Gallup BID Board Meeting, July 15, 2021, 3 PM Minutes Call to order Attendance – roll call: Present – A. Biava, A. Baca, M. Menapace, L. Bonaguidi, JM DeYoung. Excused absence – S. Gurley, J. Rich, M. Ustick Motion to Approve Agenda: A. Baca; 2nd: L. Bonaguidi. Roll call: A. Biava - yes, A. Baca - yes, M. Menapace - yes, L. Bonaguidi - yes. Approved Discussion Items - Coal Avenue Commons project update – F. Bee: Phase 1 of the Coal Avenue Commons Project, between 3rd Street and 2nd Street and including the Walkway, is almost complete. The final walkthrough and inspection by City staff, project engineers, contractors will take place on July 20. City has applied for state and federal funding for Phase 2 of the project, which is Coal between 2nd and 1st streets. Alley Projects update – Jon DeYoung, Assistant City Manager: City is waiting for the electrical contractor to finish work in the alley. Needed materials are on back order. Once the electrical work is completed, the surface treatment, i.e. pavers and finish work will be done. Gallup approach to retail recruitment Met with owners of Colonial Motel, 1001 West Coal Avenue, Arun Kumar and Nita Patel to discuss becoming a “Friend of the BID” Discussion of cost comparison between street-wide vinyl banners vs. streetline lighted (LED) steel frame display across Aztec Avenue Red Rock Insurance Agency sign grant application – Sign: refurbish sign cabinet: repair, paint, replace lighting with LED lighting, design, fabricate and install new sign face; Awning: replace existing fabric with aluminum and fabric. Total cost: $6,525.83. BID reimbursement: $4894.37 GallupARTS sign grant – potential reimbursement application Gallup BID – Regional Economic Development Partners – NDC: update American Rescue Plan Playbook – an analysis of the Federal Stimulus package Other Discussion Property owner’s annual meeting Educate City Council about economic development BID Board meet to discuss Gallup investment Consortium – follow up to meetings with consultant in Fall 2018 Reports June 18 – meeting with Nita Patel, Colonial Motel, to discuss Friend of the Bid information June 22 – Virtual meeting with Mark Roper, NM EDD and Sherman McCorkle to discuss ideas for technology fund June 24 – IEDC Ethics Workshop – training class June 28 – Discussion with Sheldon Bartel, NDC, about approaches to housing development projects in Gallup and tri-county area June 29 – Gallup Retail Recruitment Initiative committee meeting at Event Center; next meeting will be held in August with date TBD June 30 - REDP virtual training session with Sheldon Bartel, NDC – Strategies for retail recruitment July 6 – Online meeting – Coal Avenue Commons Project Committee update July 7 – Meeting, with Sherman McCorkle, at Rep.
