Gallup BID Board Meeting, September 22, 2022 Minutes Call to order - 3:12 PM Attendance – roll call: Present – Anna Biava, Mickey Menapace, Joseph Sanchez, Maryann Ustick. Guest Speaker Richard Kontz, Executive Director, Gallup Housing Authority Overview of Gallup-McKinley Comprehensive Economic Scan & Job Market Analysis; update on Gallup Housing Authority initiatives. - Home Ownership Program to graduate individuals out of Public Housing into home ownership. HUD requirements are now more strict. There are lots on the North Side of Gallup that GHA will target for sale to newly qualified tenants - There are 15 lots where GHA can either build homes for sale or build new Public Housing units for transitional housing for veterans or housing for battered families. - Local Gallup Habitat For Humanity is going out of business. The mortgages on six Habitat houses are being transferred to GHA so it can manage the properties - Submitted plans to NM Mortgage Finance Authority to finance a housing acquisition rehab program to pick up abandoned units or acquire defaulted units from banks. GHA would rehab those units, then sell them directly to qualified applicants or repurpose them  per it’s plans. MFA and HUD’s NM field office are interested in pursuing this initiative. - There are approximately fifteen projects in Gallup that are reaching the point when the fifteen year financing will expire. These units must be sold off or a commitment made to continue them for another fifteen years as affordable housing units. GHA is working with Mortgage Finance Authority to determine possibilities for GHA to procure these projects to continue them as affordable housing units. - People need enough income to purchase housing. There are not enough jobs in Gallup for more people to purchase housing. There are many minimum wage jobs. GHA hired a consultant to produce an Economic Scan & Market Analysis to find out where the Gallup economy stands right now. No growth is occurring in Gallup’s economy right now. What does Gallup have to do to have expansion of the economy? Training programs are needed to train enough people to earn more money in order to be able to buy a home. - GHA wants to obtain an assessment showing which parts of Gallup need what type of housing. Which housing units are beyond repair and should be demolished and replaced. City Council members are in favor of having this type of assessment and, perhaps, National Development Council can be engaged to perform the assessment. Voting Items - None Discussion items Coal Avenue Commons Project, Phase 2 – update by City Manager: new sidewalks are complete, now working on installing the bollards along the edges of the sidewalks, targeting November to complete paving the street. rd Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by City Manager: utilities work should be completed during October. Then City will go out to bid for the drainage work and the surface pavers. (NOTE: after the BID meeting, City received word that Bixby Electric has been called upon to send employees to Florida to aid in the recovery from Hurricane damage. This will delay the work on the alley in Gallup). Other discussion Dave Rosales and Mark Garcia have created suitable design for the streetliner lighted display planned for the corner of W. Coal Avenue & 5th Street. Further work will be done to refine the design to achieve an optimal weight in the final fabricated display. Reports August 19 - Monthly GEDA Meeting. BID was the host for August. August 23 - City Council approved permit for 2022 -2023 Arts Crawl events, including street closure request. August 24 - Telephone discussion with Bohannan-Huston about the project to shore up/strengthen the retaining wall along Hill Street between 4th and 5th Streets August 25 - Planning meeting with Ted Gonzales for 2023 Downtown Car Show August 25- Meeting with Carla Daw, Creative Native Grafix, to discuss creating replacement panels for the BID kiosks August 30 - Bi-weekly Coal Avenue Commons planning group meeting August 31 - Meeting with Carla Daw, Creative Native Grafix to finalize project to replace the map panels in the BID Kiosks. Paid deposit for the project. August 31 - NDC training for REDP alliance members, by Sheldon Bartel and USDA loan specialist, to discuss USDA financial backing, loans, grants and technical assistance to stimulate business creation and growth September 1 - Meeting with Dave Rosales to discuss design and fabrication of streamliner lighted display, planned for installation at W. Coal Avenue and 5th Street September 7 - Follow up telephone meeting with Bohannan-Huston about Hill Street project September 7 - NDC training for REDP alliance members, by Sheldon Bartel, using case study to teach loan underwriting process September 8 - Meeting with Dave Rosales and Mark Garcia to examine the design and construction of the BID’s existing “holiday” streamliner. Discussion about the fabrication of the new streamliner for the intersection of W. Coal Avenue and 5th Street September 10 - Monthly Arts Crawl event on West Coal Avenue September 12 - Meeting with Dave Rosales and Mark Garcia to review preliminary streetliner design concepts September 13 - Meeting with M. Den Herder to discuss business expansion in Downtown Business District September 13 - MEP virtual meeting September 14-16 - NM Mortgage Finance Authority Housing Summit in Albuquerque September 16 - Meeting with Sherman McCorkle to discuss supporting potential legislation during 2023 Session Additional comment by Joseph Sanchez: he has discussed with business owners the installation of new alley gates in the BID District.
