Call to order
Acceptance of Minutes of November 16, 2017 BID Board meeting
Acceptance of monthly financial report
Voting items:
Funding to Gallup ARTS for monthly Arts Crawl events during calendar year 2018.
Gallup ARTS requested $ 23,475.
Continue Sign Grant program through FY18 Q3 to accommodate signs that are in
the pipeline. Add funds to pay for extension of program.
Change language describing the BID’s Sign Grant Program and Façade
Improvement Program.
Lien on Sullenger property (formerly Doty): discuss memo from City Attorney and
vote on next step in this process.
Reports:
November 17: L. Bonaguidi, F. Bee met with City Attorney Curtis Hayes to discuss
the situation of the lien that was placed on property owned by Mr. Doty, then
passed along to Mr. Sullenger when he bought said property from Doty.
November 17 - met with real estate property developer in Gallup. Next steps:
developer must assemble financing and project team to move forward with
project(s).
Met with Sammy Chioda to discuss monthly DownTown Night Out restaurant
program. Sammy requested that BID provide funds for a banner to be placed above
Aztec Avenue during periods when there is no major event. Banner will promote
both monthly events: Arts Crawl & DTNO.
November 20 GEDA meeting.
Meeting with Rep. Lundstrum to educate/advocate for 1. NM Main Street Capital
Outlay funding and 2. support for HB 205, “The Vacant Rural Building Act”, which
addresses building code variances in renovating older historic buildings.
November 21 - Coal Avenue Event Street project team meeting to review timeline
for starting the project
Buxton Company analytics - November 29 meeting between management from
Buxton and local Gallup organizations to discuss methods for using Buxton product
and services.
Buxton sent a proposal to us the following day.
Local team will meet again December 29 to discuss: 1.specifics of the proposal, 2.
local cost sharing, and 3. The type of agreements needed between City of Gallup
and participating organizations for this specific application.
November 29 - Pop-up meeting: L. Bonaguidi, F. Bee with Eduardo Martinez, NMMS.
December 1 – met in Gallup with consultant Chris Cordova, Southwest Planning &
Marketing to discuss data gathered by SWPM during the Rt 66 Gallup Freedom Ride
Flight Cruise festival.
December 12 - BID Executive Committee met to review: Gallup Arts funding
request; DTNO banner; downtown 2018 summer season security costs; sign grant
program parameters, timelines and budget; timing of $25,000 funding to City of
Gallup in support of Coal Avenue Event Street Planning Project.
December 12 - L. Bonaguidi, F. Bee met with BID CPA Tony Gonzalez to review
potential merits for BID of IRS 170 tax credit program described in November BID
Board meeting by Gallup real estate broker J. Valentine.
