Renner Michael Schnetzer Jeremy A. VanMeter, Clerk of Council Monday, January 27, 2025 6:00 PM City Hall, Committee Room A. CALL TO ORDER: Vice President of Council Trenton I. Weaver, Chair, called the meeting to order at 6:00 p.m. The agenda was published on January 24, 2025. All members of Council were in attendance, as well as Mayor Laurie A. Jadwin, Senior Director Kevin Schultz, Senior Deputy Director Corey Wybensinger, Chief Jeff Spence, and Marketing & Communications Manager Tia Ramey. B. DISCUSSIONS: Council Policy Workshop President Bowers thanked all in attendance for their presence. She stated that the goals of the workshop are to identify opportunities for improved collaboration and to identify Council’s priorities in order to communicate them with the administration. President Bowers introduced workshop facilitator Toni Bell of Phoenix Consulting. Ms. Bell provided an overview of the workshop. Council members broke into two groups for a simulation case in which they create a shared vision for an imaginary community based on a map and information provided by Ms. Bell. They then reconvened to discuss each group’s visions. Councilmember Schnetzer left the meeting at 7:04 p.m. for another commitment. Ms. Bell then shifted focus to Gahanna. Together, Council members identified some key issues in Gahanna, including balancing affordable housing with development, backyard chickens, golfcarts/low speed vehicles, financial sustainability, tax incentive amendment, procurement policy threshold, elected official salaries, and taxation and regulation of short-term rentals. City of Gahanna Page 1 Committee of the Whole Meeting Minutes January 27, 2025 Council then conducted a SWOT (strengths, weaknesses, opportunities, threats) analysis on a hypothetical scenario. After conducting the SWOT analysis, Council built a shared vision around the hypothetical issue at hand, and discussed how each member would vote and why. C.
