CALL TO ORDER Chairman Leeseberg opened the Finance Committee meeting at 7:51 p.m. B. DISCUSSIONS ORD-0101-2019 AN ORDINANCE TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2020. Mr. Ewald said that he wanted to include some changes to the City Attorney's budget to roll some additional funds from a paralegal position over to professional services because Kelly is going to pick up some filing work downtown at muni court. He asked Ray about splitting an admin that helps out with billing that is going to be shared between departments. Ms. Bury said that it was hard to plan a budget when there are folks that haven't had a chance to step into office yet. We have a good sound operationally budget. She prefers to look at what was sent out as the amended budget to date and allow the elected officials to take office- adjustments can be made. She continued, that she would really like to have a full year of collections before we start analyzing what we really want to move. Mr. Leeseberg said one thing he wants to see removed is the Old Gahanna street rebuild on Walnut Street. For several years he's asked that Carpenter Road and Walnut Street be taken out because we know there is going to be development down there and it makes no sense to build something that is going to be torn out. City of Gahanna Page 1 Finance Committee Meeting Minutes December 9, 2019 Mrs. McGregor said it still bothers her that expenditures are still higher than revenue. She said she won't vote for it out of balance. Mr. Schnetzer asked to clarify, that the net operating cost for the senior center was $122,000 and that could be moved over to the Parks & Recreation special revenue fund. Ms. Bury replied correct. Mr. Schnetzer said that was a great idea. Mr. Larick asked about the horticulturist position. It is a first time position but it would make more sense to add it as part of operational and capital investments as we reevaluate the strategic plan. Members discussed contributions to the Arts Council Mr. Larick said this isn't a question of yes or no and there is a lot of energy with the group and it’s a great fit to have with the strategic plan discussions. Mrs. Jadwin said she hasn't even had time to sit with the Director or Finance herself and while it is important, it needs to be part of a strategic discussion. Mrs. McGregor said that there are other important groups in Gahanna that operate without funding and raise their own money. She feels that we can fund projects but not operations but looking at the strategic plan is the best way to look at it. Mr. Larick asked for the final budget to include the adjustments coming from the General Fund to the appropriate dedicated funds, the hold off of the horticulturist and that was all. Mr. Leeseberg said the TIF for Walnut Street, not performing that this year. Ms. Bury confirmed with the Committee: Everybody agrees to take out Walnut and Carpenter rebuilds. Collective Yes.
