Description: This joint meeting is an opportunity for the City and County Affordable
Housing Advisory Committees to discuss several items related to affordable housing in
this community.
Fiscal Note: N/A
Explanation: The City and County Affordable Housing Advisory Committees have
indicated a desire to gather and share information about various projects and initiatives.
In particular, the Committees have expressed interest in the following topics:
1. How does each jurisdiction subsidize the development of new affordable housing
units?
2. There are several affordable housing projects and initiatives that are in progress
in each jurisdiction. What is the status of those projects and initiatives? and
3. What is the status of inclusionary zoning requirements and incentives in each
jurisdiction?
In addition, City AHAC members have suggested that this joint meeting is an
opportunity “brainstorm,” and perhaps identify some new or underutilized affordable
housing development incentives that might be worthy of further study by committee
members.

SUMMARY OF 2024 INCENTIVES AND RECOMMENDATIONS REPORT – CITY OF GAINESVILLE
1) Expedite development orders and permits for affordable housing.
The Planning and Building Departments should continue their current programs. In addition, study
reducing the thresholds needed to move a project from board review to staff review.
2) Modification of impact fee requirements including using alternative methods of fee payment.
Use ConnectFree revenue to pay water and wastewater connection charges for new affordable
housing.
3) Allowance of flexibility in densities for affordable housing.
Adopt the AHAC recommended IZ regulations, including applying the regulations to MF projects of
10 or more units. Furthermore, continue to work with the County to implement a compatible IZ
Program.
4) Reservation of infrastructure capacity for housing for low- and very-low-income persons.
Continue.
5) Allowance of accessory residential units in residential zoning districts.
Educate the community about ADUs. Develop pre-approved building plans. Partner with
organizations to develop a revolving loan fund to help build affordable ADUs for income-qualified
households. Record and study the actual costs and uses of ADUs in Gainesville.
6) Reduction of parking and setback requirements for affordable housing.
Make reduced setbacks for PD Subdivisions available only if the developer provides affordable
housing. Allow reduced setbacks for subdivisions that provide affordable housing, without
requiring those subdivisions to go through the entire PD process.
7) Allowance of flexible lot configurations, including zero lot line configurations, for affordable
housing.
Allow affordable housing to justify modifying subdivision requirements.
8) Modification of street requirements for affordable housing.
Maintain current requirements.
9) Consider before adoption, any policies, procedures, ordinances, regulations or plan provisions
that increase in the cost of housing.
Continue the existing review process.
10) Preparation of an inventory of locally owned public lands suitable for affordable housing.
Continue, expand, and share.
11) Support of affordable housing development near transportation hubs, major employment
centers and mixed-use developments.
Continue.
12) Study Anti-Displacement and Anti-Gentrification Plans
Review local data and research other jurisdictions (e.g., Milwaukee, and Minneapolis/St. Paul).
