Deotha Malone Council Chambers in Gallatin City Hall. Mayor Paige Brown called the meeting to order at 6:00 p.m. Councilman Todd Alexander led the opening prayer and the pledge of allegiance. O25Ø6-37 ORDINANCE APPROPRIATING $451,089.12 FOR CONNECT 55 SITE IMPROVEMENTS WHEREAS, the City of Gallatin made a formal demand to call the Letter of Credit for Connect 55 and demanded payment in the amount of $451,089.12 to be drawn under First Bank Irrevocable Letter of Credit #2810091285 (Calamar Construction Management and RM85 Owner General Partnership; applicant) for failure to complete required site improvements in Connect 55 as approved by the City of Gallatin; and WHEREAS, the City of Gallatin received payment and deposited the surety proceeds of $451,089.12 from First Bank into account number 110-35200 – Forfeits. Code Ann. § 13-7-203; and WHEREAS, the City Council approved by majority vote of the members present the rezoning request of the described property; and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GALLATIN, SUMNER COUNTY, TENNESSEE as follows: Section 1. Section 2. The City Council of the City of Gallatin does hereby approve, authorize and direct the revision of the City’s Official Zoning Atlas to show the classification for the area as hereby rezoned. Section 3. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed to the extent of such conflict. Section 4. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, the invalidity shall not affect other provisions or applications of this ordinance which can be given without the invalid provision or application, and to this end the provisions of this ordinance are declared severable. For the commercial outparcel, any HVAC or mechanical equipment (either on the ground or on the roof) shall be screened from view with vegetation or architectural features of the building. 2. Review and approval for construction plans and stormwater calculations will be handled under the separate Engineering Construction Plan (ECP) process. All technical review (including all Grading details) from Engineering and Stormwater will be completed under this ECP submittal. PMDP/FMDP approval does not imply ECP approval. Alterations made during the ECP review may require a re-submittal of the PMDP/FMDP as directed by the Planning Department. These revisions may include, but are not limited to, changes in lot layout, roadway configuration, stormwater management areas, utility locations, and revision to open spaces. 3. Stormwater report and/or hydrologic determinations were not submitted with this PMDP submittal (nor are they required at this stage). However, this PMDP is subject to revisions required when the stormwater report and hydrologic determination is submitted with FMDP or Construction Plans. These revisions may include, but are not limited to changes in lot layout, roadway configuration, and revision to open spaces which may affect traffic circulation and number of building lots. 4. During the ECP review, provide a downstream analysis demonstrating that the downstream infrastructure can support this flow. 5. A Traffic Impact Study (TIS) is not required at the PDMP submittal, but a trip generation table must accompany this submittal. Per Zoning Ordinance 13.06.010, if the trip generation is 1000 or more daily trips or over 100 peak hour trips, a TIS will be required. Prior to final FMDP approval, TIS must be approved. 6. Wedgewood Dr. shall be fully constructed with a first layer of pavement through this property from the southern property line to Red River Road prior to the 31st Permit being issued to provide adequate fire access. 7. ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. 1. Operates a multi-line telephone system to route incoming calls to the appropriate office, department or employee. 2. Assists customers and the public by referring them to the appropriate office, department or employee. 3. Prepares and processes various documents, files, and records (applications, invoices, work orders, etc.) of the Public Works Department for the purpose of electronic scanning and storage. 4. Prepares and maintains files and records as required. 5. Receives and processes the mail for the Public Works Department. 6. Accurately enters data on a personal computer. 7. Assists with other clerical functions of the department as required. 8. Regular and predictable attendance. 9. Ability to work in a cooperative manner with others. 10. Performs other duties as assigned. MINIMUM QUALIFICATIONS: • High School Diploma/GED. • One (1) year of recent work experience in a clerical or customer service setting; or an equivalent combination of education and experience. • Basic computer knowledge and experience is required. • Must have a valid driver’s license. KNOWLEDGE, SKILLS AND ABILITIES: • General knowledge of the operation of a multi-line telephone. • Knowledge of business English, spelling, and arithmetic. • Knowledge of the organization and functions of the department and of general administrative policies and practices. • Ability to keep office records and to prepare accurate reports from file sources. • Ability to perform and organize work independently. • Ability to operate a computer and word processor and to type at a reasonable rate of speed (65 wpm or more). • Ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor. • Ability to maintain effective working relationships with other employees and the public and to deal with public relations problems courteously and tactfully. • Ability to establish and maintain effective and professional working relationships with vendors, staff, other department heads and governmental officials. • General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software. PHYSICAL REQUIREMENTS: This is light work requiring the exertion of up to 20 pounds of force occasionally and 10 pounds of force frequently and a negligible amount of force constantly to move objects, work requires reaching, fingering, grasping, and repetitive motions; work requires frequent standing; vocal communication is required for expressing or exchanging ideas by means of the spoken word including through a drive-up window; hearing is required to perceive information at muffled and normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
