Page 57 of 76 Department of Sustainable Development PO Box 490 Station 11 Gainesville, FL 32627 STAFF REPORT City of Gainesville Historic Preservation Board AGENDA ITEM: Public Hearing 4 Petition COA-26-000-053 ADDRESS/PARCEL: 216 NE 6th Street DESIGNATION/ CLASSIFICATION: Contributing Structure Northeast Historic District (Duckpond) DATE OF CONSTRUCTION: 1940 (ACPA), 1928 (FMSF AL00628) OWNER(S): David and Amy Mitchell PROJECT DESCRIPTION: This is an application for an addition of a carport to the south side of the primary residence. The proposal would also change the type of porch column from simple Tuscan columns on the inset porch to battered columns on brick piers. Though identified as a 1940 building by the Property Appraiser, the home shows up on the 1928 Sanborn map, so it dates at least from that year. The building features a side gable roof and an inset porch supported by Tuscan columns. The Florida Master Site File survey sheet calls this property a Colonial Revival, probably because of the 6-over-1 colonial style windows and what they are calling Doric columns, but that categorization is a stretch. With the late 1920s construction date, this is more like a wood-frame vernacular structure that incorporated few Colonial Revival features. The home also features a brick chimney on the south side. The project proposes a new carport off the south side of the house that would line up with the front of the porch. The new carport would extend the existing front-gable roof, and would include features in the gable end, including knee-braces and slatted vents, that are appropriate for the ITEM PH4: COA-26-000-053 July 7, 2026 Page 11 Page 58 of 76 Department of Sustainable Development PO Box 490 Station 11 Gainesville, FL 32627 1920s building. However, the new carport features battered columns on brick piers, and the applicant is proposing to use the same for the main house, which would replace the original Tuscan columns. A simple picket metal railing is also proposed for the front porch, which is not original but a suitable design if the additional safety and stability is needed for entering and exiting the porch. APPLICABLE SECRETARY OF THE INTERIOR STANDARDS: The Secretary of the Interior's Standards for Rehabilitation are to be applied to rehabilitation projects in a reasonable manner, taking into consideration economic and technical feasibility. The Standards that apply in this case include Standards 2, 3, 5, 9, and 10. STANDARD 2: The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. The historic character of the property includes the original column porch supports. The new proposed columns are certainly a sturdier version that visually support the carport better than slender columns would, and it makes sense that the rest of the columns should match the new carport columns. It is a nice upgrade to the house, but it does remove historic materials that characterize the historic property. STANDARD 3: Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken. The introduction of a new type of column in place of what was there originally is considered adding conjectural features or architectural elements that were not there to begin with. STANDARD 5: Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved. ITEM PH4: COA-26-000-053 July 7, 2026 Page I 2 Page 59 of 76 Department of Sustainable Development PO Box 490 Station 11 Gainesville, FL 32627 The original Tuscan columns are considered distinctive features that characterize the historic property. STANDARD 9: New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. The new addition of the carport does not destroy any historic materials on the existing structure, with the exception of the changing of the column type. STANDARD 10: New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. Again, with the exception of the change in column type, which does affect the original form and integrity of the property, the rest of the addition could theoretically be removed in the future without destroying the original structure. RECOMMENDATION FROM STAFF: Staff recommends that application COA26-000-053 be approved, with the following condition: Condition 1: The original porch columns shall remain. Remaining columns to support the carport can be altered to something more compatible to the porch columns or left as designed, since additions are supposed to differentiate the new from the historic portion anyway (per Standard 9).
