Call to order
Attendance – roll call: Present: A. Baca, L. Bonaguidi, S. Gurley,
M.Menapace, J. Rich, J. DeYoung, M. Ustick. Excused absence: L. Garcia, A.
Biava
Guests: Suzanne Hammond, Diocese of Gallup; Mike Mazell, Realtor in Gallup
Guest presenter: Vince Alonzo, Director, Gallup Parks & Rec Department,
reviewed downtown cleanup program for coming summer season. Work will
begin in mid-May and will be performed in two shifts: 7:30am -1:00pm and
3:00pm – 9:00pm. Parks Department employees will still perform all of their
normal work downtown. Requested that BID allocate $5,000 to cover cost of
cleanup efforts. This is the same amount budgeted for last year’s Summer
cleanup efforts
Motion to vote on Gallup Parks & Rec request for $5,000 for Summer
Downtown Cleanup Program, as described by Vince Alonzo: S. Gurley; 2nd: A.

Motion to accept request for Friend of BID status from Kristen and Rockelle
Langefeld – “Dynamic Signs & Design” on Rt 66: J. Rich; 2nd: A. Baca.

Motion to amend FY 19 BID Budget Arts Crawl line item to provide $2877. for
the light & sound equipment needed for monthly Arts Crawl events: JM
DeYoung; 2nd: S. Gurley. Approved
Discussion on NM lien statute, Senate Bill 93, BID lien policy and City of
Gallup lien policy. City Manager Ustick recommended that the discussion
resume after NM Legislature is complete and language of any new lien
statute is published.
Motion to table vote on BID lien policy and current liens on delinquent
accounts until final action on NM Senate Bill 93 takes place. SB 93 changes
the terms & conditions of existing State of NM statute governing filing and
collection of liens: S. Gurley; 2nd: A. Baca. Approved
Discussion: BID Board members selection process has been conducted by
Council and Mayor. Nominees to BID Board will be presented to Council at
the regular meeting on February 26 for approval.
Discussion: at Gallup Event Center - NM DOT, Wilson Engineering
introductory presentation of Gallup Transportation Safety Plan, which is being
conducted on behalf of State of NM.
Discussion of Coal Avenue Commons Project fund seeking efforts by local
partners involved in the project.
Review of revised concept renderings by DPS for project at Puerco & Coal
Review of initial draft renderings by DPS for concept for parking deck on
southeast side of Puerco and Coal; discussion of alternative sites for parking
solutions
Update on El Morro Theater repair/construction project
Reports
January 18 - Meeting with Montanita Food Co-op: Leaf Ashley, Local Store
Manager and Joe Phy, Director of Strategy, Planning and Food Ordering for
all stores. Reviewed Gallup spaces currently available, and possible future
locations that may suit potential expansion of Co-op retail square footage.
Next step – meet again in September 2019
January 21 - Phone conference with Ron Witherspoon, Principal at DPS, on
topic of yearly calendar for several housing development corporations that
may be interested in the property at 8th and Aztec.
January 22 - Meeting with Rhonda Quintana to review items, with costs, that
BID must acquire for monthly Arts Crawl events. Sound & light system cost -
$2877.
January 23 - Met with R. Quintana and A. Biava at Pinnacle Bank to order
BID credit card for R. Quintana to make expenditures for Arts Crawl events in
a timely manner.
January 23 - Gallup Traffic Safety Project presentation at Events Center by
NM DOT and Wilson Engineering
January 24 - Meeting with Kristen and Rockelle Langefeld, Dynamic Signs to
discuss their interest in becoming “Friend of the BID”
January 28 - with L. Bonaguidi and E. Williams met with Rep. Lundstrum,
Rep. Johnson, Sen. Munoz, Sen. Pinto to explain the Coal Avenue Commons
Project and the need for funding
January 29 - Meeting with attorney Linda Ahern, who is expert in negotiating
the terms & conditions of long term commercial leases. Next Step – Ms.
Ahern will meet with Biavas/Reservation Direct to discuss the lease for their
property and possible contract between Ahern Law and Reservation Direct.
February 11 - Meeting with Rep. Wonda Johnson to discuss Coal Avenue
Commons Project
February 13 - Meeting with Rep. Lundstrum to discuss Coal Avenue
Commons project
February 13 – spoke to Committee in support of legislative budget request by
NM Arts, which asked for 100% increase over last year’s allocation.
