CALL MEETING TO ORDER Miller, Chair called the February 12, 2020 Parks & Recreation Board meeting to order at 7:02 pm at City Hall. B. ROLL CALL Present: 5 - Eric Miller, Jan Ross, Ken Shepherd, Chrissy Kaminski and Donna Simmons Absent: 1 - Brian Wright Brian Wright was appointed to the Board on 1/2/2020 by City Council. Wright has not been sworn onto the Board and was not in attendance at this meeting. Staff in attendance: Stephania Bernard-Ferrell, Director and Ellen Ore, Administrative Assistant. C. APPROVAL OF MINUTES The minutes from January 8, 2020 need to reflect that Chrissy Kaminski was absent from the meeting. Motion was made by Ross, seconded by Simmons, to approve the minutes from January 8, 2020 with changes. ADDITIONS OR CORRECTIONS TO THE AGENDA City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes February 12, 2020 None E. HEARING OF VISITORS The School Board appointee is Superintendent Barrett, Scott Lofton, GJPS Business Director attended as the designee. Lofton does not have voting rights at this time. F. OLD BUSINESS i. Committee Asignments Miller requested volunteers for committees; Kaminski - NRAC, Ross - BTAC, Simmons - Gahanna ASAC. Shepherd will continue e-mailing updates for the Veteran's Advisory Committee. ii. Rules of Operation & Procedure Ross shared there are some minor spacing issues in the document. Section 2.4 remove the sentence A majority of the Board shall appoint a Secretary from amongst its members, and the Chair needs to also sign the minutes. Section 3.9 forty-eight (48) hours needs changed to seventy two (72) hours. Motion was made by Ross, seconded by Shepherd, to approve the 2020 Rules of Operation & Procedure with requested changes. The motion carried with the following vote: Yes: 5- Miller, Ross, Shepherd, Kaminski and Simmons Absent: 1- Wright 2020-032 2020 Parks Bd Rules of Op G. NEW BUSINESS i. Projects Update Ferrell shared that the Boardwalk is completed and additional lighting will be added. The playground at Headley Park needs to be replaced this year. Once renderings are available they will be shown to the Board. Sunpoint Park has six new benches and benches have been added along Trail Section 4. Veteran's Memorial is getting a face lift. A plan has been presented to the Mayor. H. CORRESPONDENCE AND ACTIONS City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes February 12, 2020 Simmons stated she was approached by CT Consultants who spoke to Ferrell about an amphitheater. Ferrell stated that the amphitheater was discussed by previous administration as a possible opportunity. There are no official plans to move forward with the project. I. DIRECTOR'S REPORT Ferrell shared that Jeff Barr is no longer with the City of Gahanna and Ferrell has accepted the position of Director. Instead of seeking a Deputy Director the position will be changed to Project Manager for Parks & Recreation. The Project Manger will be in charge of capital projects, maintenance projects, and sustainable operating projects. The position fits better into the needs of the department. The Pricing Policy was taken forward to Council for approval. The new Aquatic Supervisor, Cole Hetman has started. The new Senior Center Coordinator, Annette Rundio starts on February 12, 2020. The two part time coordinators start mid February. Camp Registration Day is February 29, 2020, registration can also be completed online. Aquatic Membership passes are on sale. J. COMMITTEE REPORTS a. Bicycle & Trail Advisory Committee (BTAC) Meeting February 24, 2020, 6pm, City Hall, b. Gahanna Active Senior Advisory Committee None c. Natural Resources Advisory Committee (NRAC) None d. Veteran's Advisory Committee None K. POLL MEMBERS FOR COMMENT Ross shared she requested a copy of the Parks & Recreation Board Manual. Ross feels that the Board should review Chapter 153 Parks and Recreation Board and the responsibilities of the Board. City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes February 12, 2020 Miller mentioned the Board is waiting for Chapter 153 to be updated. Ferrell said that staff is taking forward to Council an update to the attendance requirements from missing three to missing four per calendar year. Ross requested if it does get updated that the Board is given the updates. a. Gahanna Parks & Recreation Foundation Ross shared that the Foundation discussed the strategy and the mission. They want to do additional programming in the parks. Ferrell said that the Parks & Recreation Department will make a formal presentation of it's 2020 funding request to the Foundation. Ross said that the Foundation has created what their expectations are when requests are received. b. School Board Report Lofton shared that the School Board just hired a new Treasurer. The school district had four community meetings regarding the High School. Students did a video on students moving between classes and how long it takes to get to classes. The stairways and hallways are not big enough for all the students. All the information gathered at the meetings will be presented to the Masters Facilities Committee which will come up with a plan to be presented to the School Board. L.
