CALL TO ORDER
Chair Leeseberg called the meeting to order at 7:00 p.m.

UPDATES FROM THE FIRE DEPARTMENTS
- Mifflin, Chief Kauser
Fire Chief Fred Kauser sent attached report; McGregor asked about the
training facility next to fire house; Kauser said needed more parking;
footprint would not work; looking to move to a new building to have
enough room for now and the future; McGregor asked what community
training will be done; Kauser said CPR, First Aid; Larick asked about
equipment parked next to fire house on Rocky Fork; Kauser said that is a
fire prevention trailer; Larick said gets comments about it being parked;
Kauser said will move it.
UPDATE FROM THE DIRECTOR OF PUBLIC SAFETY
2018-0041 Committee Reports 2.26.2018
Mark Thomas provided attached report and summarized for the group;
Angelou asked if we are doing anything to get out in the community
regarding the heroin issue; Thomas said continuing to educate; working
with Fire Department; Chief Spence said do a follow-up with each family
after those incidents; not taking enforcement action; said have done
some smaller groups; doing another coffee session in March; done some

work in the schools; Thomas said to touch base on situation with
Westerville; said Chief, himself and Mayor reached out; our officers
worked 260 hours in Westerville; had 2 of our officers in a car at a time;
were appreciative; HB293 - temporary driving privileges; proposed
changes coming; cannot drive from 9p-6a; Maria's Message Foundation
- goes into high schools to talk about distracted driving; provides driving
stimulators; they cost $15K, might be able to get an insurance co. to
cover some costs; have one being donated to us; no money out of our
pocket; they pay for maintenance, software updates, etc.; have possible
ideas for training to come; Larick said New Albany has one as well.
UPDATE FROM THE DIRECTOR OF PARKS & RECREATION
2018-0041 Committee Reports 2.26.2018
Barr said provided written report regarding pergolas; had open house
enrollment for summer camps this past Saturday; our Recreation
Supervisor over camps, Sara Crombie, had her last day this past
weekend; took a position with Nationwide Children's Hospital to work in
Social Work; looking to fill that right away.
ADDED - ITEM FROM THE DIRECTOR OF PARKS & RECREATION
ORD-0022-2018 Pool Liner Agreement
Barr said received two bids on pool liner project; lowest bid was
RenoSystem; $107K; will be bringing that forward next week; can get
before 2018 pool season and save $11K; is construction and will not
need a 30 day wait period; no emergency or waiver needed; will have
second reading March 19.
RECOMMENDATION: Consent Agenda.
ITEM FROM THE DIRECTOR OF FINANCE
ORD-0019-2018 SaaS Agreement with Tyler Technologies
Bury said our current accounting system is outdated; there is a lack of
customer support; went through extensive project to select a new system;
requesting waiver and emergency.
RECOMMENDATION: Consent Agenda, Waiver & Emergency.

MR-0012-2018 Claycraft Road Fiber Network Expansion - Permission to Bid
Priestas said continue to evaluate fiber optic network.
RECOMMENDATION: Consent Agenda.
ORD-0021-2018 Request to Establish a Name for a New Road
Priestas said requesting to name Parc Drive; McGregor asked if there
was a reason for the name; Priestas said association with Parc
Crossing; Renner said lost a large tree to that; could name it after the
tree.
RECOMMENDATION: Consent Agenda.
ITEM FROM THE DIRECTOR OF PUBLIC SERVICE
MR-0013-2018 Permission to Bid Road Salt
Franey said requesting permission to bid road salt.
Franey said update item: found out today that demolition on Hamilton
House will begin tomorrow; should not damage any trees; neighbors are
aware.
RECOMMENDATION: Consent Agenda.
ITEMS FROM THE CLERK OF COUNCIL
ORD-0020-2018 Final Plat Application for the Crescent at Central Park Section 1;
consisting of 21.156+/- acres located North of Tech Center Drive; Parcel
ID No. 025-003905; current zoning Select Commercial Planned District
(SCPD); Larry Canini, applicant.
Jones said this is for 20 acres of property north of Tech Center; purpose
is to identify location of roadway; will layout reserve area along creek to
ensure it is reserved throughout development; will accommodate lot splits
on site; Planning Commission approved Final Plat; Preliminary Plat was
approved in Oct. 2017; Schnetzer asked the status of the road; was
roughly half a million appropriated; not enough to fund the road; Jones
said we anticipated the need; not appropriated; was a future request; is
in our TIF account right now; Bury said appropriated a portion of our TIF
funds; Jones said developers have standards they had to meet for road
funding; took the feedback to the developer; they are still reviewing those
terms and conditions; proceeding with their own resources right now to
construct the road; Angelou confirmed it is built to public standards;

Schnetzer said concern during CNA, public monies would be built to
increase value of parcel; benefits development, not the City; community
to receive highest and best offer; Jones said they are going forward on
their own; we minimized uses if we contributed; they are aware of our
standards; Schnetzer confirmed no public money would be spent on this
road unless an agreement was brought forward; Jones confirmed.
RECOMMENDATION: Consent Agenda.
ORD-0018-2018 ORDINANCE ADOPTING A MORATORIUM ON APPLICATIONS FOR,
AND THE GRANTING OF BUILDING PERMITS, CERTIFICATES OF
OCCUPANCY FOR ANY BUILDING, STRUCTURE, USE OR CHANGE
OF USE THAT WOULD ENABLE THE CULTIVATION, PROCESSING,
DISTRIBUTION OR SALE OF MEDICAL MARIJUANA FOR A PERIOD
NOT TO EXCEED SIX MONTHS.
Banning said requested by President Larick for moratorium for
applications for 6 months; Leeseberg asked end game; Ewald said
Council asked for review period; options are to say no and ban or
evaluate; Angelou asked who will be doing the evaluating; said 6 months
is not a long time; Ewald said will work with Clerk's office to gather the
data; Larick asked how current ORC translates to the City and our zoning
districts; if something were to come forward; requested we have this
back in 2 committees; Larick said move forward with moratorium, would
like to see improved version of map that is more clear.
RECOMMENDATION: Consent Agenda.
RES-0004-2018 RESOLUTION OF OBJECTION BY THE LEGISLATIVE BODY OF THE
CITY OF GAHANNA TO THE PROPOSED DEVELOPMENT OF
WENDLER COMMONS, A 62-UNIT WORKFORCE HOUSING
DEVELOPMENT ON VACANT LAND ALONG STYGLER ROAD IN
COLUMBUS, OHIO.
Banning said received notice from Ohio Housing Finance Agency
(OHFA); asked Council to weigh in on a project; Council has ability to
comment on project because of its proximity to Gahanna; drafted a
Resolution of Objection to proposed development; Leeseberg asked if
schools knew about this; they were not notified formally; not sure if it is
required; shared letter with the School Board President; they do not
formally meet until March 15th; Angelou said type of housing is that it has
housing credits; impacts to our jurisdiction, not theirs; would appear we
need to be very strict on this; Larick said Resolution has some weight to
it; Schnetzer asked proximity of this to Columbus and our Police
Department, if a call for service came in from there, can you speculate if

GPD will respond to that; Spence said we respond more and more as of
late; Schnetzer said will be Gahanna Schools; will use Gahanna parks;
our multi-family developments in Gahanna have park impact fee; clearly
they will use Gahanna's facilities based on proximity; not sure how we
can work this into our language; Angelou said our schools need to be
adjusting it; this is a tremendous impact to them; Renner said open to
schools adding to our Resolution; asked everyone to support this
objection Resolution; Larick said is a 45 day window according to the
letter; developer would like us to respond to funding agency; Leeseberg
asked if Mifflin is aware; Angelou said does not believe; Leeseberg said
will be additional calls for Fire Department; Angelou said should be
asking for our park impact fee; Larick asked if this is enough; or what can
we do to give this enough strength; Schnetzer said sees possible benefit
to providing analysis for them; Larick said need to provide reasons for
not wanting this; Mayor Kneeland said can work with staff tomorrow on
this; Schnetzer said there is the apartment complex north of Morse near
CVS; sees kids walking back and forth to use the park off Cherry Bottom;
Larick requested a letter with signature lines for each Council member in
addition to the Resolution.
RECOMMENDATION: Hold in Committee.
