Renner Trenton I. Weaver Jeremy A. VanMeter, Clerk of Council Monday, December 12, 2022 City Hall, Council Chambers Immediately following the Committee of the Whole meeting on December 12, 2022 A. CALL TO ORDER: Councilmember Michael Schnetzer, Chair, called the meeting to order at 7:17 p.m. The agenda for the meeting was published on December 9, 2022. Vice President Merisa K. Bowers was absent from the meeting. All other members were present. There were no additions or corrections to the agenda. B. DISCUSSIONS: 1. Requested Amendments to the FY 2023 Appropriations 2022-0343 Proposed Reconciliation from Original to Final Appropriation Request for FY 2023 Chairman Schnetzer noted there were some housekeeping items put forward prior to Council voting on final appropriations next week. Joann Bury, Director of Finance, confirmed that these reconciliations were outlined on the three-page report attached to the budget item. President Renner said he had previously asked Bury about items related to facilities expenses in 2023. Could Bury and the administration comment on where expenses might be coming from in the future and how these would be handled? Bury said the City has already started this process and noted that she previously brought up the initiatives that would occur next year. Part of this was the facilities operations and figuring out if the contracts that are currently in place should be continued or negotiated and figuring out how they fit in with the new procurement policy. The City is in the discovery phase right now - identifying what those contracts are, the costs, and the ability to extend or not. Bury believes that for 2023 utilities and insurance coverage was increased slightly. The City will not know until they go through all the contracts City of Gahanna Page 1 Finance Committee Meeting Minutes December 12, 2022 to determine where they fit in. If there is a need, the administration would come back in 2023 with a supplemental if it is determined that costs are going to be more than initially planned. As far as any capital related dollars, Bury said this would not come until after design and engineering has been completed. This would be tied in with the bond issuance. Chairman Schnetzer confirmed with the Clerk on the amended document that will be on regular agenda with the Appropriations Ordinance next week. Clerk VanMeter noted that someone would need to introduce an amendment to incorporate the changes that the administration put forward in this reconciliation document. Schnetzer said to the extent there have been any changes between when the Ordinance was first introduced and now, he wanted to make sure what Council was voting on accurately reflects that. VanMeter said, therefore, since the Appropriations Ordinance has already gone through a first reading without these changes, someone would need to introduce an amendment to incorporate the changes into the final version. There was additional discussion on a public hearing for Monday. The Clerk noted that the final public hearing on the 2023 appropriations had already occurred. The only scheduled public hearing is for a rezoning matter. C. ADJOURNMENT: With no further business before the Finance Committee, the Chair adjourned the meeting at 7:22 p.m. Jeremy A.
