CALL TO ORDER Chairman Leeseberg called the Finance Committee meeting to order at 8:39 p.m. ORD-0101-2019 AN ORDINANCE TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2020. Ms. Bury did a presentation on Governmental Accounting and Budgeting. The presentation is attached. Mr. Schnetzer asked about adding funding into the 2020 budget for refreshing the Strategic Plan for 2020. Ms. Bury said there are not funds set aside in 2020. The current plan expires in 2021 and there are key players currently missing (Service Director, Development Director) and a new Mayor is coming. Those need to be filled and up to date before we can begin to start goal setting. There are specific timelines in a strategic plan which will be hard to obtain without those key positions. If there is a desire to start the process before 2021, that wouldn't be a problem, but those positions need to be filled, they need to be acclimated and ready to look at what those goals are and set realistic timelines. Mr. Schnetzer asked Council if it was their desire to have the spending authorized for a plan to occur sometime in 2020 rather than coming back for a supplemental. Mr. Leeseberg said we haven't had an update on the goals and where we are with that, now would be a good time. City of Gahanna Page 1 Finance Committee Meeting Minutes November 12, 2019 Mrs. Angelou said it was called Go Forward Gahanna and obviously we're stuck, we're not moving forward. So, until we can look into that and see what happened and make sure that things that have moved forward are actually in the dashboard. Mrs. Jadwin said it would be helpful for those who are incoming but also for residents to understand where we are right now with what we identified in 2016 and she appreciated Mr. Schnetzer's request for funding and would like to start the process in 2020. Mr. Schnetzer concluded that the ask is to put the funds in the budget for 2020. Ms. Bury asked if we should use the 2 companies used in the past for quote. Mr. Schnetzer said he didn't think he could underscore enough the change that issue 12 brought. What he is trying to find is a concrete document that will reach out to the public that will get the required input, discuss it.. it is a benefit to all to refresh the document because it is outdated as of May of this year.
