) AND THE COMMUNITY IMPROVEMENT CORPORATION (CIC). Bury said the lodging tax came in higher; need to pay out CIC and CVB; can let you know the percentage increased. RECOMMENDATION: Consent Agenda. ITEM FROM CITY COUNCIL RES-0012-2017 RESOLUTION TO URGE THE INVESTOR-OPERATOR AND CHAIRMAN OF COLUMBUS CREW SOCCER CLUB TO KEEP THE FRANCHISE IN COLUMBUS AND FOREGO ANY EXPLORATION OF RELOCATION TO ANOTHER CITY. Larick said there was a request for a Resolution in regard to the Columbus Crew Soccer Club; Renner said definitely in favor; is a Crew season ticket holder; noticed we do not have Saad Abdul-Salaam's name in the Resolution; he is an MLS player from Gahanna; strongly in favor of this; entertains adding his name to the Resolution; see what comes of this; Angelou said in favor of moving forward; hopefully it will have an impact; Leeseberg said we also have a coach from the Crew in Gahanna.
