Renner Kimberly Banning, Clerk of Council Monday, September 25, 2017 Council Committee Rooms Immediately following Committee of the Whole CALL TO ORDER Schnetzer called the meeting to order at 9:09 p.m. CONTINUED DISCUSSION ITEM 2017-0139 2018-2022 Capital Needs Assessment Schnetzer said this is continuing discussion; Larick asked on page 21, Park and Trail asphalt resurfacing; looking at street resurfacing; comparing the two; does not feel like it matches up; what does it go toward; Barr said Headley Park, that parking lot is a costly repair; it has reached its life and beyond; next is Academy Park, is slightly smaller but has met its life; Teal said could enhance this in the narrative; also speaking to parking lot; has not had a continuous parking lot maintenance; that is why you see steady funding in the out years; let's build a program around parking lot and trail rating and replacement; Larick asked prior to next year, would like perspective of what the environment looks like, grading, etc.; the golf course drainage, we spend lots of time talking about pools; what is the impact of doing this; Barr said there are quite a few closures of number four; believe there is a water spring there; ongoing issue for a number of years; Larick asked about the security camera request; ongoing concern is that there is no hard separation between the entities; we need that separation; understands we cannot get there now; need a plan; what can be done in regards to separating public from private and the milestones to get there; Franey said there is a gate that separates the private area; residents park in public area; because we do not charge for parking; it's the choice; if we charge for parking it immediately separates the two; Jones said there City of Gahanna Page 1 Finance Committee Meeting Minutes September 25, 2017 are 168 spots in the first level that the developer has rights to during the week during set hours; Larick said hears there are no private spaces outside of the gated area; should verify that; requirements to turn on our gates and control access - private vs. public; currently it is free flow and all spaces are open; Franey said the only way we can keep the private vehicles out of public spaces would be to charge or have enforcement; Larick said there is an open pathway from private side into the public garage; we don't have control over that today; Jones said the developer has that control; Larick said wants to identify steps required to be in a space to have the ability to control access to the parking garage; that is the objective; Mayor Kneeland said will start this conversation tomorrow; always looking for ways to offset costs; will be more to come on this; Franey said if City makes decision to charge in the garage - will make it happen; the big decision is deciding whether or not to charge; Larick said having control gives you data to support whether or not it makes sense; Franey said gates create maintenance; if you are not charging, creating problems to have the gate there; Teal said if we charge for parking - could be arguments made that we are still paying bonds for parking garage; Larick said if it makes sense to charge, we should but not on a mission to do so; also need to get an understanding on traffic.
