CALL TO ORDER Vice President of Council and Chairman Stephen Renner Called the Committee of the Whole to Order at 7:00 p.m. Presentation 2019-0158 GAAC Peer Community Review- November, 2019 Presentation by Kevin Dengel and Christian Peck is attached. The Gahanna Arts Council is seeking funding from the City of Gahanna and to establish the Gahanna Arts Council as the designated arts council for the City of Gahanna. Mr. Leeseberg asked what the return on investment would look like. Mr. Peck replied that until the investment is at the level that it can be properly evaluated, it cannot be really estimated. The bulk of funding to local arts agencies are only open to the official arts agency of their community. So the return on investment for a $20K mural project for example, can't be figured at this point. Mr. Leeseberg asked if this includes Jefferson and Mifflin Townships and if they have been approached for funding as well. Mr. Peck replied that they are starting with the City, but they will definitely be seeking funding from the other areas as well. Ms. Bowers asked about asset mapping and what benefit that would be if any to the city. City of Gahanna Page 1 Committee of the Whole Meeting Minutes November 12, 2019 Mr. Peck replied that he wished that he knew what art related businesses there are in the City because they don't have the resources to seek them. Creative asset mapping would be able to build a foundation of what do we have so that when we start to plan an innovation, design, arts and culture district etc.. We have a leg up. Mr. Renner asked what, to date, has the GAAC sought for and as far as fundraising what have they received. Mr. Peck said they plan their fiscal year on being able to raise $50,000 in donations. Some of them are in kind and not all cash. Of grant eligible programs, they applied to an ADAMH grant that resulted in the mural in the Creekside area. Through the Ohio Arts Council, they weren't able to apply for anything until they existed for a year. Then they were able to apply for their mini grants that max out at $5,000 that they applied for use in arts in the alley and they won. They are now able to apply for their tier 2 funding and once they win a tier 2 grant, they can apply for a bigger grant that funds up to $200,000. Every grant that they are eligible to apply for and they feel they have the resources to do it well, they have applied they have won. B. ITEM FROM THE CITY ATTORNEY ORD-0110-2019 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AMENDED LEASE AGREEMENT WITH TOWERCO 2013, LLC. Mr. Ewald said this is the Tower Company that moved from New Life to the Golf Course. They're asking to extend the lease into the end of March and begin the performance at that time. In exchange for that they have agreed to lessen the footprint so instead of pulling all of the trees out now, they're going to start with a smaller footprint, plant some greenery and allow time for that to grow so it's not as visible to the neighborhood across the street. Mr. Renner asked where this has been. Mr. Ewald replied that they had to do extensive testing. There was a review internally and they felt that the giant silo was too big and unwieldy. They tried to move it into the other corridor and by the time you get through the process, this is where we're at. Mrs. Angelou asked what the payment was. Mr. Ewald replied $1,600 for the first carrier and a pro rata basis share of each additional carrier that signs on to that tower. That will go into the City of Gahanna Page 2 Committee of the Whole Meeting Minutes November 12, 2019 General Fund. Mrs. Angelou asked how many carriers. Mr. Barr replied 4 including Verizon. Mrs. McGregor asked if it affects the soccer field or the wetland. Mr. Barr replied said it was just north of the soccer field and no it is outside of the conservation easement. Mr. Renner asked about communication to the community. Mr. Ewald said its in the same area but there has been conversation with the opponents of the New Life project and it looks like everything is exactly of expected. Mr. Renner asked about a reminder. Mr. Barr said there isn't any development there, but the proposed grain silo was, this is farther east from that. The tree line will hide the fence and parts of the tower itself. Current location will hide it better. Mr. Ewald said that these changes have been vetted by the public the only difference is the timing. RECOMMENDATION: Consent Agenda. C. ITEM FROM THE DIRECTOR OF PLANNING & DEVELOPMENT ORD-0112-2019 ORDINANCE TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE GAHANNA COMMUNITY IMPROVEMENT CORPORATION (CIC) FOR THE YEAR 2020 FOR THE PURPOSE OF ASSISTING WITH ECONOMIC DEVELOPMENT INITIATIVES FOR THE CITY OF GAHANNA. Mr. Blackford presented his request to Council. No changes from last year. No further questions or comments. RECOMMENDATION: Consent Agenda. ORD-0106-2019 ORDINANCE AUTHORIZING THE HOUSING OFFICER TO ENTER INTO A COMMUNITY REINVESTMENT AREA AGREEMENT (CRA) WITH EASTGATE COMMERCIAL PARK LLC, FOR A TAX ABATEMENT FOR A TEN YEAR PERIOD; FOR ONE HUNDRED PERCENT PROPERTY TAX ABATEMENT ON THE INCREASED City of Gahanna Page 3 Committee of the Whole Meeting Minutes November 12, 2019 VALUE OF THE PROPERTY; FOR PROPERTY LOCATED AT 6579 TAYLOR ROAD; PARCEL ID NO. 027-000008; PART OF COMMUNITY REINVESTMENT AREA #1. Mr. Blackford presented his request to Council. He said he followed up on the School Compensation agreement and the agreement says we don't have to notify the schools. We have notified the schools in this instance. Errors have been fixed. This is historically in line with CRA #1. Mr. Ewald asked if we heard back from Jefferson Water and Sewer District. Mr. Blackford said yes, they requested if there were hazardous materials to be stored on site and there will not be. Mr. Ewald asked if they responded that they were okay with that. Mr. Blackford said he was unsure. He hadn't seen a response. Mr. Schnetzer asked about flow of funds. That the only thing abatable is the land. So the schools will get the land. But pursuant to the School agreement we will share the income tax correct? Mr. Blackford said it is depending on whether it is a parcel subject to agreement with the schools. This parcel is not part of that agreement. Mr. Schnetzer replied that there is no income tax sharing with the school on this project. Mr. Blackford confirmed no, there is not. RECOMMENDATION: Regular Agenda. D. ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE & ENGINEERING ORD-0113-2019 SUPPLEMENTAL APPROPRIATIONS- Damage to City Property RECOMMENDATION: Consent Agenda. ORD-0114-2019 SUPPLEMENTAL APPROPRIATIONS - Water Meter Fees RECOMMENDATION: Consent Agenda. ORD-0115-2019 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH THE DISTRICT ADVISORY COUNCIL OF THE FRANKLIN COUNTY GENERAL HEALTH DISTRICT, AND FRANKLIN COUNTY PUBLIC HEALTH FOR HEALTH SERVICES. ORD-0116-2019 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH THE CITY OF COLUMBUS FOR WATER QUALITY LAB TESTING SERVICES. Mrs. McGregor asked if it was a conflict having Columbus test Columbus water. Mr. Crawford replied no. They supply the water so they have a quick reaction time if there are any issues. RECOMMENDATION: Consent Agenda. ORD-0117-2019 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO PERSONAL SERVICES CONTRACT BETWEEN THE CITY OF GAHANNA AND WILLIAM E. CONROY, II FOR CERTIFIED ELECTRICAL INSPECTION SERVICES. RECOMMENDATION: Consent Agenda. E. ITEM FROM THE DIRECTOR OF PARKS & RECREATION 2019-0156 FOLLOW UP PRESENTATION - THIRD QUARTER UPDATE Mr. Barr presented an update to the aquatic fees to get feedback from Council on the 2020 fees. Council determined that 2020 fees will comprise of the lesser of the fees between the 2018 and 2019 numbers, and the early bird fees will reflect 10% off of the regular season fees. Days and hours of operation will return to 2018 levels. City of Gahanna Page 5
