CALL MEETING TO ORDER McGinn, Chair, called the June 12, 2024 meeting of the Parks and Recreation Board to order at 7:03 PM. The agenda was published on June 7, 2024. B. ROLL CALL Staff in attendance: Stephania Ferrell, Director of Parks and Recreation and Nichole Butler, Clerk Present: 6 - Chrissy Kaminski, Kevin McGinn, Eric Miller, Jan Ross, Ken Shepherd and Donna Simmons Absent: 1 - Daphne Moehring C. APPROVAL OF MINUTES PR Board Minutes 05.08.2024 A motion was made by Ross, second by Simmons that the May 08, 2024 minutes be approved as attached. Yes: 6- Kaminski, McGinn, Miller, Ross, Shepherd and Simmons Absent: 1- Moehring D. ADDITIONS OR CORRECTIONS TO THE AGENDA Director Ferrell requested to add a fee waiver request to new business. E. HEARING OF VISITORS City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes June 12, 2024 F. OLD BUSINESS Master Plan Action Plan Director Ferrell highlighted the Master Plan Action Plan is available digitally on the agenda. Ferrell stated under 1.3 “Maximize the use of existing sports complexes in the city”, the Academy Park project is in progress. The project includes improvements to the parking lot, play structure, trailhead as well as the shelter. Ferrell stated the firm, POD Design, is reviewing the benefits of making the trailhead and the shelter one shared structure. McGinn asked the timeline on the project. Ferrell stated that the conceptual designs will be completed before the end of 2024, with hopes for the project to go to bid in quarter one of 2025. Ross asked what the Gahanna 175th Jubilee is. Ferrell stated that this the 175th Birthday for the City of Gahanna. Ferrell stated that there will be a large celebration happening over three days, August 9th-11th 2024 to celebrate Gahanna’s Birthday. Master Plan Action Plan Update 6.2024 Active Transportation Plan Director Ferrell stated the Active Transportation Plan (ATP) is a plan that received grant funding thru the Ohio Department of Transportation to create a pedestrian and bicycle friendly network for Gahanna. Director Ferrell stated there will be a public open house with the consultants for the Active Transportation Plan on June 25th, 2024, from 5:00 pm - 7:00 pm at City Hall, to answer questions and receive public comment regarding the maps and proposed plan. Ferrell stated that the City of Gahanna is hopeful to have an Active Transportation Plan adopted by City Council by the end of 2024. G. NEW BUSINESS Fee Waiver GLHS Orchestra Butler stated the Gahanna Schools Orchestra Director, Kevin Dengel reached out to request a fee waiver for the use of Friendship Park Shelter on Friday October 25th, 2024, for a cook-out and use of the firepit for the members of the Orchestra. Butler stated the Parks and Recreation Board had previously approved this in 2023 for the same City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes June 12, 2024 use. Butler stated the fee being waived would be in the amount of $105 after the school’s non-profit discount of $35. A motion was made by Miller, second by Simmons to Approve the fee waiver of $105 for the Gahanna Lincoln High School Orchestra to rent Friendship Park on October 25th, 2024. The motion carried the following vote: Yes: 6- Kaminski, McGinn, Miller, Ross, Shepherd and Simmons Absent: 1- Moehring H. DIRECTOR'S REPORT Director Ferrell stated the Department of Parks and Recreation had received four (4) submittals for the request for proposal (RFP) that was sent out regarding the Action Park. Ferrell stated the selection team has reviewed and selected a vendor who will be identified once a contract is in place. Director Ferrell stated the Aquatics Master Plan is in the data dump phase to help the consultants from Brandstetter Carrol Inc. get up to speed with the Department and City as a whole. Director Ferrell stated there will be dates upcoming for public input on the Aquatics Master Plan. Directors Report 06.12.2024 I. COMMITTEE REPORTS i. Bicycle & Trail Advisory Committee (BTAC) Director Ferrell stated the next meeting will not be scheduled until after the Public Open house for the ATP on June 25th . ii. Gahanna Active Senior Advisory Committee (GASAC) Simmons stated the next meeting of GASAC is scheduled to take place on July 16th, 2024 at 3:00 PM at the Gahanna Senior Center. iii. Natural Resources Advisory Committee (NRAC) Director Ferrell stated there was a meeting, prior to the Parks and Recreation Board meeting on June 12. Director Ferrell stated that she will provide a follow up to send out as an email, with the overview of what was discussed, as well as the outstanding information on the Land Management Plan (LMP) to get finalized and sent to the Landscape City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes June 12, 2024 Board for review. Director Ferrell stated that they will identify the date of the next meeting after the consultants are identified for the Action Park. J. POLL MEMBERS FOR COMMENT i. Gahanna Parks & Recreation Foundation Miller stated that most of the Foundation’s recent discussions are around Hops and Vines which is scheduled to take place on Saturday September 7th, 2024, at Creekside. Miller stated that with sponsorships the Foundation will be able to pay for the cost of running the event and all ticket sales will be put towards donations towards the Action Park. Ross stated there are many great items planned for the event’s silent auction. Miller stated ticket sales are doing well for the event and that while early bird tickets are done, regular tickets are still on sale. Ross stated the Foundation has added a new board member, Erik Schmidt, who has several connections and has helped already. Miller stated the Foundation has decided to continue a partnership with the grant writer the Foundation previously contracted with to assist in grant applications. Butler stated the volunteer positions for Hops and Vines will be available beginning this week. Miller gave a brief overview of a conversation with John Bickley of the YMCA regarding the process of building a Community Recreation facility. ii. School District Update- None iii. Veteran's Advisory Committee Miller stated the Memorial Day Celebration took place at Veterans Park and was a successful event and was well attended. Miller stated that the Gahanna Parks and Recreation Department did a great job with the landscaping and preparing the park for the ceremony. K. ADJOURNMENT City of Gahanna Page 4
