Mayor Laurie Jadwin issued the oath of office to Eric Miller, and
Daphne Moehring
B. CALL TO ORDER: ORGANIZATIONAL MEETING MAYOR LAURIE A.
JADWIN
Mayor Laurie Jadwin called the January 10, 2024 Parks and
Recreation Board organizational meeting to order at 7:23 p.m. The
agenda was published on January 5, 2023.
Role Call
Present: 6 - Kevin McGinn, Eric Miller, Daphne Moehring, Jan Ross, Ken Shepherd
and Donna Simmons
Absent: 1 - Chrissy Kaminski
Staff in Attendance: Stephania Ferrell, Director of Parks and Recreation;
Brian Gill, Recreation Superintendent; Chris Skidmore, Recreation
Supervisor (Youth and Family Programs); Amy Moneypenny, Recreation
Coordinator; and Nichole Butler, Clerk
Also In attendance: Mayor Laurie Jadwin
C. ELECTION OF CHAIR
Mayor Jadwin opened the floor for nomination of Chair. Simmons
nominated McGinn, seconded by Ross. McGinn accepts the
nomination.

A motion was made by Ross, seconded by Shepherd, that McGinn be elected
Chair of the Parks and Recreation Board for 2024. The motion carried by the
following vote:
Yes: 6- McGinn, Miller, Moehring, Ross, Shepherd and Simmons
Absent: 1- Kaminski
D. ELECTION OF VICE CHAIR
Chair McGinn opened the floor to nomination of Vice Chair. Simmons
nominated Moehring, seconded by Miller. Moehring accepts the
nomination.
A motion was made by Miller, seconded by Shepherd, that Moehring be elected
as Vice Chair. The motion carried by the following vote:
Yes: 6- McGinn, Miller, Moehring, Ross, Shepherd and Simmons
Absent: 1- Kaminski
E. ELECTION OF SECRETARY
Chair McGinn opened the floor to nomination of Secretary. Shepherd
Nominated Simmons, seconded by Miller. Simmons accepts the
nomination.
A motion was made by Miller, seconded by Shepherd, that Simmons be elected
Secretary. The motion carried by the following vote:
Yes: 6- McGinn, Miller, Moehring, Ross, Shepherd and Simmons
Absent: 1- Kaminski
F. ESTABLISH DAY/TIME OF REGULAR MEETINGS
McGinn opened the floor for discussion regarding the day and time of
the regular meeting.
A motion was made by Miller, seconded by Ross, that the meeting schedule
remain the 2nd Wednesday of each month. The motion carried by the following
vote:
Yes: 6- McGinn, Miller, Moehring, Ross, Shepherd and Simmons

A. CALL MEETING TO ORDER
Chair McGinn called the January 10, 2024 Regular Parks and
Recreation Board meeting to order at 7:29 p.m. The agenda was
published on January 5, 2024.
B. ROLL CALL

A motion was made by Ross, seconded by Shepherd, that the November 8,2023

D. ADDITIONS OR CORRECTIONS TO THE AGENDA
Ferrell requested Orientation manual be added to new business.

Master Plan Action Plan Update
Ferrell states the action plan is the way to communicate forward
progress within the master plan. Ferrell reminded the board that items
listed on the action plan, in red text are items that have changed from
the month prior.

GASAC Bylaws
Ferrell states that the Gahanna Active Senior Advisory Committee
(GASAC) made changes to the bylaws based on the changes
requested by the Parks and Recreation Board in the November 2023
meeting. Miller requested that the board be provided with copies of the
GASAC minutes.
A motion was made by Shepherd, seconded by Simmons, that the GASAC
By-laws be approved. The motion carried by the following vote:

G. NEW BUSINESS
Summer Camp 2023 Wrap Up
Ferrell introduced Brian Gill, Recreation Superintendent. Gill,
Introduced Chris Skidmore, Recreation Supervisor; and Amy
Moneypenny, Recreation Coordinator for youth and family programs.
Gill stated that the team, who started their positions beginning and mid
may 2023 for a camp season that began in June 2023, hit the ground
running in their roles. Gill also noted that the 2023 season was an
accreditation year for our camps thru the American Camping
Association and with the help of our Administrative Coordinator,
Nichole Butler as well as the leadership, the camp operation was able
to regain accreditation. Skidmore provided the board with
documentation highlighting the comparison of numbers from 2022 to
2023 and a major increase in participants due to increased staffing.
Skidmore states that the introductory camp for preschool aged
children previously called Little Adventurers will be re branded to
Camp Begins in 2024 and will hopefully attract a larger number of
participants. Shepherd asked if the American Camping Association
requires a certain number of staff per child. Skidmore stated that yes,
depending on the age of the child the ratio may be 6:1, 8:1 or 10:1.
Skidmore states that they are working on the 2024 Summer camp
guide and they expect it to be out in the coming weeks with camp
registration opening on February 29, 2024. Skidmore highlighted new
general Youth and Family programs that are going to be coming to
the department in 2024 including Pickleball lessons, youth Pickleball
league, drama club, cooking classes, and art classes. Skidmore

thanked the board for their participation in judging for Light up
Gahanna as it was very successful. Skidmore also made note of
winter break camp, where Peace Lutheran Church opened up use of
the facility at no cost to the city. Moneypenny shared 65% percent of
the camp staff chose to stay on as variable staff, meaning they will
work events, camps, programs all year round.
31% of the 65% of the staff elected to participate in the Future
Leaders Program. Moneypenny highlighted that a few staff were
promoted to leadership positions for 2024 and the team is working on
improvements to sites as well as staff training to make staff feel better
equipped in 2024.

Orientation Manual
Ferrell states that each board member was provided with a board
member orientation manual. Ferrell states that the book was put
together by Deputy Clerk of Council Pam Ripley. Ferrell states that the
manual is meant to provide the board with direction as a board
member on how the city operates, and paints the full picture of what
the function of the Parks and Recreation Board is. Ferrell states that it
will be provided to all boards and commissions. Mayor Jadwin states
that the manual was meant to thank the members for the participation
and also to help them realize there are obligations that go along with
being an appointed or elected official. Ferrell states that the board will
review the information and discuss at the February Parks and
Recreation Board meeting.
H. CORRESPONDENCE AND ACTIONS
I. DIRECTOR'S REPORT
Ferrell highlighted that the department has received $500,000 in a
grant through the Clean Ohio Trails Fund for the Link to Literacy trail.
Ferrell highlighted that the senior center staff did a great job at
keeping the senior population active for December. Ferrell stated that
the department has looked to extend the reach of the Golf Course to
youth golfers as well this year, thru SNAG golf, teaching youth and
teens, etiquette and skills to golf.

Directors Report End 2023
J. COMMITTEE REPORTS
Butler stated that in the organizational meeting the Committee
assignments were missed and should now be assigned. Butler noted
that these do not require a vote and can be done in a discussion
format.
Simmons stated she would like to remain with GASAC. Shepherded
requested to be the representive for Veterans Advisory Committee.
Miller stated he would remain with BTAC. Kaminski will remain with
NRAC. Moehring will give the School District update. Miller and Ross
will give updates from the Foundation.

ii. Gahanna Active Senior Advisory Committee (GASAC)
Simmons states the next meeting of GASAC will be Tuesday January
16, 2024 at 3:00pm in the Senior Center.
iii. Natural Resources Advisory Committee (NRAC)- None
K. POLL MEMBERS FOR COMMENT
i. Gahanna Parks & Recreation Foundation
Miller states that the Hops and Vines is set for September 7th 2024.
ii. School District Update
Moehring states that the school district has followed a few studies
regarding start times of students. The school district has decided to
start the school times later for students in 2024-2025 at 8:35 start for
High School, 9:05 for Middle School and Elementary will start at
8:05.The high school will also adjust to a modified block schedule to
allow more instructional time for presentations, group work, and
independent work.
iii. Veteran's Advisory Committee- None
Shepherd stated there are landscape updates happening at the
Veterans Memorial Park.
