McGregor Michael Schnetzer Krystal Gonchar, Deputy Clerk of Council Monday, March 25, 2019 Council Committee Room *Immediately following the Committee of the Whole CALL TO ORDER Leeseberg called the meeting to order at 7:44 p.m. Members present: Angelou, Larick, Leeseberg, McGregor, Metzbower, and Renner. ITEMS FOR DISCUSSION: - Credit for taxes paid to other municipalities Leeseberg stated that the only item on the agenda is the “Credit for taxes paid to other municipalities.” Ewald stated he has submitted the base language for review; the adjustments are to the Exhibit which is the code itself: 161.081 Credit For A Tax Paid to Another Municipality; as requested we have tiered the time frame so that July 1, 2019, the rate would drop to a 50% credit and as of January 2020, it would decrease further to a 0% credit; it is easy enough to adjust those numbers should Council change their mind; the second part of it is whether or not we could tie the tax rate to a particular percentage of tax credit; having outside counsel review the wording; stated he doesn't want to create a mistake that 30 years down the road Council, the Mayor and City Attorney are dealing with; the language of the ordinance will either be effective or ineffective depending on the vote - date certain; we will need to communicate the information regarding what did or didn't happen with the election. Renner wanted to know if Council is still on an April 1st timeline to pass the ordinance. Larick said it is up to Council and no action can be taken until tomorrow; it needs completed as soon as possible. Renner agreed and wants public notification of the effect on City of Gahanna Page 1 Finance Committee Meeting Minutes March 25, 2019 residents; we need to let them know what will happen prior to the election.
