Minutes Gallup BID Board of Directors meeting, February 20, 2018, 3 PM Rico Motors Call to order Guests: 1. Jennifer Lazarz, City of Gallup Marketing and Tourism Director: Plans for August 2018 Gallup Native Art Market: It will be improved and expanded in size. It will include many artists from Zuni Pueblo. A sheet with basic outline of 2018 GNAM plan is attached to these minutes. Clean & Beautiful $16,700 grant project: beautification of RT 66/NM118 pedestrian improvement area, Courthouse Plaza area, and Walkway area. City of Gallup has become a member of National “Keep America Beautiful” organization. “Gallup McKinley Young Professionals” is organizing a clean up led by Labor Persinger. “National Travel Media Travel Family Conference” will have a multi-day meeting in Gallup – Red Rock Park during November 15 – 17, 2018. This group consists of travel writers published in major national media. 2. Clyde Strain, City of Gallup Planning & Development Director: Discussion of update to City of Gallup Land Development Standards, specifically the Downtown Overlay, which applies to property within the Gallup MRA boundary lines. Bohannan-Houston Engineering will present the plan during the Planning & Zoning Commission meeting at City Council chambers at 5 pm on March 29. Motion to accept Minutes of January 24, 2018 Board meeting: M. Ustick; 2nd: A. Biava. Approved Motion to accept Monthly Financial Report: A. Biava; 2nd: M. Menapace. Approved Voting items: Sign grant application: Gallup Custom Tinting. Cost of project: $5900. BID reimbursement (75%): $4425. Motion to approve: J. DeYoung; 2nd: M. Ustick. Approved Downtown Telluride “MountainFilm” Festival event - $500 request. Motion to allocate $250: J. Rich; 2nd: A. Biava. Approved Reports: Plan adopted by City of Gallup department heads to facilitate improved crowd and vehicle management during monthly Art Crawl events. The plan is attached to these minutes. Alley Improvement Pilot Project – status - no change Coal Avenue Event Street project – status – no change Skate Park Project – no change Update on acquisition of Buxton Company analytics and services. City and Chamber of Commerce may be able to make this agreement within the next few months. Update on Doty – Sullenger property assessment arrears (including January 30 and February 9 meetings) – agreement to start repayment process on March 15. January 25 meeting with consultant Elmo Baca to discuss possible contract to develop plan and find funding to maximize use of 106 W. Aztec building. Mr. Baca will send a concept proposal to the BID for the “transformative” project. January 25 business reception at office of Innovate & Educate prior to release of Innovate & Educate study at January 26 Economic Roundtable. January 26 Gallup-McKinley Economic Development Roundtable meeting – Presentation by Innovate & Educate and the Kellogg Foundation & Observations from 15 local McKinley County area business owners. January 30 met with Ina Baumgartner to discuss request for BID support for Telluride Mountainfilm Festival showings at El Morro Theater on March 9 & 10 January 31 retirement ceremony for Elmo Baca, including NM Legislature Memorial for outstanding service to State of New Mexico February 1 Gallup Day at Capitol: Afternoon meetings. Evening reception held at Eldorado Hotel. February 2 Meeting of Buxton working group to discuss creation of written working agreements between the entities partnering in this endeavor. Agreement reached to continue meeting, planning and working as an economic development group. February 2 meeting with consultant Holly Bradshaw to discuss possible marketing assignment. Ms. Bradshaw may consider a project for BID marketing. Agreed to talk or meet again after the Buxton data has been provided to Gallup. That meeting will likely be in September 2018. February 12 Discussion with Fr. Keller about disposition of property at 4th & Aztec. Parish has initiated a legal action against the former tenant of the property at 4th & Aztec. “Recon” Annual Retail Convention in Las Vegas will be held in late May.
