CALL MEETING TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Gahanna Planning Commission met in Regular Session in the Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio on Wednesday, December 2, 2015. The agenda for this meeting was published on November 25, 2015. Chair Kristin Rosan called the meeting to order at 7:00 p.m. with the Pledge of Allegiance led by Bobbie Burba. Present 6 - Joe Keehner, Donald R. Shepherd, Bobbie Burba, Jennifer Tisone Price, Kristin E. Rosan, and Thomas J. Wester Absent 1 - David K. Andrews B. ADDITIONS OR CORRECTIONS TO THE AGENDA None. C. APPROVAL OF MINUTES: 2015-0369 Planning Commission Minutes - November 18, 2015 A motion was made by Shepherd, seconded by Wester, that these Minutes be Approved. The motion carried by the following vote: Yes: 6- Keehner, Shepherd, Burba, Price, Rosan and Wester Absent: 1- Andrews D. HEARING OF VISITORS - ITEMS NOT ON AGENDA Robert Sanders, 2625 Darling Road, Blacklick Ohio, said procedural issue; a property is to be annexed in the city; asked if it could be annexed as is or if it was a request by zoning; Gard said spoke with Mr. Sanders earlier in the week; the applicant can request a specific zoning during the annexation otherwise it comes in with zoning based on acreage; is up to Planning Commission to approve or not to approve; Council will have the final say; Rosan said like any other application we would look at neighboring properties and traffic and City of Gahanna Page 1 Planning Commission Meeting Minutes December 2, 2015 would decide whether or not to recommend to Council; Council may accept the annex property and/or the zoning request; Sanders asked if they request the zoning, Council does not vote on the Zoning until after Planning Commission goes through the hearing process; Rosan said we go through the hearing process and make a recommendation to Council; Sanders confirmed this will not go to Council until Planning Commission reviewed and heard the zoning application; Rosan said we could annex property and then rezone it; if there was an annexation, it would come to Planning Commission first; zoning can be based on acreage but requested to change by the applicant; Sanders said this is two different processes; Rosan confirmed; Gard said it will come to Planning Commission prior to Council regardless; Price asked Gard if the applicant comes in and they want a specific zoning and our body decides to deny that zoning, can the annexation still go through; Gard said she will have to look into it; Rosan suggested Mr. Sanders reach out to the City Attorney for clarification and to answer any further questions; said he may be able to walk the applicant through the process. Department of Development Gard said we would like to appoint someone to the Community Improvement Corporation (CIC); said Bobbie Burba's term is up; Rosan said anyone interested in serving should let her know; asked how often they meet; Burba said about once a month; Rosan said will discuss at the next meeting. POLL MEMBERS FOR COMMENT Wester said people have approached him about signs on Johnstown Road; possibly election signs; asked if we leased those; Gard said yes asked if there was a specific location; Wester said on West Johnstown near the mulch area and a new workout facility; Gard said she will take care of it.
