Façade & Security Program request for reimbursement – Exterior security cameras at Red Rock Insurance Agency, 212 West Coal. BID fee paid during past 12 months: $236.60. Cost of project: $1207.21. Approved. Discussion items Sign Grant application – Ray’s Trading, 1001 West Hwy 66 – Dynamic Signs. Ray’s Trading may replace the sign at the store. Dynamic Signs will inform BID of the status of the project next month. Coal Avenue Commons update from City Manager Ustick: the project has had a 60 day delay due to cold weather, at no extra cost to the City of Gallup. Completion of the project is expected to be at the end of May. City, through its lobbyist, has been pursuing funding from State of New Mexico for Phase 2 of the Coal Avenue Commons project. Alley Project update: City is awaiting delivery of electric transformer for the alley between 1st and 2nd Streets, between Coal and Aztec. The next phase of work will occur in the alley between 2nd Street and the Walkway when warmer weather arrives. The next Phase will be the section between the Walkway and the west side of 3rd Street: City has the funds for the undergrounding of electric, water and sewer, but does not yet have funding for the surfacing of the alley. The needed funds are included on the City of Gallup list of legislative session funding priorities. Security cameras update – JM DeYoung: the contractor has ordered the equipment. It will take approximately two weeks to receive delivery. Then the installation will occur. Gallup BID – Regional Economic Development Partners (REDP) update – F. Bee: the start date for the contract between National Development Council and Gallup BID (on behalf of REDP) was postponed from January 1, 2021 to February 15, 2021. The delay was necessary due to several participating ED’s contracting the Covid-19 illness. The regional ED effort is now underway. Next step will be a virtual meeting of the group with NDC’s Sheldon Bartel to establish a schedule of group and individual local organization training and Technical Assistance virtual meetings. A separate BID checking account was opened to be used solely for BID-REDP-NDC funds. Summer events – Guidance from New Mexico Tourism Dept. and New Mexico Health Dept. recommends that gatherings larger than 150 persons must not be held during the summer of 2021. It is almost certain that BID annual Ride Flight Cruise event and monthly Arts Crawl events will not be held. This situation will be revisited if requirements issued by State of New Mexico are changed to allow for large gatherings of thousands of people in close proximity, i.e. no social distancing. Summer downtown security patrols. There was a preliminary discussion of need for security patrol for summer months. This activity will be discussed more fully during the May Board meeting. Downtown District Councilor Linda Garcia and property owner Joseph Sanchez have put forward a request for City of Gallup to install gates in the alley between Rt. 66 and W. Coal Avenue at the alley entrances on 2nd Street and 3rd Street. A petition to assess property and business owner sentiment is being distributed for properties in the blocks of Rt. 66 and West Coal Avenue between 3rd Street and 2nd Street. Next step: if everyone agrees that gates should be installed, the matter will be taken to City Council for consideration. February 1 - telephone meeting with Even Williams about NDC contract and payment schedule. February 3 - telephone meeting with Liz Sanchez, Red Rock Insurance Agency - requested BID program reimbursement towards cost of installing exterior security cameras February 3 - Meeting of Downtown Safety & Security Committee - Michael Sanchez and Councilor Linda Garcia recommended that the City install gates between Rt. 66 and W. Coal Avenue at the alley entrances on 2nd Street and 3rd Street. Maryann Ustick recommended that a petition be circulated to the businesses located directly along that alley to gauge the attitude of business owners about the gates. February 5 - telephone meeting with Lorraine Ruggles, NM EDD about contract between BID and EDD re: Regional Economic Development Partners February 9 - telephone discussion with Sheldon Bartel, NDC, about grammatical changes in two paragraphs of BID-NDC Agreement for REDP effort February 10 - Received memo from Rodey Law with final comment on the contracts between BID and NDC and NM EDD February 10 - conference call with NMEDD: Lorraine Ruggles, Sara Gutierrez and Judi Sandoval about the invoicing and payment schedule for NM EDD support for REDP-NDC project February 10 - telephone meeting with Sheldon Bartel, NDC about the invoicing and payment schedule for NM EDD support for REDP-NDC project February 11 & 12 - GGEDC Economic Development Roundtable (virtual) - topic: Gallup Mobility Hub and Mobility Investment Zone concept. This is Gallup’s approach to securing investment in the growing autonomous driving industry. Due to its location astride I-40 and BNSF rail line, Gallup can be an autonomous driving test area for vehicle and component manufacturers. Private sector firms and NM DOT provided presentations. Discussion of NWNMCOG-City of Gallup planning, including proposed Gallup Comprehensive Transportation and Airport Master Plans. Several NM Legislators, NM EDD and NM DOT discussed proposed legislation for “safe, business friendly autonomous vehicle testing on NM roads”. Legislation will be introduced during the current session to provide funding for transportation initiatives. NMEDD Secretary Keyes described proposed legislation that will provide funding that will help Gallup’s mobility initiative. Working groups will be formed to pursue this opportunity.
