Gallup BID Board Meeting, February 16, 2023, 3 PM Minutes Call to order - 3:10 PM Attendance – roll call: Present: Anna Biava, Archie Baca, Mickey Menapace, Joseph Sanchez, Linda Garcia, Maryann Ustick, Tammy Parker Absent: L. Sanchez-yes. Approved Discussion items Coal Avenue Commons Project, Phase 2 – update by City Manager – Phase two has ben completed. Ribbon cutting will be scheduled for April, weather permitting rd Alley infrastructure replacement project, between 2nd & 3 Streets and Coal Avenue & Aztec Avenue – update by City Manager. Work has been delayed by very cold weather. Quiet zone in downtown at RR crossings – update by City Manager - No change in the situation Sign Grant applications - Malone Skateboards, Green Scene, Goldie-Lux Studio, Weaving In Beauty (Mary Walker) Lighted Streetliner Display project-Project delayed. Hinkley Signs having difficulty getting a commitment from supplier(s) to provide the needed support poles Lowe’s Plaza – no change in the situation Annual BID report to City Council rescheduled to March 14, 2023 Other discussion BID sponsored and managed Arts Crawl events will begin on Saturday, April 8, 2023 Reports January 9 - Meeting with David Buchholtz, Rodey Law, to discuss BID lien policy January 9 - Telephone meeting with Jason Valentine, realtor, to discuss Gallup’s housing situation January 13 - Meeting with Martin O’Malley, GLP, to discuss Gallup’s housing situation January 18 - Technical Assistance session for REDP alliance with Sheldon Bartel, NDC -Real Estate underwriting best practices, with focus on local NWNM conditions January 21 - Meeting with Ted Gonzales and Frank Chiapetti to discuss July 30 Car Show and Ride Flight Cruise event January 23 - Meeting with Cynthia Ferrari, Silver Dust Trading, to discuss property issues and Gallup’s housing situation January 24 - Walk through inspection of the Coal Avenue project, with review of unfinished portions to be completed and also the “Scramble” intersection January 25 - Technical Assistance session for REDP alliance and Sheldon Bartel, NDC - Establishing a Housing Trust fund in San Juan, McKinley and Cibola Counties January 26 - Gallup Day at NM State Capitol and evening Gallup Day reception for legislators. In addition, Rose Eason advocated in the Capitol Annex Rotunda in support of the Creative Industries Bill (HB #8) January 27 - “Hydrogen Project” economic development Roundtable, with presentations by NM Cabinet Secretaries and energy experts involved in the project. January 28-31 - IEDC Leadership Summit Conference, held in Tucson, AZ February 3 - Telephone meeting with Marissa Hutchinson, Executive Director, Gallup Boys & Girls Club, to discuss the robotics team, competition, MEP support. February 8-9 - Northern New Mexico Workforce Board Conference in Santa Fe - presentations of statistics, trends and plans to improve response time of NM Workforce Solutions February 9 - Telephone meeting with Dynamic Signs to discuss sign grant projects and potential BID Downtown Monument project Date of next BID Board meeting: March 16, 2023 Motion to adjourn: J.
