Gallup BID Board Meeting, August 19, 2021, 3 PM Minutes Call to order - 3:09 pm Attendance – roll call: Present: Anna Biava, Archie Baca, Mickey Menapace, Louie Bonaguidi. Excused absence: S. Gurley, J. Rich. Motion to Approve Agenda; A. Baca; 2nd: M. Menapace. Roll Call: A. Biava–yes, A. Baca-yes, M. Menapace-yes-, L. Bonaguidi-yes. Approved. Biava–yes, A. Baca-yes, M. Menapace-yes-, L. Bonaguidi-yes. Approved. Discussion Items - Coal Avenue Commons project, including Walkway area, update – City Manager Ustick. The lights for overhead lighting along the 200 block of W Coal Avenue are backordered. When they have been received, that block will be partially closed to allow installation. The lighting to be installed in the Walkway is scheduled to be shipped to Gallup on September 23. Coal Avenue Commons ribbon cutting will be take place on August 24. Resumption of Arts Crawl – October event; City celebration of completion of Coal Avenue Commons project Red Rock Insurance Agency sign grant reimbursement – 1. Sign: refurbish sign cabinet: repair, paint, replace lighting with LED lighting, design, fabricate and install new sign face; 2. Awning - replace existing fabric with aluminum and fabric. Total cost: $6,525.83. BID reimbursement: $4894.37 CHA’ AHH 107 West. Rt. 66, sign grant reimbursement – Cost of project: $1152.73. BID reimbursement: $864.55 GallupARTS sign grant reimbursement application: Discuss proposed BID LED Streetliner across Aztec Avenue Discuss program to repair and restore damaged trash receptacles Gallup BID – Regional Economic Development Partners – NDC: update Other Discussion A Safety and Security meeting was held on August 18. The meeting was hosted by Red Rock Insurance Agency. Attendees included: Councilor Linda Garcia; Capt. Padovitch, Gallup PD; Gallup FD; Robert Hamblen, Gallup Planning Dept.; Bill Lee, Gallup McKinley Chamber of Commerce; Capt. Tovar, Red Rock Security and several Gallup business owners. The main topic of discussion was the installation of gates at the 2nd Street and 3rd Street entrances to the alley between Rt. 66 and the 200 block of W. Coal Avenue. Reports July 16 – GEDA regular monthly meeting July 20 – Coal Avenue construction – final walk through inspection – city staff, engineers, contractors, Gallup MainStreet, BID. July 20 – virtual meeting with Sherman McCorkle Re: NM investment fund July 21 – Telephone meeting with Rhonda Quintana about resuming Gallup Arts Crawl events July 21 – NDC – commercial building re-development finance training session with Sheldon Bartel July 26 – City Marketing Manager zoom meeting with downtown organization ED’s to discuss a ‘ribbon cutting” and, separately, a celebration for the re-opening of @00 block of West Coal Avenue following the completion of the construction project July 28 – GGEDC after hours gathering, with brief presentations by NWNMCOG, EH2 Power, GGEDC Workforce Training Center Director July 29 – Telephone meeting with Dynamic signs to review current and potential sign projects in Downtown District Jul 29 – Zoom meeting with Sherman McCorkle and NM Sen. Michael Padilla to discuss NM investment fund. Sen. Padilla agreed to carry this bill in the 2022 session of Legislature July 29 - Meeting with Rhonda Quintana to review plans for October Arts Crawl event July 30 – Telephone discussion with Archie Baca about repairing and restoring BID District painted trash can receptacles that have been damaged August 2 – Telephone discussion with CB Strain, City of Gallup Planning Director, about availability and location of electric power in Walkway area upon completion of Coal Avenue Commons Project, Phase 1. August 3 – NMEDD webinar – presentation of status update for new NM 5, 10, 20 year Economic Development Plan August 4 – Rural Economic Opportunities Task Force meeting held at UNM-Gallup August 4 – Telephone discussion with Ben Welch, City of Gallup Community Services Director, about scheduling BID Arts Crawl permit request to City Council August 5 – Gave permit application form and requested an opportunity to present request at August 24 City Council meeting August 10 – Telephone meeting with Rhonda Quintana to discuss the Arts Crawl permit application and presentation to City Council August 11 – Telephone discussion with Jay Hinkley about proposed lighted Streetliner project August 11 – Virtual meeting with Sheldon Bartel, NDC to review financial assistance programs that are appropriate for proposed projects in Gallup, McKinley and Cibola Counties Date of next Gallup BID Board meeting – September 16 Motion to Adjourn: A.
