Renner Michael Schnetzer Krystal Gonchar, MPA, Clerk of Council Monday, November 8, 2021 7:00 PM Council Chambers A. CALL TO ORDER. Chair and Vice President of Council Nancy McGregor called the meeting to order at 7:02 p.m. B. DISCUSSIONS: 1. ORD-0073-2021 AN ORDINANCE ACCEPTING, APPROVING, AND RATIFYING THE SUBMITTED RECOMMENDATIONS OF THE CITY OF GAHANNA TAX INCENTIVE REVIEW COUNCIL Director of Economic Development Nate Strum provided a summary of the attached report to council; this item is related to the Tax Incentive Review Council recommendations; the reports and minutes from the August meeting are attached; these will be filed with the state auditor and county auditor's office. Bowers asked about abated residential properties and are they evaluated. Strum said yes, those are in pre-1994 areas and not filed with auditor but are inspected; ensure no code violations or issues. Bowers asked about a mechanism for determining economic development for business spending due to residential abatements. Strum said the city does have the Community Reinvestment Area Housing Commission (CRAHC) board which determines spending capacity; they meet annually, usually in December. Angelou asked if TIFs are included; do those go out for residential areas. Strum said yes, there are residential TIFs in the city; the Northern Triangle; Manor area as well. Recommendation: Introduce/First Reading on 11/15/2021; Consent Agenda on 12/6/21. City of Gahanna Page 1 Committee of the Whole Meeting Minutes November 8, 2021 2. DEPARTMENT UPDATE: Department of Public Safety 2021-0238 2021 Gahanna Division of Police Goals & Objectives. Chief of Police Jeff Spence provided an update on the 2021 Goals and Objectives for the Gahanna Division of Police; see attached presentation. Renner thanked Chief Spence for the detailed report; thanked him for the hard work in the community. Leeseberg echoed those sentiments; have taken the citizen police academy and attended community events with the police department. Mayor Jadwin stated that she would like to continue bringing forward updates from departments to keep Council informed and to provide more detailed updates. C. ADJOURNMENT. Prior to adjourning, Leeseberg referenced an email that Council received about a study completed by URS; stated that City Engineer John Moorehead was not in attendance, asked Director Grant Crawford if he could address it; to explain why that study was not valid for addressing the sanitary issues for Pinnacle Pointe. Crawford stated that Moorehead was the person best capable of addressing it. Angelou asked if they could receive that information by the next Committee meeting. Jadwin stated that they had received the email approximately one week ago; confirmed that they would have information available by next Committee meeting. Leeseberg stated that Council also received an email this afternoon, asked Bowers if she would address it. Bowers stated that she's happy to address questions posed by constituents; and would discuss with Council and City Attorney; information has been compiled; there were no mistakes made on the applications; they do not effect ability to perform role here; discussion for that is not on the agenda tonight.
