CALL TO ORDER Vice President of Council Nancy McGregor called the meeting to order at 7:00 p.m. B. DISCUSSIONS ITEMS FROM THE DIRECTOR OF PUBLIC SERVICE & ENGINEERING: MT-0014-2021 A MOTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE & ENGINEERING PERMISSION TO BID STREET SWEEPING SERVICES. Director of Public Service & Engineering Grant Crawford stated that the current contract expires at the end of the year. McGregor asked how many companies are around to provide that service. Crawford said the last time they bid there were only two companies. Recommendation: Consent Agenda on 10/4/21 RES-0035-2021 A RESOLUTION RECOGNIZING OCTOBER 17-23, 2021 AS STORMWATER AWARENESS WEEK IN THE CITY OF GAHANNA. Crawford read from the attached Report to Council. Recommendation: Consent Agenda on 10/4/21 ITEMS FROM THE DIRECTOR OF PLANNING: ORD-0057-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH MEACHAM & APEL ARCHITECTS, INC., FEINKNOPF MACIOCE SCHAPPA ARCHITECTS, INC., TOOLE & City of Gahanna Page 1 Committee of the Whole Meeting Minutes September 27, 2021 ASSOCIATES, EIGHT ONE CONSULTING, AND WILLIAM E. CONROY II, FOR PLAN REVIEW, BACK-UP PERSONNEL, AND INSPECTION SERVICES. City Planner Michael Blackford stated that they are required to have services contracted out when there is an instance of a conflict of interest; there are just a select few contractors doing this type of work for multiple cities throughout the region; this is the first time that the contracts are in the same three-year cycle; there's a minor increase in the rate, but the first in five years; we manage between 100-200 permits a month which generates a lot of inspections; we need external assistance; state requires a 30 day review period for building permits and we are averaging eight days for review; building fees are calculated in part off this amount; no minimum obligation on amount, we just get billed for what we use the contractors for. Larick asked if these are specifically related to inspections. Blackford confirmed; reiterated that they are specific to Building inspections; they have multiple backups. Larick asked if there was any overlap to other efforts going on. Blackford confirmed that there were none. Recommendation: Introduction/First Reading on 10/4/2021; Consent Agenda on 10/18/2021. C.
