B. ADOPTION OF THE AGENDA

Seconded by Commissioner Saco
Motion: The SHIP - Affordable Housing Advisory Committee adopt the
agenda.

C. APPROVAL OF THE MINUTES

D. BUSINESS DISCUSSION ITEMS
1. 2024-422 Funding Recommendation for Local Government Area of
Opportunity Project (B)
The Committee discussed all the projects. They noted that "Hope at Debra
Heights" was particularly strong in the following areas: location, cost per
unit, local reputation and experience (Catholic Charities), nearby
amenities (parks, retail, and bus service), resident services (food pantry,
financial training/mentoring), and readiness to proceed.
Moved by Mary Lou Hildreth
Seconded by Commissioner Saco
Recommendation: The AHAC: 1) hear presentations from staff and the
applicants; 2) discuss the strengths and weaknesses of the projects; 3)
use the Evaluation Form to evaluate the projects; 4) recommend that the
City Commission either fund or not fund each project; and 5) authorize the
Chair or another AHAC Member to present the recommendation to the
City Commission at their June 20, 2024 City Commission Meeting.
Motion: The AHAC recommend: 1) that the City Commission fund the
application from Catholic Charities and Crosland Southeast; and 2)
terms of the loan are a 1% annual interest rate for an 18-year loan
with a balloon payment at loan termination, and a 30-year
amortization period.

2. 2024-428 Funding Recommendation for a State Apartments
Incentives Loan Project (B)
AHAC discussed the SAIL projects and determined that they were all
beneficial and needed projects. The AHAC expressed a desire to fund
each project.
Moved by Mary Lou Hildreth
Seconded by Michael Pellett
Recommendation: The AHAC: 1) Hear presentations from staff and the
applicant; 2) Discuss the strengths and weaknesses of the projects; 3)
Use the Evaluation Forms to evaluate the projects and give reasons for

your evaluations; and 4) Recommend whether or not the City Manager
should approve using ConnectFree funds to provide a $37,500 Local
Government Contribution to the projects.
Motion: Recommend that the City Manager approve each these
requests for a $37,500 Local Government Contribution to these
affordable rental housing projects.
