Renner Michael Schnetzer Kimberly Banning, Clerk of Council Monday, April 9, 2018 7:00 PM Council Committee Room CALL TO ORDER Chair Leeseberg called the meeting to order at 7:00 p.m. Present 7 - Brian Metzbower, Nancy R. McGregor, Karen J. Angelou, Stephen A. Renner, Jamie Leeseberg, Michael Schnetzer, and Brian D. Larick ADDED UDPATE FROM THE PARKS & RECREATION DEPARTMENT - Woodside Green Natural Playground Project Update (documents attached with Committee Reports) Zach Guthrie provided brief update of project at Woodside Green Park; last August Girl Scout group approached the Department wanting to develop a .5 acre land into a natural play space; they helped with Earth Day Clean-up; going for a Bronze Level with their Troop; giving something to the community; have to complete by Fall 2018; been doing a lot of work; wanted it to be interactive for them; allow them to have service hours and give input with their ideas; started fundraising and getting grounds ready; Parks & Recreation Foundation made a donation; gearing up for Earth Day; main feature will be a 5-6' tall hill with tunnels and a climbing wall; will also be an obstacle course; should be completed mid to late May; site is coming along well. 2018-0068 Committee Reports 4.9.2018 PENDING LEGISLATION - Director of Parks & Recreation ORD-0028-2018 TO AUTHORIZE THE MAYOR TO SIGN AN ADDENDUM CONTRACT City of Gahanna Page 1 Committee of the Whole Meeting Minutes April 9, 2018 WITH THE GAHANNA CONVENTION AND VISITORS BUREAU (CVB) FOR THE OHIO HERB EDUCATION CENTER MANAGEMENT SERVICES. Barr said coming to second reading for CVB contract; not sure if there are additional questions; will proceed forward. RECOMMENDATION: Regular Agenda. ITEMS FROM THE DIRECTOR OF ENGINEERING ORD-0029-2018 Big Walnut Trail Section 4 ST-1040 & McKenna Creek Restoration ST-1058 - Award Contract Priestas said award contract request for Big Walnut Trail Section 4; also requesting a Motion Resolution to transfer funds to match dollars for grant; Schnetzer clarified the location; Priestas explained; Angelou asked about flooding; Priestas said it is elevated above; Schnetzer said there was lighting near bridge in concepts; confirmed that is not included right now; Priestas said correct; are adding conduit if lighting needs to be added later; could be $100-200K; Angelou suggested solar lighting; Priestas said something they can investigate; McGregor asked if dam will be removed; Priestas said yes it will. RECOMMENDATION: Consent Agenda. MR-0019-2018 ADDED: Transfer Funds for McKenna Creek Restoration See ORD-0029-2018. RECOMMENDATION: Consent Agenda. SR-0001-2018 Price Road Sanitary Sewer Phase II Sanitary Sewer Assessment - Resolution of Necessity Priestas said request to establish assessment for sanitary sewer in the Price Road area; first piece is this legislation. RECOMMENDATION: Consent Agenda. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE MR-0016-2018 Permission to Bid Solid Waste Collection Franey said since 2005, Gahanna has been in a refuse consortium with 10 other communities; in 2017 we rebid our collection; had numerous options; our bids had too many options; we were too large of a consortium with non-uniform services; days of the week were creating City of Gahanna Page 2 Committee of the Whole Meeting Minutes April 9, 2018 issues for these haulers; SWACO’s take away was to relook at consortium and possibly shuffle it differently; SWACO is proposing that Gahanna and Reynoldsburg team up to make about 20,000 households; goal is to increase recycling and reduce waste going to landfill; goal to get communities into automation for pick-up; for 2019, SWACO wants to send out another bid but it will be broken down differently; we have 1 year left on current contract; asking permission to bid collection contract; both options our collection days will stay the same; first option - 64 gallon recycle cart provided; residents provide own solid waste collection; bulk pick up would be streamlined in some way; second option is a provided 64 gallon recycle and give prices for 35, 64, and 96 gallon solid waste containers; we can choose which one we want for our community; bulk would be streamlined in some way; they are wanting to add a new feature where they will price multi-family recycling pick-up; second piece is to bid recycling processing; always bid both at the same time; we have one year left with our current recycling contract; that is at a 0 tipping fee; no cost to take recycling there; Angelou asked if Franey expects a tipping fee; Franey said yes. RECOMMENDATION: Consent Agenda. MR-0017-2018 Permission to Bid Recycling Processing See MR-0016-2018. RECOMMENDATION: Consent Agenda. ITEM FROM THE CLERK OF COUNCIL MR-0015-2018 Seven Guys Limited Liquor Permit Holbrook said no changes, only interested parties on membership LLC; Police had no objections. RECOMMENDATION: Consent Agenda. ITEM FROM THE MAYOR MR-0018-2018 TO CONFIRM THE MAYOR'S APPOINTMENT OF TOM WESTER TO THE CENTRAL OHIO TRANSIT AUTHORITY (COTA) BOARD OF TRUSTEES FOR A THREE YEAR TERM EXPIRING APRIL 2021. Mayor Kneeland said Tom Wester is actively working with us to get more information on COTA; has background in this; said Mayor makes appointment with Council's confirmation; Larick confirmed this did not have to be a Council representative; Mayor said no.
