Larick ADDED - PENDING LEGISLATION, DIRECTOR OF PLANNING & DEVELOPMENT SR-0002-2018 A STATUTORY RESOLUTION MAKING FINDINGS AND DETERMINATIONS AS PERMITTED IN SECTIONS 3735.65 TO 3735.70 OF THE OHIO REVISED CODE TO MODIFY THE BOUNDARIES OF COMMUNITY INVESTMENT AREA #3. Jones said follow-item from last committee; state created program in Ohio; no correlation between lending and applying tax abatement; that is his understanding; reached out to bankers; McGregor said looked through report for survey of properties; doesn't seem right to call them distressed buildings; just older homes; does not seem accurate; some have been remodeled; 2 of them will be torn down; Kneeland said provides us opportunity to be competitive in marketplace; Jones explained definition; state needs to show housing products in district; no additional data other than building permits; McGregor said property values have increased; Jones said not a distressed area; Angelou asked if words cause property values to go down; will this impact homes; Jones said report accurately reflects what state requires; Angelou asked what other homes in the area benefit from being in the CRA; is there a detriment; Jones said presumes no complaints; some uses in southern district that have 2 companies looking to expand; requires housing survey; would not include if did not have to. ORD-0044-2018, PENDING LEGISLATION, Public Hearing dates: 5/21 & 6/4; Requesting postponement to 7/16/2018 to meet amendment requirements ORD-0044-2018 TO AMEND SECTION 161.081 (CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY) OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. Ewald said this is not an adjustment, it expands for those that pay to county; section requires a certain number of public hearings; now including the word county; ran by LLC at state level and outside counsel; they gave us correct wording; only impacts handful of individuals; Bury said have had this request in the past; Ewald said must have 60 days after last hearing to make adjustment. RECOMMENDATION: Public Hearing dates: 5/21 & 6/4; Requesting postponement to 7/16/2018 to meet amendment requirements. ITEM FROM THE CITY ATTORNEY ORD-0047-2018 TO AMEND THE CITY INCOME TAX CODE TO ADOPT SECTIONS 718.80 THROUGH 718.95 OF THE OHIO REVISED CODE BY ENACTING SECTIONS 161.50 THROUGH 161.65 OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, AND TO DECLARE AN EMERGENCY. Ewald said required to meet adjustment for state law for HB49. RECOMMENDATION: Regular Agenda, with emergency. ITEM FROM THE DIRECTOR OF PARKS & RECREATION ORD-0046-2018 SUPPLEMENTAL APPROPRIATIONS - WARD 1 PARK GRANTS Barr said requesting supplementals for grants that are coming in. Angelou added that Herbs in the Alley was a lovely event. RECOMMENDATION: Consent Agenda. ITEMS FROM THE DIRECTOR OF INFORMATION TECHNOLOGY ORD-0045-2018 SUPPLEMENTAL APPROPRIATION - MODERN OFFICE METHODS Main said for buyout of previous copier lease; getting money and putting it back in the proper accounts. RECOMMENDATION: Consent Agenda. City of Gahanna Page 2 Committee of the Whole Meeting Minutes May 14, 2018 MR-0021-2018 TO AUTHORIZE A THEN AND NOW PURCHASE IN THE AMOUNT OF THREE THOUSAND SIX HUNDRED AND ELEVEN DOLLARS ($3,611) FOR THE PURCHASE OF COPIERS FROM MODERN LEASING. THE DIRECTOR OF FINANCE HAS CERTIFIED THAT FUNDS WERE AVAILABLE THEN AT THE TIME INVOICED AND NOW AT THE TIME OF PAYMENT, APPROPRIATED, COLLECTED OR IN THE PROCESS OF COLLECTION AND FREE FROM ANY PREVIOUS ENCUMBRANCE. IT IS HEREBY CONFIRMED THAT COUNCIL APPROVE THE PAYMENT OF THE ABOVE THEN AND NOW PURCHASE UNDER ORC 5705.41(D)(1). Main said this is a then and now; funds not encumbered prior to purchase; is a payment for first partial month of lease agreement. RECOMMENDATION: Consent Agenda. ITEMS FROM THE CLERK OF COUNCIL MR-0022-2018 THIS COUNCIL HAS NO OBJECTION TO THE NEW D3 AND TREX D1, D2, AND D6 LIQUOR PERMIT FOR CHARLES PENZONE, INC. 1356 CHERRY WAY DRIVE, GAHANNA, OHIO 43230. Holbrook said Police Department had no objections; a new/TREX liquor permit. RECOMMENDATION: Consent Agenda. RES-0007-2018 TO ADOPT A STATEMENT INDICATING THE SERVICES THE CITY OF GAHANNA, OHIO WILL PROVIDE AND ARE AVAILABLE UPON ANNEXATION TO THE 2.138+/- ACRE PROPERTY IN JEFFERSON TOWNSHIP, LOCATED AT 6595 CLARK STATE ROAD IN FRANKLIN COUNTY, PID# 170-001500, PROPOSED TO BE ANNEXED TO THE CITY OF GAHANNA; BRANDON WOGAN, PROPERTY OWNER. Holbrook said services resolution; awaiting responses from Fire and Police. RECOMMENDATION: Consent Agenda.
