Gallup BID Board Meeting, January 12, 2023, 3 PM Minutes Call to order - 3:10 PM Attendance – roll call - Present: Anna Biava, Archie Baca, Mickey Menapace, Joseph Sanchez, Louie Bonaguidi; Ex-Officio; Maryann Ustick, Tammy Parker. Absent: L. Garcia Motion to Approve Agenda: A. Baca; 2nd: M. Menapace. Roll call: Anna Biava- yes, Archie Baca-yes, Mickey Menapace-yes, Joseph Sanchez-yes, Louie Bonaguidi-yes. Approved Motion to Approve two Monthly Financial Reports from November and December 2022: M: M. Menapace; 2nd: J. Sanchez. Roll call: Anna Biava-yes, Archie Baca-yes, Mickey Menapace-yes, Joseph Sanchez-yes, Louie Bonaguidi-yes. Approved Discussion items Coal Avenue Commons Project, Phase 2 – update by City Manager. Project is almost complete. Ribbon cutting will be in March, when weather is more conducive. rd Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by City Manager: project will proceed when weather gets warmer, ground thaws and underground work can be accomplished. Quiet zone in downtown at RR crossings – update by City Manager: BNSF not certain about best solution. Discussions are ongoing between City, State and BNSF. Storm water runoff situation on 2nd Street, between Hill Street and the alley behind City Hall. Will request that DOT remedy the situation by installing a larger drain opening, or allowing City to manage that small project. Lighted Streetliner Display project is proceeding. Delay in sourcing the poles needed to support the display. Downtown Improvement Fund – a plan will be developed to create a fund, as has been discussed by BID Board since 2017. Lowe’s Plaza improvement: infrastructure work is on a list of improvements for which City is seeking funding. Housing effort is a work in progress. Annual BID report to City Council rescheduled to January 24, 2023 (Note: The presentation is now scheduled for the March 14 Council Meeting.) Other discussion Reports November 18 – Monthly GEDA Meeting November 18 – Meeting with Bill Lee to discuss July 2023 Balloon rally: Chamber of Commerce will organize and manage a balloon rally for the last weekend of July, 2023. BID is waiting to receive written confirmation of that event, with date. November 22 – Bi-weekly Coal Avenue project update meeting November 28 – Telephone meeting with Karen Lupton, Deputy Economic Development Director City of Farmington, about procedure for REDP renewal of Agreement with NM EDD for 2023 November 29 – Telephone meeting with Hinkley Signs about Streetliner lighted display project November 30 – Telephone meeting with Michael Bulloch about NM Main Street capital outlay program in 2023 November 30 – Technical assistance from Sheldon Bartel, NDC, to REDP alliance concerning criteria that a City Council may use to create economic development guidelines and criteria governing tax abatement agreements and economic development incentives to form economic partnerships with a developer. December 1 – McKinley Legislative Forum to discuss Capital Outlay and other funding requests with NM legislators from this region December 2 – Telephone meeting with NM EDD about process to request support for REDP during 2023 December 6 – Bi-weekly Coal Avenue project update meeting December 6 – Telephone discussion with Gallup Marketing and Tourism Director, Matt Robinson. Matt requested resubmittal of receipts and proof of payment for expenses from July 30, 2022 BID events. Matt will process the Lodger’s Tax reimbursement request. December 7 – Meeting with Ted Gonzales to discuss 2023 Car Show plans December 7 – Technical assistance from Sheldon Bartel, NDC to REDP for Business Retention and Expansion efforts: Moving beyond the surveys. December 9 – Telephone meeting with Cibola Communities Economic Development about REDP and working with NDC in 2023 December 9 - Telephone meeting with Lorraine Ruggles, NM EDD, to discuss REDP working with NDC in 2023 December 12 – Notified NM EDD that REDP will not seek financial support from EDD during 2023. December 12 – Attended Urban Institute virtual meeting on developing economic development ecosystems. December 13 – telephone meeting with Rodey Law firm about BID lien procedures in New Mexico December 14 – Technical assistance from S. Bartel, NDC, on the subject of BID investment fund plan; and housing in Gallup. December 16 – Meeting with Dave Rosales about the lighted Streetliner project December 16 – Telephone discussion with Gallup Title about lien practices in Gallup, McKinley, New Mexico and US Federal Govt. December 17 – Meeting with Mayor Bonaguidi and David Buchholtz, Rodey Law, to discuss Gallup BID lien practice, vis-a-vis State of New Mexico lien laws. December 19 – Monthly GEDA meeting. GGEDC was the host. December 20 – Meeting with Ted Gonzales to discuss plan for 2023 Car Show. December 22 – Meeting with Matthew Robinson, City of Gallup Marketing & Tourism Director December 22 – Meeting with Carla Daw, Creative Native Grafix, re: maps for BID kiosks. December 23 – Telephone Meeting with President of Endless Riders Motorcycle Club about annual motorcycle run and tunnel of fire event in July 2023. December 29 – Meeting with Tammy Parker, City of Gallup Economic Development coordinator. December 29 - Meeting with entrepreneur seeking a small warehouse space. January 3 – Bi-weekly Coal Avenue Project update meeting, including discussion of issues affecting storm water runoff on 2nd Street (which is a NM State owned road) January 4 – Meeting with Sheldon Bartel January 5 – Housing development best practices workshop with Sheldon Bartel, NDC, at Gallup Event Center.
