A. CALL TO ORDER
The Committee of the Whole was called to order at 7:00p.m. by Chair, Vice
President of Council Stephen Renner.
B. ITEM FROM THE CLERK OF COUNCIL
2019-0140 LIQUOR PERMIT REQUEST: #0004556 1006 & 1008 N. Hamilton
Road, AK Nails & Skin, LLC. dba. LA Nails, D2, D3, New Permit.
The Clerk of Council presented the Liquor Permit request. No action
was taken.
C. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE AND ENGINEERING
2020 Sidewalk Maintenance Program Update
Mr. Moorehead gave an update on the sidewalk program and how the
program may be structured. He said they set the bar at ADA compliance
which is 1 quarter inch vertical separation, 5% running slope, and a 2%
cross slope. Anything in excess of that we're going to flag on this
inspection, but then measure how far above that threshold it is so that
when there is data, there can be a range presented to project some
numbers. The 2020 budget contains funds requested for these
inspections.
Mrs. Angelou asked how many areas do not have sidewalks.
Mr. Moorehead said he did not know but they were mostly in old
neighborhoods but as streets are repaired consideration can be made to
add them.

Mr. Larick asked if we can get an understanding of the miles where no
sidewalks exist so we can see what we need to appropriate.
Mayor Kneeland said that a lot of the areas that don't have sidewalks are
where these Detroit streets are going to be rebuilt and as we do them,
we typically put sidewalks in. When we inventory, we're going to know
where we have sidewalks and where we don't.
Mr. Moorehead said that the inventory will be rooted in our GIS system
and we're going to create new layers in GIS that will show what we have
now, what's in distress, what we can enhance which will go hand in hand
with connecting sidewalks.
Mr. Leeseberg asked about Morse Road widening and if it's slated for
this construction year yet.
Mr. Moorehead said he knew they were working on notices to the
property owners that work in the right of way was going to commence.
Mr. Crawford said they still have to do utility relocation, which will take a
handful of months.
ORD-0099-2019 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH AMERISCAPE FOR MUNICIPAL LANDSCAPE
MAINTENANCE SERVICES.
Mr. Crawford presented that Ameriscape came in as the lowest and best
bid at an amount of $84,900 per year.
Mr. Leeseberg asked how many bids were received.
Mr. Crawford replied only one.
RECOMMENDATION: Consent Agenda.
D. ITEM FROM THE MAYOR
RES-0015-2019 A RESOLUTION TO AUTHORIZE THE PAYMENT OF UNUSED
VACATION TIME IN EXCESS OF THAT ALLOWED BY
ORD-0092-2018 FOR THE INTERIM DIRECTOR OF PUBLIC SERVICE
AND ENGINEERING
Mayor Kneeland presented on this Resolution. He said that this has
been done in years past and that he proposes we pay Mr. Crawford out
the vacation he is unable to take.

Mrs. Bury said that it is in the Benefits ordinance that Council has to
approve the payout and the request had to be made by November 1st.
We will know the dollar figure at the end of the year.
RECOMMENDATION: Consent Agenda.
E. ITEMS FROM THE DIRECTOR OF FINANCE
ORD-0100-2019 SUPPLEMENTAL APPROPRIATIONS - TIF FUNDS
Mrs. Bury presented her request for appropriation of funds the the various
TIF funds (report attached).
RECOMMENDATION: Consent Agenda.
DISCUSSION
Mrs. Angelou asked the Mayor about renaming the dog park after Col.
Lynn Vermillion.
Mayor Kneeland said that that he was interested in doing so, not
renaming the actual Pizzuro Park, but naming the dog park portion after
Col. Vermillion.
The Mayor was advised that it would take a Resolution to do so.
Mrs. Angelou also added that there will be a speaker at the next Council
meeting to discuss the Census and she wanted the community to be
advised about this speaker because the census means so much to our
community.
Mayor Kneeland said he was working on a complete count committee
and part of their goal is marketing of the census.
