BID Board meeting, November 17, 2016, 3PM, Rico Motors
Guest: Rose Eason, Gallup Arts Executive Directo, provided 2016 annual report on Arts
Crawl, which included funding and expenditure breakdown. Also provided statistics on
attendance at ArtsCrawl events. All present agreed that Gallup ARTS has improved the
quality and quantity of exhibitors and performers at these events during 2016. Ms.
Eason presented a budget request for 2017 management of Arts Crawl. BID Board will
review this request and vote on it at the December Board meeting.
Voting items:
Vote to approve Form 990 tax return: Motion: J. Rich; 2nd: S. Gurley
Appearance reimbursement – Rico Auto Complex for concrete sidewalk and curbing,
asphalt parking lot, fencing. Cost of project: $104,819. Amount of annual assessment
paid for past twelve months to be reimbursed: $10,734.30
Motion to approve: S. Gurley; 2nd: A. Biava. Approved.
A. Baca thanked M. Menapace for Rico Motors’ financial support towards the trash can
project.
Acceptance of October minutes. Motion: S. Gurley; Second: A. Baca. Approved.
Reports:
Monthly financial report.
GLP Logistics park groundbreaking event. GLP is now hiring project managers and
intends to have the Logistics Park open and operating, with signed leases, by mid-2017.
GLP also intends to continue improving the business climate along the Ninth Street
corridor, where it owns property.
L. Bonaguidi and F. Bee met with John Dowling & Jason Sanchez, Pinnacle Bank to
discuss ideas for turning the Puerco River into an attraction similar to San Antonio River
Walk. Gallup Downtown MRA Plan, as voted upon and adopted by Gallup City Council,
contains ideas for a park-like area to extend along the bank of the Puerco, while not
directly attempting to manage the flow of the river. Mr. Dowling and Mr. Sanchez agreed
to review the MRA Plan.
Installation of Rudy Radosevich memorial bicycle sculpture, which was partially funded by
BID, on October 22 was well attended. General public perception of this sculpture has
been very positive.
Downtown lighting project/downtown security camera system update. J. DeYoung is
working on a plan to execute a pilot program to have a camera system installed in the
Walkway area.
BID Sign Grant program update – installation of A M Appliance sign, Gallup Coffee
Company sign, delay in mounting Silver Stallion sign. Discussion of pending requests for
new signs. Begin next sign grant cycle immediately. A. Baca described new Jerry’s Café
tile façade and new painted sign.
Angled parking on 3rd Street: Meeting held on Nov. 9 at City Hall with City Manager,
Public Works Director, Asst. City Manger and Police Dept. representative to review
feasibility. Decision made to wait until comprehensive traffic study is accomplished
during 2017 or 2018.
NM 118 Pedestrian Safety Improvement project update: filling and smoothing the edges
where asphalt meets new cement will be completed as part of the project.
Meeting with property owner, 602 W. Rt. 66: New owner saddled with $600. lien, which
had been imposed upon prior owner. L. Bonaguidi and F. Bee met with new owner to
describe and discuss BID programs and tax credit programs that may be available to him.
F. Bee visited Harvey Kaplan at HPD in Santa Fe to review photos of the buildings on the
property. Mr. Kaplan confirmed that the buildings qualify for federal tax credits and
suggested that Gallup ask NM Main Street to expand the west boundary of the ACD
district to encompass the property at 602 Rt. 66, which would allow the owner to
qualify for NM State tax credits.
In addition, City Manager proposed examining merit of increasing the amount available to
a property owner through the façade improvement reimbursement.
Presentation of 2016 BID Report to City Council. Mayor of Gallup requested that
Executive Director dedicate several hours per day to meeting with business owners
within the BID district. BID Board decided to continue BID work as it has been conducted
during the past two years.
GMSACD update: Full time Executive Director has been hired. This is a necessary step in
the process of gaining full certification from the State NMMS program.
“Shop Local” holiday advertising – Millennium Media radio promotion proposal: 140 30-
second spots, plus additional “one liner” mentions during normal radio broadcasting.
Approved as it was included in the BID budget for the year. Shop Local ads will be placed
in local print media. Recommendation was made to ask GMSACD to work with radio
stations to create a window decorating holiday contest for 2017.
L. Bonaguidi and F. Bee will meet with property owner Keith Wallace to discuss his
request for a mural on the side of his building on S. Third Street.
GEDA Economic Development committee met with Rhonda Mitchell, Tri-State Power, in
Gallup to discuss future of the Escalante Power plant.
Group meeting with CEO of Tri State Power, held at Escalante Plant on Nov. 7. Tri-State
Power expressed desire to work with Gallup economic development team to develop
plans to wind down operation at Escalante and, further, to develop plans for creation of
“energy business park” on and near land adjacent to Escalante plant.
GEDA meeting held on Nov. 9, including Rep. Lundstrum legislative update, including
proposed budget cuts at state level.
Advocacy at NM Legislature during 2017 session:
Motion to approve having F. Bee continue to advocate in person at specific NM
legislative hearings to support proposed legislation that will benefit Gallup.
