Ordinance #O2504-20 of the City of Gallatin, Sumner County, Tennessee, Rezoning 0.33 (+/-) Acres from the A-Agricultural Residential District to the PGC-Planned General Commercial District with a Preliminary Master Development Plan for the Freedom Church Outparcel On 0.88 (+/-) Acres (and Part of the Kensington Downs Master Plan), Located West of Greenlea Boulevard and South of Grandstand Boulevard; Authorizing the Revision to be Indicated on the Official Zoning Atlas; Repealing Conflicting Ordinances; Providing for Severability, and Providing for an Effective Date. City Planner Brian Rose provided a PowerPoint presentation of this ordinance. Assistant City Engineer Aaron Hickson explained the recommendation made by Engineering. Ordinance #O2504-21 of the City of Gallatin, Sumner County, Tennessee, Approving a Preliminary Master Development Plan for WAWA - Long Hollow Pike, on a 3.53 (+/-) Acre Portion of a Parcel (P/O Tax Map 125, Parcel 019.10), Located South of Long Hollow Pike and West of Greenlea Boulevard; Authorizing the Revision to be Indicated on the Official Zoning Atlas; Repealing Conflicting Ordinances; Providing for Severability, and Providing for an Effective Date. Ordinance #O2504-22 Appropriating $189,600.00 Received from the State of Tennessee for Training Supplements. Finance Director Rachel Nichols presented this ordinance. Ordinance #O2504-23 to Provide Revenue for the City of Gallatin Tennessee for Municipal Purposes for the 2025 Tax Year and the 2026 Fiscal Year. Councilman Jouvence abstained. 5. Ordinance #O2504-24 Amending Gallatin Municipal Code Chapter 14, Solid Waste, Section 14-9 Collection Service and Fee. Public Works Director Richard Depriest presented this ordinance. Councilman Carter made motion to move to council; Vice Mayor Hayes seconded. Motion carried with 4 ayes, 0 nays and 1 abstention. Councilman Jouvence abstained. 6. Resolution #R2503-17 Authorizing the Loan of a Public Works Garbage Truck to the City of Portland. Discussion on Project Phoenix and Extension of MOU Section 3. (F) Exclusivity. Economic Development Agency Director Rosemary Bates provided a PowerPoint presentation and there was much discussion. Boyle Investment Company Representatives John Harlin and Jeff Haynes provided additional information. Council discussed. Request for Additional Funding of $100,000.00 for Clearview Park. Economic Development Agency Director Rosemary Bates presented this request. Continuation of FY2024 Annual Comprehensive Financial Report. Finance Director Rachel Nichols answered councils’ questions concerning the report. 11. Plan of Service Report 2025. City Planner Brian Rose provided a PowerPoint presentation of this report. Council discussed. 12. Discussion of Number of City Council Meetings. City Attorney Susan High-McAuley provided a handout and additional information. There was much discussion. Vice Mayor Hayes made motion to keep meeting schedule as is; Councilman Carter seconded. Motion carried with 3 ayes and 2 nays. Councilman Alexander and Councilman Jouvence voted no. Other Business Mayor Brown opened other business. One of the projects identified was addressing drainage issues around the Sumner County Veterans Home. In 2024, the county signed an agreement with the city stating that the city will be given $500,000 from the ARPA grant to design and develop a project. The current project will realign Hale Ave to provide better drainage access and increase storage along Woods Ferry Road to alleviate the amount of water around the home during storm events. The City has received those funds and attached is an ordinance to appropriate the funds into an expense account. Due to the number of cuts and connections necessary to fulfill the work, West Eastland’s rideability has gone from acceptable to in need of paving. GPU has agreed to split the costs to profile mill and repave West Eastland under Engineering’s current paving contract with Roger’s Group. If approved, West Eastland will be profile milled and repaved from the CSX Railroad tracks to the intersection at SR 25/ Red River Road. The attached ordinance appropriates money for this work to be done.
