A. CALL MEETING TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Gahanna Planning Commission met in Regular Session in the Council
Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio, on
Wednesday, March 14, 2018. The agenda for this meeting was
published on March 9, 2018. Chair Tom Wester called the meeting to
order at 7:00 p.m. with the Pledge of Allegiance led by Jennifer Price.

Hicks, Michael Suriano, and Donald R. Shepherd

C. APPROVAL OF MINUTES
2018-0051 PC Minutes - February 14, 2018
A motion was made by Hicks, seconded by Shepherd, that the Minutes be
Approved. The motion carried by the following vote:
Yes: 6- Burba, Wester, Keehner, Hicks, Suriano and Shepherd
Abstain: 1- Price

persons wishing to present testimony this evening.
E. APPLICATIONS - PUBLIC COMMENT
DR-0003-2018 To consider a Design Review Application for a building design; for
property located at 1301-1363 N Hamilton Road - PID# 025-004272,
1247-1257 N Hamilton Road - PID# 025-010785, and PID# 025-004380;
Ben Punturi, applicant.
Blackford gave summary of the application; showed location map; in
Design Review District 3; no open comments from staff; showed image
of Stoneridge currently from one angle at the northern portion; roof above
Piada is being flattened out; fabric awnings are being installed; pointed
out where changes are being made; signage is a separate application
and not being considered tonight; describes this as a modernizing of
existing plaza;
Applicant: Ben Punturi, 1500 West First Avenue; said existing stone is
important to this plaza; wanted to take advantage; maintaining existing
heights; will build out toward street front; will also be building up from
there; will be consistent throughout all three buildings; stone will play with
the other elements and tie together; not changing any major tenants; the
aluminum store front will be a frosted glass system that will be backlit; will
be a nice end feature for corner elements.
Price asked if the roof will be slanted above sports clips area; Punturi
said no; will be built up and pitch back toward existing roof; Suriano
asked if frosted glass will be on corners as well; Punturi said yes;
Suriano confirmed no effect on inside of space; Keehner asked the
reason for the change; Punturi said applicant said Stoneridge is
successful and needs a facelift to maintain success; Shepherd asked if
any business has to shut down during this; Punturi said no, that is not
their intent. Applicant passed around material board.
Chair called for any public comments; none.
Price asked if there are any colors or awnings that can break up the
storefronts and add variation; Punturi said heights are being controlled by
what is there now; Wester asked if any 3D drawings were prepared;
Punturi said no, only 2D; Price asked if it is possible to add differences
where they already exist; Punturi said yes, there are depth changes
where those changes currently exist.
A motion was made by Price, seconded by Keehner, that the Design Review be
Approved. The motion carried by the following vote:

Assistant City Attorney
Rosan said served Council at last City Council meeting on March 5; the
City Council voted to reconsider its prior denial of the rezoning on Taylor
Road; will be heard on Monday, March 19; if you are interested in
attending.
City Engineer

Planning & Development
Blackford asked if it is the wish of Planning Commission for him to
discuss with staff the changes to applications regarding the 3D images
that were discussed in caucus; Wester said something we should look
into; how would administration like to receive that information from
applicants; should other images be required or suggested; how do we
communicate it to developers that we will accept 3D; Suriano said
supports having a mandate or strong recommendation for 3D for projects
over a certain size; tonight would have gone faster if one section of the
project was presented in 3D; Keehner said agreed; Suriano said hard to
see the depth of what was being pushed back; not sure how we do it and
on what size, but should be strongly suggested; Keehner said if they want
to minimize misunderstanding of project and want to avoid workshops, in
their best interest to show a perspective drawing and not a flat elevation;
especially for Commission members without a background in
architecture; helps to have perspective drawings; Shepherd agrees with
Suriano and Keehner; tricky whether you make it by type, size, or cost of
project; Blackford said has his own thoughts on when it is recommended
and required; tonight may be strongly recommended but when we built a
new multi-family development, maybe required; would make our lives
easier; a picture is worth more than verbiage - at least at his level; will be
a change and could elongate the process; would have staff support on
those larger new projects; said a large project was just submitted
yesterday but will not have that requirement yet; will recommend it; Price

said should require this for certain types of projects; can be considered
cost of doing business; some level of 3D is not expensive; could be
something firms can do for minimal charge; seems like it is keeping up
with the standard; Blackford said we do not want to ask for too much too
soon; forecasting response; Price said scale of project is key; Burba
agreed; Wester said should give developers the option to present 3D;
falls on Gahanna's shoulders to be progressive; Wester asked for some
feedback at next meeting; Blackford said will work on that; Price
suggested we could require it but allow staff to waive that requirement.

Keehner said new audio system and am only hearing what is going
directly into microphone; asked the Commission to speak more into the
microphones.
