COUNCIL OFFICE SHOULD BE ADVISED IN ADVANCE IF A COURT REPORTER IS GOING TO BE PRESENT. A. CALL MEETING TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL. Gahanna Planning Commission met in Regular Session in the Council Chambers of City Hall, 200 S. Hamilton Road, Gahanna, Ohio on Wednesday, November 16, 2011. The agenda for this meeting was published on November 10, 2011. Chair Kristen Rosan called the meeting to order at 7:00 p.m. with the Pledge of Allegiance led by Commission member Bob Westwood. Present 6 - Kristin E. Rosan, David K. Andrews, David B. Thom, Donald R. Shepherd, Robert C. Westwood, and Joe Keehner Absent 1 - Jennifer Tisone Price B. ADDITIONS OR CORRECTIONS TO THE AGENDA. There were none. C. APPROVAL OF MINUTES: November 2, 2011 A motion was made by Chair Rosan, seconded by Westwood, to approve the November 2, 2011 minutes. The motion carried by the following vote: Yes: 6- Rosan, Andrews, Thom, Shepherd, Keehner and Westwood Absent: 1- Price D. HEARING OF VISITORS - ITEMS NOT ON AGENDA. There were none. City of Gahanna Page 1 Planning Commission Meeting Minutes November 16, 2011 E. APPLICATIONS: Chair stated Public Hearing Rules that would govern all public hearings this evening. Deputy Clerk Stacey Bashore administered an oath to those persons wishing to present testimony this evening. Present 7 - Kristin E. Rosan, Jennifer Tisone Price, David K. Andrews, David B. Thom, Donald R. Shepherd, Robert C. Westwood, and Joe Keehner V-0012-2011 Gard reviewed the application with the Commission. Tom Kneeland, 123 Serran Drive; stated we have property that is under 1 address; 2 parcels; built in 1960; problem with the rear yard because of the creek; our property abuts to Friendship Park but there is a sharp drop off. CLERK'S NOTE: Jennifer Price came in at 7:08 p.m. Kneeland stated this was a custom built shed; built in Ohio by Weaver Barns; solid wood materials; tongue and groove floor; not a whole lot of room to put the shed; placing it where we can drive lawn tractors into it. Chair asked for any opponents. There were none. Thom asked where the drop off occurred from the rear of the house. Kneeland showed where it was and stated it drops about 20 feet. Thom asked if it was a wood shed. Kneeland stated it is stained wood with windows and shingled roof. Thom asked if there were separate parcels for taxes. Kneeland stated under the county it is shown as one address but two parcels. Westwood asked about easements at the back of the property. Wetherholt stated there are a couple of sanitary sewer lines and other utilities. Kneeland clarified that the sanitary sewer is the only utility that is buried everything else is aerial. Westwood clarified that the utilities will have to be marked. Kneeland stated these buildings are considered portable; will be put on a permanent structure; but we understood we would have to move it to get to the sanitary sewer. Shepherd stated this is a perfect example of why we have variances; I normally don't vote for variances, but knowing the topography of the area this is the only way to do it. A motion was made by Shepherd, seconded by Price, that this matter be Approved. The motion carried by the following vote: Yes: 7- Rosan, Price, Andrews, Thom, Shepherd, Keehner and Westwood F. UNFINISHED BUSINESS: V-0011-2011 Gard reviewed the application with the Commission. City of Gahanna Page 2 Planning Commission Meeting Minutes November 16, 2011 Jason Zadeh, 4104 Charter Oak Way, Columbus, OH; worked with the Fire Department and Franklin County Soil and Water; we are comfortable with the outcome. Chair asked for any opponents. There were none. Thom stated he wanted to compliment everyone; good presentation; one of the better ones we have seen; unique to the community. Westwood agreed with the comments; you have done your due dilgence; also looking at quality and not quantity; this is going to be a big asset. Price echoed the sentiments; congratulations to the whole team; will be an asset for the community; you have been proactive on the parking issues by addressing challenges. A motion was made by Thom, seconded by Westwood, that this matter be Approved. The motion carried by the following vote: Yes: 6- Price, Andrews, Thom, Shepherd, Keehner and Westwood Abstain, COI: 1- Rosan FDP-0009-2011 See above discussion A motion was made by Thom, seconded by Westwood, that this matter be Approved. COMMITTEE REPORTS: Olde Gahanna Visioning Committee - Rosan/Keehner Rosan stated Council will be discussing Code changes in Committee on November 28th at 7 p.m. Hamilton Road Corridor Committee - Westwood/Andrews No Report. City of Gahanna Page 3 Planning Commission Meeting Minutes November 16, 2011 I. OFFICIAL REPORTS: City Attorney. No report. City Engineer. Wetherholt reported that the Tech Center Bridge would be open next week. Department of Development. Gard reminded everyone to note the change on the Holiday lights parade; on Friday the 25th at 6:00 p.m. Chair. No report. J. CORRESPONDENCE AND ACTIONS. There were none. K. POLL MEMBERS FOR COMMENT.
