Based on the current Director's tenure with the organizationa and due to the preplanned and prescheduled nature of the Parks Department and the Parks programs, the establishment of the Advising Director position would allow the City to seek a new Director of Parks and Recreation while utilizing the current Director in an advisory capacity until such time that the new Director is able to successfully manage all programs and be included in the planning process for the future of the City of Gallatin's Parks and Recreation Department and programs. SUMMARY: The City of Gallatin has filled Industrial Center Phases 1 and 2 and is out of city-owned land zoned for light industrial or planned business park development. Consequently, the city has missed opportunities to land several new businesses that fit within our strategic plan for high tech jobs with elevated pay. We have the opportunity to purchase what is commonly called The Meadows - 386 acres on the north end of the city. This property is in the city limits and currently zoned primarily for residential development - R8 Planned Residential Development, R20 Planned Residential Development, and MRO Multi-Residential and Office. If purchased, we would pursue rezoning to Planned Business Park. The owner, Reggie Mudd, is asking $19.3Million - or $50,000/acre. Attached is a Google Earth view with a rough outline of the property. A survey of the bulk of the property is also attached. This report is a requirement from the Tennessee Department of Environment and Conservation (TDEC) through our MS4 permit. We are excited to share how we have met the 6 minimum measure requirements ·imposed on the City through this report Our City's MS4 permit requires that we prepare and submit an annual report to the state, and that this report be presented in a forum open to the public.
