CALL MEETING TO ORDER Miller, chair called the May 13, 2020 meeting to order at 7:04pm, via Microsoft Teams due to the continuing COVID-19 emergency. B. ROLL CALL Present: 6 - Eric Miller, Jan Ross, Donna Simmons, Chrissy Kaminski, Scott Lofton and Ken Shepherd Staff in attendance: Mayor Jadwin, Stephania Bernard-Ferrell, Director, Carrin Wester, Communications Manager, and Pam Ripley, Office Coordinator. C. APPROVAL OF MINUTES 2020-080 PR Bd mins 1-8-2020 REVISED Motion was made by Shepherd, seconded by Simmons, to approve the revised minutes from the January 8, 2020 meeting. Motion carried by the following vote: Yes: 6- Miller, Ross, Simmons, Kaminski, Lofton and Shepherd D. ADDITIONS OR CORRECTIONS TO THE AGENDA None E. HEARING OF VISITORS Mayor Jadwin shared that City Hall will remain closed until June 1, 2020, and will be open by appointment only to visitors. It will be a slow reopening of City Hall. The Parks & Rec team are back and working. The Mayor shared that Brian Wright had been appointed by City Council and that appointment never came to fruition . At the Council meeting just prior to the Stay at Home order the City Attorney advised Council that because the position was never filled with in a certain period of time the position reverted to the Mayor to make the appointment. The Mayor shared that this was a difficult decision. There were two Board members not reappointed at the end of last year. In order not to pick one of the prior board members over the other, and exacerbate the situation she has chosen a new board member. The Mayor has appointed Kevin McGinn, who has a passion for Parks & Recreation and our community. He will be sworn in at the June meeting. F. OLD BUSINESS i. Chapter 151 Approved 3-11-2020 - Moving Forward with Council Action Ripley shared that Chapter 151, draft attached has had one reading at Council and is going forward for second reading then approval. ii. Chapter 153 Approved 3-11-2020 - Needs Further Discussion Ferrell shared that Chapter 153 went before Council and it was requested that this Board review 153.01 b the language currently states "maybe" instead of "is". Any member of the Parks and Recreation Board that has been absent from three regular meetings during any calendar year, whether excused or not, IS removed from office, but may be reappointed at the will of any City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes May 13, 2020 appointing authority. This leaves no gray area. Motion was made by Simmons, seconded by Kaminski, to approve the amended Chapter 153 and make a recommendation to Council. NEW BUSINESS None H. CORRESPONDENCE AND ACTIONS Councilwoman Bowers apology letter was received by all the Board members. I. DIRECTOR'S REPORT Ferrell shared the information the City shared publicly regarding the opening and closing of City Hall and other City facilities and activities. Staff is working on how to provide recreation safely to our residents. We refunded pool memberships since we know we can't open Memorial Weekend and a lot of the amenities we advertised will not look the same. We have also refunded summer camps, we are not able to offer the program we had advertised. Staff is looking at re-working summer camps with the new guidelines. The Golf Course opened on May 8th with restrictions. 2020-082 PR BD Dir Rpt - 5-2020 J. COMMITTEE REPORTS i. Natural Resources Advisory Committee None K. POLL MEMBERS FOR COMMENT i. Gahanna Parks & Recreation Foundation None ii. School District Update Lofton shared that May 20th will be the last day of school. Some of the buildings will be updated this summer. Administration is working on a virtual graduation and how that looks. iii. Veteran's Advisory Committee Shepherd will update the Board once the information is received. L.
