Approved Discussion items Coal Avenue Commons Project, Phase 2 – update by Assistant City Manager: Coal Avenue open from 2nd Street to 1st Street, closed at the 1st & Coal intersection. The work in that intersection will take several weeks to complete. Weather conditions will also affect the schedule. rd Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by Assistant City Manager: the electric undergrounding work will begin on November 28th. This is a complex challenging project. The exact timeline cannot be known, because of all of the other utility infrastructure that is in that alley. Quiet zone in downtown at RR crossings – update by Assistant City Manager: City has been meeting with NM DOT, BNSF, Federal Railway Association. More information will be available for the December 13th BID Board meeting. Discussion of the “Friday Night Rides” 2023 proposal-request from Taira, Inc. - Camille’s Café. Archie Baca, Anna Biava, Joe Sanchez, Louie Bonaguidi expressed support for Friday Night Rides. Lighted Streetliner Display project update: Robert Hamblen, Public Works Dept and Chuck Nourse, Electric Department approve of the design of the project. In 2011, the lighted display project above Aztec Avenue, at the Walkway, was paid for and managed by Gallup BID, with written approval from City of Gallup. Hinkley Signs was contracted to install the supporting poles and install the lighted display. Hinkley will again be engaged for that work for the project above W. Coal at 5th Street. Hinkley is coordinating with Supersmith, which designed and will fabricate the display. The project will be reviewed with Gallup City Council for approval. Other discussion Reports October 26 – Technical assistance provided by Sheldon Bartel, NDC, to REDP alliance concerning Outdoor Recreation projects as economic development October 27 – Meeting with Kenneth Riege to discuss potential for a Military Museum in Gallup November 2 – Meeting with Robert Hamblen, City of Gallup, to discuss the BID’s Lighted Streetliner Display project on Coal Avenue November 2 - Technical assistance provided by Sheldon Bartel, NDC, to REDP alliance concerning Outdoor Recreation projects as economic development November 3 – Meeting at Event Center. R. Hamblen, C. Nourse, Bixby Electric, M. Bulloch, JM DeYoung and others Discussion of anticipated start date, stages of work, potential complications of the infrastructure work in the alley between 2nd and 3rd Streets, between West Coal and Aztec Avenues. The work will commence in late November. It will take approximately 6–8 months to complete. Schedule will be affected by currently unknown issues underground and by weather. November 4 – Meeting with Cha Ahh, 107 W. Hwy 66, to discuss business expansion. November 8 – Coal Avenue Improvement Project - bi-weekly update meeting. November 9 - Technical assistance provided by Sheldon Bartel, NDC, to REDP alliance concerning developing an affordable housing plan November 12 – Monthly Arts Crawl event November 14 – Meeting with Chuck Nourse, City of Gallup, to discuss the BID’s Lighted Streetliner Display project on Coal Avenue Additional comment: Archie Baca. He will assign his staff to clean and touch up the trash can receptacles that were painted several years ago. Date of next BID Board meeting – December 15, 2022 Motion to adjourn: L.
