Gallup BID Board Meeting, October 20, 2022, 3 PM Minutes Call to order - 3:10 Attendance – roll call. Present: Anna Biava, Archie Baca, Louie Bonaguidi, Linda Garcia, Mickey Menapace, Maryann Ustick. Excused absence: JM DeYoung, Joseph Sanchez. Motion to Approve Agenda: A. Baca; 2nd: M. Menapace. Roll call: A. Biava- yes, A.Baca-yes, L. Bonaguidi-yes, L. Garcia-yes, M. Menapace-yes. Approved Guest Speakers: James Rich and Bryanny Rich, Camille’s Café, Taira, Inc presented “Friday Night Rides” Cars & Coffee monthly event 2023 schedule and a request for funding from Gallup BID. BID Board will discuss this proposal during the November Board meeting. Voting Items – Motion to approve Sign Grant reimbursement request from Quintana’s Music. Sign was designed, fabricated and installed by Hinkley Signs. Total cost of project: $9477.34 Amount of reimbursement request: $5,000. Motion to approve: A. Baca; 2nd: L. Bonaguidi. Roll call: A. Biava-yes, A.Baca-yes, L. Bonaguidi-yes, L. Garcia-yes, M. Menapace-yes. Approved Discussion items - Coal Avenue Commons Project, Phase 2 – update by City Manager: Contractor is ahead of schedule. It may be possible to reopen Coal Avenue east of 2nd Street by December. rd Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by City Manager: Bixby Electric soon will be able to commence work and begin digging under the alley to prepare for infrastructure installation. Quiet zone in downtown at RR crossings – update by City Manager: a diagnostic meeting will be held with City, BNSF, NMDOT and other entities involved. Pedestrian and vehicle safety is a primary concern. The “Quiet Zone” is a secondary concern. It will be necessary to apply for funding from State of NM. Discussion of Downtown Holiday Art Market proposal from Gallup Arts, including media placement and promotion, organizing and managing the event. This event is included in the BID’s FY23 budget. Board members were favorable. The Holiday Market event will be voted on during the Streetliner project – update: F. Bee met several times with Supersmith, in Gallup, to develop a design that can successfully be fabricated and installed. Installation will be done by Hinkley Signs, which installed the Streetliner purchased by Gallup BID in 2011. BID and City of Gallup created an agreement in 2011 for the purpose of allowing BID to install the Streetliner and various banners that utilize the poles during the year. BID will follow that process with the City for the current Streetliner project. F. Bee will coordinate with Supersmith, Hinkley Signs, City Council, City Electric Department, City Public Works Department. Other discussion Reports September 22 – meeting with Dave Rosales and Mark Garcia at SuperSmith to discuss lighted Streetliner display project September 23 – Meeting at Boys & Girls Club with Marissa Hutchinson. To discuss Manufacturing Extension Partnership(MEP) support for Boys & Girls Club robotics team September 26-27 – Attended Governor’s Economic Development Conference in Albuquerque September 29 – Meeting with Marissa Hutchinson, Jim Hutchinson, and Mona Frazier, Gallup Boys & Girls Club, to discuss demonstration of the “Gallup Gearheads” robotics team to MEP, including Denise Williams, MEP. September 30 – meeting with Dave Rosales and Mark Garcia to discuss Streetliner project October 4 – Meeting with M. Ustick, J. DeYoung. R. Kontz and Rollin Wood (Native Partnership for Housing) to discuss the housing situation in Gallup October 5 – NDC webinar – Update on Federal finance programs October 5 - REDP technical assistance meeting with Sheldon Bartel, NDC – Market analysis to be used in location marketing October 6 – Meeting with Dave Rosales and Mark Garcia at Supersmith re: Streetliner project October 6 – Telephone meeting with Lorraine Ruggles, NM EDD, to discuss Gallup participation in NM MEP program October 8 – Downtown BID Arts Crawl event October 14 – Monthly GEDA meeting, held at RMCH.
