CALL MEETING TO ORDER Miller, Chair called the September 19, 2020 Special Meeting to order at 6:06 pm, via Microsoft Teams due to the continuing COVID-19 emergency. B. ROLL CALL Present: 5 - Kevin McGinn, Jan Ross, Donna Simmons, Scott Lofton and Eric Miller Absent: 2 - Chrissy Kaminski and Ken Shepherd Visitors in Attendance: Jeri Pinnell, Pinnell Dance Centre Staff in Attendance: Stephanie Bernard-Ferrell, Director and Pam Ripley, Office Coordinator C. OLD BUSINESS i. Fee Waiver Request Miller stated that it is not a practice of the Board to give fee waivers to businesses. It is occasionally given to non-profit organizations. Miller shared that the Board discussed the Fee Waiver request at the October 14,2020 Board meeting. At that time the Board wanted additional information regarding the request in order to make a decision. Miller thanked Jeri Pinnell, Pinnell Dance Centre for joining in on the City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes October 19, 2020 meeting to answer the questions. Miller asked Pinnell to explain the request and the information pertaining to it. Pinnell shared that the Pinnell Dance Centre has been involved in the Christmas Extravaganza for 40 years. The Extravaganza is a big food drive for GRIN. The Gahanna Lions Club has been involved for several years in helping to collect the food. Pinnell Dance Centre is very supportive of GRIN and Gahanna. The show has never been about making any money. The Centre actually looses money each year on the production. With COVID the choice is to either not have the show or come up with a way to have the show and food drive. Due to the school being closed another location had to be found. The Centre decided to make a movie of the show. They have hired a production company to film the show. It will take two full days to film and the day before each film day to set up for the filming. Hannah Park being an outside location is big enough to film the show and maintain the social distancing needed. The requested dates are October 30 and 31, 2020 and November 6 and 7, 2020. The Centre is still working on the logistics of where and when to show the movie. They have talked to the Steiner & Associates who built Easton and they have the big LED outside movie. However the cost is $20,000 every time it is set up. The blow up screen the City used for their drive-in movies was $2,500 each set up. There may be two showings of the film in order to raise more food for GRIN. Miller stated the Board normally does not grant fee waivers to businesses. Due to the unusual circumstances of COVID-19 and the event will benefit GRIN and the Gahanna residents the board will make an exception. Motion was made by Lofton, seconded by Ross, to grant a fee waiver to the Pinnell Dance Centre for the rental of Hannah Park Shelter. The motion carried with the following vote. Yes: 5- McGinn, Ross, Simmons, Lofton and Miller Absent: 2- Kaminski and Shepherd Ferrell will contact The Pinnell Dance Centre and let them know the Board has waived the fee and that given the circumstances of COVID this is an exception to how the Board typically operates. D. NEW BUSINESS City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes October 19, 2020 i. November meeting Ferrell shared that the next scheduled meeting is November 11, 2020 which is Veteran's Day and City Offices are closed. Ferrell is suggesting the meeting be moved to November 18, 2020 at 7pm. Motion was made by Simmons, seconded by Lofton, to have the next Board meeting on November 18, 2020. The motion carried with the following vote: Yes: 5- McGinn, Ross, Simmons, Lofton and Miller Absent: 2- Kaminski and Shepherd E.
