ADJOURNMENT Page 2 of 13 Page 3 of 13 Page 4 of 13 Page 5 of 13 Page 6 of 13 Page 7 of 13 Page 8 of 13  RESOLUTION NO. 2023-834 A Resolution of the City of Gainesville, Florida, amending requirements for the Citizens Advisory Committee for Community Development; superseding and repealing Resolution No. R-74-144; and providing an immediate effective date. WHEREAS, on November 18, 1974, the City Commission of the City of Gainesville adopted Resolution No. R-74-144 creating a Citizens Advisory Committee for Community Development; and WHEREAS, the City Commission desires to amend the provisions governing the Citizens Advisory Committee for Community Development. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF GAINESVILLE, FLORIDA: SECTION 1. Duties: The Citizens Advisory Committee for Community Development (“CACCD”) shall: 1. Acquire a knowledge of the impact of community development initiatives within the City of Gainesville. 2. Make funding recommendations to the City Commission relating to Community Development Programs, including housing and public services allocations regarding non-profit agency applications during annual competitive funding cycles for the Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships Program (HOME). 3. Have public discussion on various community development interests and make recommendations to the City Commission as the CACCD deems necessary. 4. Have public discussion on affordable housing and public services and make recommendations to the City Commission as the CACCD deems necessary. 5. Have public discussion on activities or projects of interest to improve neighborhood resiliencies and make recommendations to the City Commission as the CACCD deems necessary. SECTION 2. Membership: CACCD members shall reside in the incorporated city limits and applications for appointment are encouraged from persons who have expertise in the following areas: community development; the provision of affordable housing; economic development; community healthcare; social welfare and accounting; or financial services. SECTION 3. Terms: The City Commission will appoint to the CACCD not less than nine (9) persons, who shall serve pursuant to the will of the City Commission. CACCD members shall serve for staggered terms of three (3) years, which will expire on November 1st of 1 Page 9 of 13 applicable years. Any vacancies will be filled by the City Commission for the remainder of the unexpired term. SECTION 4. Officers and Rules: The CACCD shall select its own chair, vice-chair, and such other officers as deemed necessary, and shall abide by existing committee guidelines and conform to the practices outlined in the City of Gainesville Advisory Board Participation Handbook. SECTION 5. Except as may be otherwise provided herein, the CACCD is subject to Sections 2-245 through 2-250 of the City’s Code of Ordinances. The CACCD is subject at all times to the Florida Sunshine Laws and Public Records Laws. SECTION 6. Resolution No. R-74-144 is hereby superseded and repealed. SECTION 7. Approved On Consent 7. 2023-829 Florida Department of State, Division of Historical Resources Special Categories Grant Application (NB) Moved by Commissioner Eastman Seconded by Commissioner Chestnut Recommendation: The City Commission to 1) approve the request for the Department of Parks, Recreation and Cultural Affairs (PRCA), Division of Cultural Affairs, to apply for the grant and for the City to accept the grant, if awarded, from the Florida Department of State, Division of Historical Resources, 2) authorize the City Manager or designee to execute the grant award agreement and other grant-related documents, subject to approval by the City Attorney as to form and legality, and 3) acknowledge that the City has a minimum of 25% of the matching funds equal to $2,000.00, as required by the grant. Bryant, Interim City Clerk Date: 8/2/2023 Re: Annual Report 2022-2023 The City Commission at its meeting on May 18, 2023 meeting has requested that all Advisory Boards and Committees create an Annual Report for 2022-2023. The report should consist of the following: • What do you understand the mission of your board to be? • What are the three most important things your board has done during calendar years 2022-2023? • What are the three most important things your board is working on right now? • What could the City Commission do to help your board better serve our neighbors? • What else do you need the City Commission to know about your board? The City Commission would like you to make those reports available to them prior to its August 17, 2023 meeting. Also, each board will be scheduled for a brief presentation before the City Commission based on these reports between mid-August, 2023 and the end of July, 2024 in the evening session of a commission meeting at 5:30 pm.
